Background Information
IOM works to strengthen health systems to meet the specific needs of mobile populations, migrants, and host communities, across a wide range of priority areas under IOM’s Partnership on Health and Mobility in East & Southern Africa (PHAMESA). Within the PHAMESA arrangement, IOM Uganda is implementing the Health and Mobility Project, with the first phase ending in April 2013. The project partners with national stakeholders including the Academia, Development Partners, Government, Private Sector and the Media to highlight the linkages between health and mobility. As part of the project activities, IOM supports increased access to migrant-friendly services at HIV hotspots (towns) along the Kampala-Juba transport corridor.

In line with the above, IOM seeks the services of Project Officer. Under the direct supervision of the Migration Health Officer, the incumbent will be responsible for implementing the Health and Mobility Project activities and specifically:

  1. Ensure quality health service delivery to migrants and mobile populations in the project sites
  2. Coordinate activities related to the National Dialogue on Health and Mobility including by collaborating closely with the Academia, Ministry of Works and Transport, Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Internal Affairs, and the Media.
  3. Develop monthly project updates and newsletters
  4. Engage with Policy Makers and the Media on Health and Mobility.
  5. Write project proposals, funding appeals, and project reports.
  6. Provide additional support as requested by supervisor.

Qualifications

a. University degree in medicine or social science. Advanced degree in public health, anthropology, or development is desired.
b. Minimum of four years professional work experience in health, with specialization in either health communication or advocacy.
c. Minimum four years experience in Health Service Delivery planning and management.
d. Experience working in an intergovernmental organization or UN agency.
e. Demonstrated capacity in the project management cycle.
f. Detailed familiarity with Ministry of Health and Ugandan AIDS Commission personnel, structures, strategies, guidelines, and processes.
g. Strong English writing skills, with demonstrated capacity to write and edit technical health documents.
h. Fully proficient in MS Office, with capacity desired in digital photography, and publishing packages desired.
i. Required IOM functional competencies: effective communicator, successful negotiator, creative and analytical thinker, active learner, team player, and cross-cultural facilitator.
j. Fluent in written/spoken English. Knowledge of local languages desired.

The role
The Economic Rights Programme Lead is responsible for:
• Thought & strategic leadership in the areas of economics rights in Uganda. This will involve coordinating the Economic Rights Pillar of the Country Operating Model (COM). • Operational management, development and reporting of all Oxfam Livelihoods Programmes in Uganda, against agreed plans, and through them for achievement of objectives agreed in the JCAS.• Contributing to strategic decision making within the Oxfam Uganda structure.• Directly line managing two Programme Managers and the Land Team Lead, in a manner that creates and maintains a joined up programme that is consistently learning and improving. The Mercy Corps Uganda Country Director is an innovative and visionary leader responsible for resourcefully managing all programming in Uganda, resulting in lasting improvement in the lives of over a half a million Ugandans. S/He has held senior roles in formulating strategic direction within an international development context. The Country Director has supervisory responsibility for the country team and implementation of all security protocols. ESSENTIAL JOB FUNCTIONS:

Strategy and Vision

  • Design and communicate a clear vision of present and future program goals and strategies to team members and stakeholders that translates into mutual understanding, concrete programs and work plans.
  • Lead the annual country level strategic planning process and provide strategic updates.
  • Use technical support teams collaboratively.

  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Previous working experience in Africa, with Multi-Year Assistance Programs (MYAPs), and in insecure environments preferred.

LIVING /ENVIRONMENTAL CONDITIONS:

The CD is based in Kampala. The location is accompanied and secure. Housing is individual accommodation with freedom of movement beyond the house/office. There are three main International schools in Uganda. There is regular access to services – medical, electricity, water, etc. This position requires thirty-five percent travel by road and air to field offices in secure and insecure environments.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Program Description:
IBTCI seeks a Chief of Party for a USAID/Uganda Project to implement a Monitoring, Evaluation, and Learning program in Uganda.
