Fundación Capital (www.fundacioncapital.org) es una organización especializada en desarrollo cuyo objetivo es reducir la pobreza mediante la gestación, diseño e implementación de iniciativas innovadoras orientadas a facilitar que los hogares pobres fortalezcan su capacidad de generar y acrecentar activos de diversa índole (financieros, productivos, humanos y sociales). En particular, la Fundación Capital se enfoca en que los hogares pobres de América Latina y el Caribe tengan un mayor y mejor acceso a servicios financieros formales diversificados y en el diseño de instrumentos que favorezcan sus inversiones productivas.

Acerca del Cargo:
Fundación Capital requiere un especialista en inclusión financiera a tiempo completo para impulsar el Proyecto Capital en El Salvador. El objetivo de Proyecto Capital es promover la inclusión financiera de receptores de programas de transferencias monetarias condicionadas (TMC) mediante la movilización de sus ahorros. Para este propósito, Proyecto Capital trabaja tanto con los programas de TMC e instituciones financieras para que el pago de las referidas transferencias se realice en cuentas de ahorro, estimulando el ahorro financiero formal de los receptores de TMC mediante la difusión de educación financiera, el diseño de incentivos al ahorro y de productos adecuados de ahorro para esta población (mayor información sobre el Proyecto Capital en www.proyectocapital.org).

En El Salvador se requiere un trabajo articulado con la Secretaría de la Presidencia de la República (STP), el Fondo de Inversión para el Desarrollo Local (FISDL) y las entidades financieras pagadoras de las TMC. La STP tiene a su cargo el Sistema de Protección Social Universal –SPSU- instrumento diseñado para incidir en las áreas prioritarias y cumplir con los objetivos y metas definidos en el Plan Quinquenal de Desarrollo de El Salvador. Con este instrumento se pretende avanzar de manera firme e ininterrumpida, bajo una visión de mediano y largo plazo, en la solución de los principales problemas sociales que afectan al país, especialmente la pobreza, la inequidad de género y la exclusión social. Por otro lado, el FISDL está encargado de ejecutar los programas sociales adscritos al SPSU, entre ellos los Programas de Transferencias Monetarias Condicionadas como Comunidades Solidarias: Rurales y Urbanas y, El Programa de Atención Temporal al Ingreso (PATI).

Tareas y Responsabilidades:
• Coordinar el trabajo de diseño del Proyecto Capital en El Salvador.
• Brindar asistencia técnica a hacedores de política e instituciones financieras en temas relacionados a inclusión financiera de receptores de TMC de El Salvador (Comunidades Solidarias: i) Urbanas y Rurales y, ii) Programa de Atención Temporal al Ingreso (PATI).
• Diseñar, con base a la experiencia de la Fundación Capital a nivel regional, programas de educación financiera, esquemas de incentivos al ahorro y productos de ahorro, adaptados al contexto local.
• Dar seguimiento a la implementación del proyecto y evaluación del mismo.

Calificaciones:
• Estudios a nivel de maestría en economía, administración pública, finanzas, o áreas afines.
• Experiencia profesional mínima de ocho (8) años en microfinanzas y parte de ella en temas relacionados a movilización de ahorro, microseguros y/o educación financiera.
• Es deseable que tenga conocimientos en protección social y/o enfoque de género.
• Capacidad de relacionarse con distintos tipos de audiencias: funcionarios públicos de alto rango, ejecutivos de instituciones financieras, personal operativo y personas en condición de pobreza.
• Experiencia de trabajo de campo.
• Excelentes relaciones interpersonales. Capacidad de escuchar y de realizar trabajo en equipo.
• Disponibilidad para viajar hasta un 25% de su tiempo.
• Fluidez en español. Es deseable que sepa hablar inglés.

Objective:

Social Impact is responding to the need for a contract focused on the Monitoring and Evaluation of USAID Mission programs in El Salvador. This opportuntiy provides USAID/El Salvador with technical and advisory services for evaluation activities at the mission (operating unit) level. This may include designing and implementing both quantitative and qualitative evaluation studies and assessments as well as providing evaluation technical assistance for USAID/El Salvador development programs. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/El Salvador to comply with USAID's Evaluation Policy. SI is looking for a Chief of Party to head up this effort and manage the project.

Responsibilities and Tasks:

The Chief of Party will be responsible for the following:

Serve as the Contractor Representative in El Salvador and will be responsible for the activities of all long and short-term personnel;The Chief of Party shall receive technical direction from the USAID/El Salvador’s Contracting Officer’s Representative (COR);Meet with USAID on a regular basis and represent the project before USAID/El Salvador, Government of El Salvador, implementing partners and other stakeholders;Establish and maintain relationships with key stakeholders, including government officials, NGOs and community groups for smooth implementation;Mentor, support and supervise project staff and directly manage the key technical team;Facilitate the development of annual project work plans and budgets and ensure the timely submission and quality of all project reports, materials, and publications, compliant with the contract agreement;Ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently.

Qualifications:

  • A Master’s degree or higher in international development or related field, preferably with a focus on monitoring and evaluation, organizational development or related foci;
  • At least 10 years of progressively responsible experience managing programs of similar size and scope in developing countries, ideally with a monitoring and evaluation focus;
  • At least 10 years of experience working with USAID, preferably with evaluation projects or assessments;
  • Previous experience as a Chief of Party on other USAID projects, ideally with an M&E focus;
  • Demonstrated experience to manage complex, multi-year, cross-sectoral development programs, preferably in El Salvador or Latin America.
  • Must have appropriately related work experience in developing countries, addressing organizational development needs in complex environments;
  • Prior work experience in El Salvador or region preferred;Strong communication, writing and interpersonal skills are required
