Myanmar: National Technical Officer (HIV Prevention) (Re-Advertisement)

Main tasks and Responsibilities of the Position:

Under the overall guidance and supervision of the UNAIDS Country Coordinator, and the direct supervision of the Advisor (Prevention), the Technical Officer works towards an enabling environment for improved and expanded HIV prevention services for people dependent on drugs, men who have sex with men/transgender and people engaged in sex work, especially in the area of reducing stigma and discrimination. The Technical Officer liaises with UNAIDS’ government, civil society partners, INGO partners and networks in order to facilitate on going capacity building and policy advocacy efforts focusing on an improved legal and policy environment and reduction of stigma and discrimination. Critical to this position will be knowledge and experience working with most at risk populations and of Myanmar’s civil society organisations working to increase access to services. Specifically, the main tasks of the position include:

• Provision of technical assistance and policy advice to Government and non-Government partners as part of UNAIDS’ policy advocacy and capacity building efforts, especially in the area of prevention services for people who inject drugs, engage in sex work or engage in male-male sex.
• Using existing and new training materials and approaches, identify, recruit and train a group of community spokespersons and representatives of networks of people who inject drugs, engaged in sex work or engaged in male to male sex to be trained as ‘advocates’ in efforts to reduce stigma and discrimination.
• Conducting or assisting in the conduct of a national review of social science research findings (in English and Burmese) related to drug use, sex work and male to male sex, resulting in the development of one or more synthesis papers that can be used for advocacy, capacity building and to inform prevention programming approaches. Conduct a process of consultation with existing key partners and new partners towards the development of a national research agenda on HIV prevention for Myanmar.
• Starting with the adaptation of an existing or the development of a new training curriculum, identify, train and coach a number of journalists and news editors to ensure reporting of news about people who inject drugs, engage in sex work or have male to male sex is unbiased, compassionate and understanding.
• Work together with the National HIV Policy Officer in the organisation and provision of HIV prevention seminars and workshops for senior policy makers and decision makers
• Any other duties as assigned by supervisor

Education:

Essential: First university degree in social sciences, development studies, public health or related fields. Desirable: Specialization in one of those above fields

Experience:

Essential: At least 3 to 6 years of professional experience working in Myanmar in the area of HIV prevention, policy and/or community mobilization. Experience or knowledge of prevention programmes particularly issues related to harm reduction is essential, including: role of Health and Police, existing legislation and policies; needs of key populations; specific interventions such as condom promotion; needle and syringe programmes and methadone.
Desirable: Experience in the UN system, experience of living with HIV.

Languages:

Essential: Fluent in Burmese. Advanced level of English.
Desirable: Good working knowledge of one or more of Myanmar’s national languages.

Functional/Technical Knowledge and Skills:

Strong interpersonal, representation-, advocacy and capacity building skills. Deep knowledge and understanding of the lives of people using drugs, engaged in sex work, and/or engaging in male to male sex. Understanding of the AIDS epidemic and of principles of harm reduction for people dependent on drugs is essential. Knowledge of the UN system and broader development issues is desirable. Strong ability to ensure that the principles around human rights, gender and the meaningful involvement of people living with HIV are adhered to and applied in all UNAIDS partnership work and strategies.

Background

Job Purpose

The Project Manager will be responsible for the start-up, ongoing management, continuing development, implementation, monitoring, evaluation, daily supervision of activities and reporting requirements under a project aimed at improving the capacities of Faith Minority Groups in England in line with MCF policies, principles and development approach; serve as a spokesperson, fundraiser and organisational advocate for Muslim Charities Forum’s work in England. Key Responsibilities

  1. With the MCF Team, develop and maintain a project Strategy in line with MCF’s mission, reviewing existing projects, project budgets and project execution strategy.
  2. Design work plan and manage implementation of multi-location capacity building intervention in England. Ensure project targets are met according to work plan deadlines, and that the project is adequately resourced to carry out effective programming.
  3. Develop close, effective relationships with institutional donors and project partners. Maintain positive relations and enhance reputation for MCF.
  4. Develop sustainable organizational and project funding through widening funding base, writing proposals, maintaining donor relationships and improving grant management and reporting;

ORGANIZATIONAL SETTING

The Monitoring and Evaluation Adviser reports to the Regional Director. S/He provides overall technical support for monitoring and evaluation across the full range of the work of the Regional Office. In addition, the Adviser provides M & E guidance to all work overseen by the Regional Office, including the technical, operational and programme (TOP) assistance system.

DUTIES AND RESPONSIBILITIES:

A. Strategic Results Support

• Contribute to the development of regional substantive/technical methodology and tools for monitoring and evaluation, in concert with HQ development of monitoring and evaluation policies, norms, standards, and guidance as well as oversight compliance of same;• Contribute to the formulation of the Regional Programme, OMPs and AWPs drawing upon the analysis and evaluation of interventions in the regions, and lessons from country programmes;• Provide support for monitoring and evaluation of the regional and country programmes in the region, in collaboration with the CO, the ROs, DOS (or any HQ unit with the authority for measuring compliance with technical norms, standards, rules and regulations), the Programme and Technical Divisions;• Contribute to the development of frameworks, methodologies and databases for monitoring ICPD MDG and other national development frameworks;• Ensure the RO’s participation in multi-agency/donor and inter-governmental evaluations of complex programmes and cross-cutting themes, especially as these relate to PRSPs, SWAps, JAS, etc.; • Support the development and utilization of programme indicators and indicator databases• Work in collaboration with RO advisers and regional programme advisers in the formulation and implementation of oversight plan of regional programme funded initiatives;• Ensure results-based monitoring and evaluation plan developed, implemented, and results acted upon within the COs, and RO; and• Ensure the use of results-based indicators, facilitate and support data collection and analysis for evaluation.

B. Capacity Development

• Identify innovative evaluation methodologies and promote their incorporation into UNFPA operations;• Contribute to the development and adaptation of tools and guidance as well as training materials and manuals in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff in the region;• Contribute to monitoring and analysis of reports on humanitarian, economic, political and social factors in development and management of population and development programmes;• Contribute to identify and validate regional monitoring and evaluation experts and institutions for the Fund’s regional and international rosters;• Help build capacity of ROs and COs in the adoption and use of RBM techniques and tools;• Provide support to country office staff and consultants in organization of evaluations• Support, promote and nurture an evaluation culture within the Regional Office and the region;• Coach junior professional staff and associates, direct expert consultants and facilitate working groups and task teams in order to provide support to programme managers, implementers on monitoring and evaluation.

C. Evidence and knowledge development and dissemination

• Contribute to the analysis, synthesis and dissemination of state-of-the-art knowledge and new approaches to monitoring and evaluation practice, in particular best practices, and make recommendations for their adoption at regional and sub-regional levels;• Substantively contribute to the identification, documentation and dissemination of best practices / lessons learned;• Support the office of the Director in ensuring the incorporation of evaluation results and lessons learned in the updating of specific substantive strategies, policies, tools and approaches, and ensure their availability in the organizational system for lessons learned;• Monitor, analyze, evaluate and synthesize results of regional and country programme interventions in the regional and regional levels;• Monitor, analyze and evaluate national evaluation reports, synthesize evaluation findings and identify and disseminate lessons learned in monitoring and evaluation to improve the effectiveness and efficiency of the work of the Office and of the region;

Consultancy for Review of Community Self Financing

The United Nations Children's Fund (UNICEF), Sierra Leone Country Office, invites applications from interested person for the above mentioned consultancy in the Social Policy, Planning, Monitoring and Evaluation Section.

Purpose:-There are a number of different community initiatives in Sierra Leone that bring people together to raise funds and support livelihoods, education, healthcare and other community needs for children and their families. There is a need for a better understanding how these initiatives can be brought to scale in a sustainable manner to empower families and communities in caring for their children.

Duration: - 5 weeks

Estimated Start Date: - 15 November, 2013

Overview:-High levels of poverty make it difficult for majority of people in Sierra Leone to spare funds for activities beyond basic food consumption. The population in absolute poverty is about 52.9 per cent and that in extreme poverty stands at 13.9 per cent. It is therefore very difficult for people in Sierra Leone to have extra money to use on important things such as education, healthcare, nutritious food, safe water, improved sanitation and maintenance of facilities. High borrowing costs, collapse of extended family safety nets, absence of social protection for poor and vulnerable people make it virtually impossible to access capital and diversify income generating sources. Self-help can therefore be an important strategy for communities to support their own initiatives for better livelihoods, health care, protection and education of their children.

Objectives:-The objectives of the consultancy will be to:(a) Map and analyse the performance of all main forms of community financing and self-help in Sierra Leone;(b) Study the enabling policy framework for community financing in Sierra Leone;(c) Determine obstacles to the development of community financing and self-help in Sierra Leone, including comparisons with other countries and international best practice.(d) Develop a framework for supporting the organisational development, leadership, financial literacy, resource mobilisation and effectiveness of community financing initiatives.(e) Suggest ways of increasing awareness on benefits of community financing and self-help.(f) Recommend how, given their respective mandates and comparative advantages, UNICEF, other development partners and Government can support community financing innovations.(g) Recommend policy actions that are necessary to create a better enabling environment for community financing and self-help in Sierra Leone.

Methodology and Tasks:-This consultants will analyze data, engage with communities, civil society, private sector, development partners and Government to ascertain how community self-help and financing initiatives can be strengthened in Sierra Leone to help poor and vulnerable people to improve their livelihoods.

Existing community financing initiatives such as the Village Savings and Loan Associations (VSLAs), Wi Pikin Groups, Empowerment and Livelihoods for Adolescent Girls (ELA),

Other service-based initiatives such as the Performance-Based Financing (PBF) and incentive schemes such as the Improving Schooling in Sierra Leone (ISIS) programme should also be analyzed to examine how they can provide synergies and be used as stepping stones for community based financing schemes.

Deliverables:-An inception report will be prepared at the outset outlining how tasks required in the consultancy shall be carried out. Secondary data will then be assembled and an outline of existing community financing initiatives and the policy environment prepared. A comprehensive report including an executive summary, background, analysis, conclusions and recommendations comprehensively addressing all objectives of the study outlined in (3) above will be delivered to the satisfaction of UNICEF on time as specified below.

Qualification and Competence:-• Minimum of a Master’s degree in cooperative development studies, economics, anthropology, finance (with a bias for microfinance) or business administration (with a bias for small businesses). A combination of skills in several of these disciplines will be an added advantage.• At least 10 years of progressively responsible work experience in an organization supporting the development of self-help, cooperatives and community financing mechanisms.• Wide exposure to community financing practices gained through substantive relevant work experience in several developing countries including sub-Saharan Africa.• Excellent communication and presentation skills in English.

Responsibility of UNICEF:-• Facilitate availability of data and documents.• Arrange for meetings with partners and field work including transport while in the field.• Payment of applicable Daily Subsistence Allowance (DSA).• Payment of costs of international flights (economy) from home country to Sierra Leone and back, visa and terminal expenses. The office will arrange transportation to work on the first day of the mission while the staff finds his or her own means of transportation except that transport for field work and other official purposes will be provided. • Identification of possible hotels to stay. • UNICEF shall not be responsible for any other payments, insurance and reimbursements other than those specified here. The consultant is strongly advised to take out medical and evacuation insurance for the duration of stay in Sierra Leone.

POSITION SUMMARY

Adeso is seeking a qualified and committed individual to join its team as a Human Resource Manager for all operations in Somalia. The position is based in Badhan, Sanaag Region with frequent visits to Country’s field offices. The Human Resource Manager will be a full-time member of the Adeso team. The Human Resource Manager is expected to develop and lead Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity, goal attainment, and the recruitment and ongoing development of a superior workforce.

POSITION PURPOSE

The overall objective of the position is to provide practical, consistent, and proactive support, direction and advice to other managers on HR procedures, policies, best practices, employment rewards, benefits, and legislation to facilitate in achieving the objectives and targets of the organization. The Human Resource Manager will ensure strategic use of human resources and maintain functions such as employee compensation, recruitment, personnel policies, and regulatory compliance. She/he will provide day to day advice and support that would provide efficient Human Resources function to staff and management in the Adeso programs.

SPECIFIC ROLES AND RESPONSIBILITIES

The Human Resource manager will undertake a number of duties and responsibilities, including:

1) Supervision and Management of staff • Provide direction and supervision of HR/Administration staff, including preparation of job descriptions, monitoring and providing feedback on performance, and providing coaching for performance results. • Plan, direct, supervise, and coordinate work activities of HR/Administration staff.

2) Policy and Employment Law Implementation, Interpretation and Enforcement • Developing, reviewing and revising HR policies in compliance with changing or new legislation. Study legislation, arbitration decisions, and collective bargaining contracts to assess industry trends. • Briefing new managers on the policies and procedures as well as legislative/labor law changes. • Serve as a link between management and employees by handling questions, interpreting and administering contracts, and providing pragmatic and consistent guidance and advice to managers on performance and other human resource issues. • Coordinating with other department heads and field officers to ensure consistency in interpretation and application of HR policies.

3) Strategic Employee Management

Perform human resource management work relating to recruitment, hiring, orientation, compensation and benefits, performance management, capacity building, and transitions (i.e., promotion, transfer or separation). • Recruitment: Develop TORs, advertise position, short list candidates, interview candidates, conduct reference checks and advise successful/unsuccessful candidates, and prepare contracts for new hires. Ensure that all vacancy bulletins are circulated to field offices and that standard Adeso forms are made available to the field. • Orientation: Plan and conduct new employee orientation to foster positive attitude toward organizational objectives. Arrange and monitor induction for all staff and ensure that meetings are arranged, objectives met and that feedback is obtained. Ensure that the induction pack is maintained and kept up to date. • Capacity Building: Work with managers and Human Resource point-persons in the field to build their confidence and capacity to carry out their human resource management duties. • Personnel File Management and Contracts Administration: Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates, Leaves etc. • Compensation and Benefits Management: Payroll administration, liaising with Coordination team on salary levels for existing and prospective staff consistent with organization market conditions and policies. Administer and keep information on benefits and compensation packages up-to-date. Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements. Administer compensation, benefits and performance management systems. • Performance Management and Staff Development: Oversee integrity of performance management process, including utilization of relevant forms, and ensure appraisals are conducted on a regular basis and completed in timely manner. Analyze training needs to design employee development, and build up a database of global training providers; provide information to the field and arrange attendance at training courses. To produce an annual Program Training Needs Analysis based on Performance Management reports received. Monitor the training budget and if agreed to administer Staff Training Development Fund (If any). • Personnel Transitions: ensure proper documentation to support promotions, transfers and separations. Ensure completion of handover and conduct exit interviews with outgoing staff to identify reasons for employee separations.

4) Staff Welfare • Liaise with legal advisor on employee grievances, interpretation and compliance of labor laws, disputed vendor contracts, etc. Represent organization at personnel-related hearings and investigations. • Analyze statistical data and reports to identify and determine causes of personnel problems and turnover and develop recommendations for improvement of organization's personnel policies and practices. • Conduct risk assessments on staff health, safety and security issues.

5) Organizational Development • Serve as a member of the Coordination Team to advise and implement decision of senior management; • Serve as member of the Audit Committee implementing organizational responses to audit management letters; • Serve in acting capacity in absence of the Director.

SKILLS AND QUALIFICATIONS

• Bachelor’s degree in Human Resource Management, Business Administration, or related field. • Master’s degree in Human Resource Management or Business Administration and Post graduate technical training is an added advantage.• 3-5yrs HR/Administration experience with an NGO.• Substantial knowledge of Kenyan and Somalian employment law; and immigration procedures in relation to obtaining work permits. • Ability to influence and persuade senior management level. • Pragmatic problem-solving skills. • Articulate communicator and ability to interpret and explain written and statistical data to a wide range of audiences. • High standard of attention to detail. • Solid commitment to employee service. • Ability to convey difficult and challenging information to managers. • Ability to manage time and prioritize work. • Computer skills – word, outlook, Excel and email etc. • Ability to occasionally travel to Somalia-Field Program• A strong commitment to diversity issues, equal opportunities and capacity building.
