Thailand: Country Manager, Thailand

JOB SUMMARY:

Reporting to the Acting Regional Director, the Country Manager will be responsible for the overall management and development of the Right To Play Thailand program. The ultimate goal of the position is to increase the quality, efficiency, effectiveness, and the long term impact of the Right To Play program in Thailand. This includes leadership, strategy and direction, representation, management of the country office and program teams in the assigned project sites, and some fundraising. This will also involve direct supervision of the country program/training team and the finance, logistics and administrative personnel. The Country Manager will be based in Bangkok with frequent travel to project sites within Thailand and potentially Burma/Myanmar.

RESPONSIBILITIES AND TASKS

Responsibilities of the Country Manager are outlined below:

Reporting• Reports directly to the Acting Asia Regional Director, presently based in Toronto;• Direct reports: Country Office staff and Program Managers (national and international);• Works with: Other Country Managers, the Regional Office and Right To Play International Headquarters in Toronto.

Job Responsibility #1: Strategic Direction and Program Oversight (approximate time: 35%)• Management of in-field programs in consultation with the Regional Director or their designate;• Manage, monitor and ensure accountability and adherence to the Logical Frameworks/Project Plans/Action Plans;• Ensure comprehensive project monitoring and evaluation in all existing and new projects/programs;• Ensure timely completion and submission all narrative, quantitative, and financial reports;• Provide regular updates of lessons learned and best practices to the Regional Director or their designate;• Lead information exchange, resource sharing between projects/programs (as appropriate);• Working in close collaboration with Headquarters and the Asia Regional Office, coordinate the development of locally appropriate technical resources and programming tools based on international resources;• Complete and submit reports as needed for the Thai government and partners;• Initiate recommendation-based approach to project decision-making and present recommendations to the Regional Director;• Maintain a Country Strategy with Right To Play Thailand desired impacts/outcomes, in coordination with Right To Play International;• Oversee the creation of, and adherence to, country operational plans and budgets;• Identify areas for expansion and assist with assessment visits as necessary.

Job Responsibility #2: Donor Stewardship, Communication & Representation (approx. time: 25%)• Serve as the main local contact for all external stakeholders;• Assess and engage potential partners and partnerships;• Ensure strong working relationships and collaborations with current and new partner organizations through regular correspondence, engagement, reporting and meetings;• Development of MoUs with local implementing partners and oversee implementation accordingly;• Promote knowledge of Right To Play's programs, mandate and values through appropriate representation of Right To Play amongst all stakeholders, potential partners and general public;• Represent Right To Play to donors / potential donors to secure and sustain funding, including government/institutional donors, corporate sector and foundations;• Develop concept papers and proposals as necessary for expansion of new programs and the continuation of existing program, through coordinated efforts with Right To Play International in Toronto and with relevant National Offices.

Job Responsibility #3: Country Operations (approximate time: 15%)• Strengthen Thailand Country Office systems, processes and structures ensuring high quality operations and program implementation;• Provide oversight needed for effective functioning of sub-offices and field-offices in Thailand;• Ensure all legal operational requirements of Right To Play Thailand Foundation are met;• Ensure security and contingency guidelines/practices are up to date, implemented and adhered;• Ensure the security of the Thailand Country Team by regularly monitoring the security situation and reporting critical updates to staff, field teams, the Regional Director and Headquarters in Toronto.

Job Responsibility #4: Financial Oversight and Management (approximate time: 15%) • Work closely with the Thailand Finance and Administration Officers and the Regional Financial Officer to ensure compliance with Right To Play financial policies and procedures and donor requirements;• Ensure implementation of and full compliance with Right To Play Financial, Administrative and Procurement policies;• Oversight of program spending against approved budgets and analysis of budget to actuals.

Job Responsibility #5: Human Resources (approximate time: 10%)• Ensure all Thailand staff contracts are maintained and revised regularly and meet Right To Play International and Right To Play Thailand Foundation employment and labor law standards;• Conduct performance reviews and appraisals of all direct reports;• Approve vacation, travel and absence requests of all direct reports;• Ensure performance reviews/appraisals, and vacation/travel/absence requests are conducted and approved for all Right To Play Thailand staff;• Create/maintain systems to reasonably safeguard the overall health, welfare and security of staff;• Ensure all staff positions are filled;• Oversee recruitment of staff, ensuring practices respect Right To Play Policies and Thai labour law;• Ensure orientation (and exit interviews) is provided for all staff, including a clear understanding of the Child Protection Policy and relevant processes;• Ensure effective Country Staff Capacity Building processes are in place.

EDUCATION / TRAINING / CERTIFICATION

Required (must have):
• Undergraduate / Bachelor’s Degree in a relevant field required.

Desired (asset):
• Advanced University Degree in International Development or similar preferred.

EXPERIENCE

Required (must have):
• 7 to 10 years of progressively responsible project management experience in humanitarian assistance, rehabilitation, or development programs, including operational (financial and administrative) and field experience in project development.

Desired (asset):• Experience working in Child Protection;• Experience working in the Education Sector;• Experience in writing project proposals and reports, and managing and monitoring a program budget; knowledge of project cycle management;• Previous work experience in Thailand as well as experience in projects focusing on the inclusive programming.

COMPETENCIES / PERSONAL ATTRIBUTES

Required (must have):• Willingness to travel domestically, regionally and internationally;• Knowledge of Thailand and/or the Refugee situation in Thailand;• Excellent operational, organizational and communication skills and the ability to work harmoniously with colleagues, staff, and volunteers from diverse backgrounds;• Ability to provide professional leadership and guidance to staff;• Ability to lead, guide, coordinate, and facilitate strategic planning processes and establish short and long-term goals within program areas.

KNOWLEDGE AND TECHNICAL SKILLS:

Required (must have):• Computer literacy in Word, Excel, Power Point and Outlook, as well as the Internet• Fluency in English is mandatory

Desired (asset):• Knowledge in Microsoft Access is an asset.• Thai, Burmese and/or Karen languages are assets.

Thailand: Evaluation Consultant – Short Term Girls Empowerment Project

The Girls Empowerment Project is a pilot project implemented by the International Rescue Committee in Ban Mai Nai Soi refugee camp (site 1), Mae Hong Son. The objective of this pilot project is to promote and facilitate the safety, well-being and empowerment of marginalized, at-risk adolescent girls in the camp. Specifically, the project seeks to reduce or eliminate risk factors for sexual violence and increase protective factors from it, targeting a segment of the adolescent girl population who are particularly vulnerable. The project targets 30 girls ranging in age from 10 to 18 who are no longer attending school, either because of social exclusion due to their gender or marriage status or forced exclusion due to pregnancy.

This project works at multiple levels to increase the physical, social and human assets of the target girls by: providing them with a “safe space”, strengthening their knowledge and skills, and engaging the family members, peers, community leaders and structures that act as gatekeepers to such assets. Through a participatory action research (PAR) process, the target girls identified the knowledge and skills they would like to learn to feel safe, healthy, and confident. This learning content is being taught through weekly workshops over a period of 12 months. Older girls from the community (ages 18-25) have also been recruited and trained to be individual mentors for participants as well as facilitators of the identified learning content. Lastly, PAR was used to engage family and community members in a dialogue about the target girls' risk and protective factors for sexual violence and to further define what resources they, as gatekeepers, need to address risk factors.

As the pilot stage of the project comes to a close, IRC seeks an external consultant able to conduct an evaluation of the pilot. A baseline assessment was conducted at the start of the project.

Scope of Work: The Evaluation Consultant will design and conduct an evaluation to determine whether target girls do experience increased presence of, or access to, various social, physical and human assets on completion of the program. The evaluation will focus on 4 main anticipated results of the project:1) 75% of target girls regularly attend program activities2) 75% of target girls identify that they have increased the presence of resources that can protect them from sexual violence3) 75% of target adults (carers, spouses) have increased knowledge of what they can do to actively promote the safety and well-being of target girls4) Target community leaders identify and take specific actions to change social policies that hinder girls’ access to education

Activities will include the following:• Review data from existing monitoring tools (e.g. activity attendance records, home visit tracking sheets, meeting minutes and action plans, etc)• Train local consultants as enumerators• Conduct end-line survey and qualitative research with 30 girls and their family members• Develop tool to measure levels of knowledge of family members• Analyze findings and produce report

Experience Desired:• Practical experience in designing and conducting research and evaluation projects as well as data collection skills.
• Experience working in refugee camp settings• Analytical skills and frameworks, such as gender analysis • Process management skills, such as facilitation skills • Demonstrated experience conducting evaluations in low resource settings, including both quantitative and qualitative data collection and analysis.• Experience using relevant analysis software• Experience evaluating programs with a protection focus

Thailand: Resource Development Coordinator

Position: Resource Development Coordinator
Location: World Concern Asia Area Office in Bangkok, Thailand
Reports To: Asia Area Director
Supervises: None
Length of Contract: One Year, renewable

Purpose: World Concern seeks a proactive individual with a successful track record of government and institutional fundraising plus direct coordination of proposal development, submission, compliance and reporting.

Responsibilities:

  1. Responsible for achieving annual revenue goals for World Concern Asia Area grants, and achieving bottom-line financial goals of the World Concern Asia Area Office.

  2. Oversee identification and preparation of all major grant proposals for assigned portfolio (governments and overseas foundations/institutional partners), in coordination with the Area & Country Offices.

  3. Represent World Concern and develop appropriate relationships with various agencies of the US Government and other bilateral agencies, World Bank, Asia Development Bank, UN agencies, and other members of the assigned portfolio.

  4. Visit project sites as appropriate to develop new program aligned grant proposals

  5. Responsible for the coordination of and reporting on grants received by World Concern from government agencies, relief and development agencies and field raised donations.

  6. Develop and maintain communication ties with program areas for acquiring appropriate project resources.

  7. Cultivate and nurture field developed major donors of World Concern as assigned by the Area Director.

  8. Represent World Concern’s interest and programs with partner agencies, consortiums, associations, churches and others, as assigned.

  9. Liaise with World Concern’s Headquarters to identify relationship structures & communication protocols with present and future US Donors to Asia Programs.

  10. Other tasks and responsibilities as assigned.

Required Education, Skills & Experience:

  1. In sympathy with Christian values and committed to World Concern’s values and mission.

  2. Successful experience procuring and reporting of large-scale funding.

  3. Successful grant administration experience.

  4. Four year undergraduate degree.

Preferred Education, Skills & Experience:

  1. Previous experience working and living overseas, especially in a developing nation.

  2. Previous experience in community development or emergency response grant writing.

Working Conditions:

  1. Requires travel to different countries in the Asia region.

  2. Available to work extra hours when workload or deadlines require.

  3. International travel required.

  4. Occasional travel to underdeveloped and sometimes insecure areas of the world.
