Poland: Legal Officer

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The Office’s democratization activities include the following thematic areas: rule of law, democratic governance and gender, migration and freedom of movement, and legislative support. The ODIHR implements targeted assistance programmes facilitating and enhancing participating states’ compliance with OSCE commitments towards the development of democratic structures.

Tasks and Responsibilities:

The incumbent works within the Legislative Support Unit which comprises 6 staff members within the Democratization Department, which, in response to requests from participating States, reviews legislation to assess compliance with international standards, particularly OSCE commitments.

Under the supervision of the Chief, Legislative Support Unit, the incumbent performs the following functions:

• developing and implementing democratic law-making activities and projects in the OSCE region;• conceptualizing, identifying, implementing and assessing legislative reform assistance schemes;• developing a system to institutionalize follow up and impact assessment of the Unit’s work;• monitoring legislative reform affecting the rule of law and fundamental freedoms in the OSCE region in a comprehensive manner to support the work of LSU and the Department; • supporting the work of the Unit in relation to Legislationline.org, and in questions of conformity of domestic legislation with OSCE commitments and other relevant standards.

Necessary Qualifications:

• University degree in Law with a specialization in human rights law, and/or democratic lawmaking standards;• Minimum of four years of professional work experience in law, including public administration, two of which on the international level;• Knowledge of and experience with democratic lawmaking, and/or impact assessment processes, and evaluation processes, would be an asset;• Familiarity with legislative developments in the countries in the OSCE region;• Knowledge of computer applications, especially web-site maintenance, html language, word processing;• Very good analytical, research, drafting and presentation skills;• Demonstrated project management skills and/or experience;• Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;• Ability to work with people of different nationalities, religions and cultural backgrounds• Excellent written and oral communication skills in English; knowledge of Russian is an asset..Remuneration:

Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 4,000 (single rate) and approximately EUR 4,200 (dependency rate). OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Tasks and Responsibilities Under the supervision and guidance of the Chief, Democratic Governance and Gender Unit, the incumbent will contribute to the planning and execution of the unit's democratic governance and gender project activities. Based on a division of tasks from the Chief of Unit, the incumbent will co-ordinate and fulfill project tasks and activities, while further developing methodologies for identifying, collecting and organizing information on the unit's current and recent project activities related to ODIHR's work on democratic governance. In particular, the incumbent will be tasked with the following duties:

Reporting, analysis and project concept development with a particular focus on parliamentary assistance and support, political party development and the participation of women, youth and minority groups in public affairs;Developing and implementing project and programmatic activities through consultations with OSCE field operations on OSCE/ODIHR project development and the implementation of ODIHR programmatic activities in the field of democratic governance, as well as provision of assistance and advice to other units of the office, implementing projects with democratic governance components;Developing and maintaining ODIHR rosters of institution building and democratic governance experts and consultants;Liaising with OSCE Institutions and field operations and about the unit's activities through the organization and conducting of human dimension events, exchange of reports, regular communication and during implementation of project activities;Contributing to publications, including OSCE reports, the website and factsheets;Maintaining contacts with project partners, civil society representatives and other actors in the field of democratic governance (NGOs, think-tanks, institutes and universities, etc.);Performing other related duties as assigned.

Necessary Qualifications University degree in law, international relations, history, social sciences, political sciences or related field;

A minimum of four years of relevant experience relating to democratic governance and/or experience in programme and project management, including at least three years at the international level;

Excellent organizational and communication skills;

Experience working in developing or transitional societies and knowledge of political and socio-economic developments in the countries of the CIS and South-Eastern Europe would be an asset;

Ability to operate MS Windows applications as well as web-publishing, database maintenance and blogs;

Ability and willingness to work as a member of a multinational team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Ability to work with minimal supervision and under pressure;

Professional fluency in English, including excellent presentation and drafting skills; knowledge of other OSCE working languages, in particular Russian would be desirable;

Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Preparing comments related to questions of conformity of domestic legislation with OSCE commitments, human rights standards and other relevant standards;Supervising and reviewing the work of experts who have been contracted to assess compliance with domestic legislation and updating of the legislative database;Regularly assessing methodological guidelines related to compliance issues and writing status reports;Responsible for further developing the ODIHR legislative database (www.legislationline.org), in particular its Law-Making Section, including the provision of legal analyses and abstracts;Collating information and conducting research on accountability and transparency in law making as well as assisting in the conducting of Legislative Process Surveys;Monitoring legal reform affecting the rule of law and fundamental freedoms in the OSCE region;Performing other related duties as assigned. Necessary Qualifications Advanced university degree in law;Minimum of four years of professional work experience in law and some years of international experience.Excellent knowledge of international human rights law;Knowledge of lawmaking issues would be an asset.Knowledge of computer applications, especially web-site maintenance, HTML language and word processing;Political intuition and tact; organizational and strong analytical skills; resourcefulness, initiative and maturity of judgement;Ability to work with minimum supervision. Experience in working as part of a team is highly desirable;Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;Excellent working knowledge of English with particular knowledge of technical legal terminology in use in the field of rule of law and human rights (including strong drafting skills) is required;Knowledge of another OSCE working language, particularly Russian would be an asset.

Background

ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

Tasks and Responsibilities

The incumbent will be responsible for supporting the Head of Department in making policy recommendations with a view to defining strategic developments of the Department and in analyzing political and legislative trends in the OSCE area. The incumbent will also be responsible for advising election department staff on electoral issues and on the delivery of daily Department’s activities with the view to ensuring accuracy, efficiency, consistency and high professional standards of outputs, including all reporting. Under the general guidance of the Head of Election Department, and more specifically, he/she will perform the following duties:

Supporting the Head of the Election Department and his/her Deputy on developing methodological frameworks for election activities, on advancing long-term strategies for the Department’s activities and analyzing political and legislative trends in the OSCE area; Leading and advising on activities in follow-up to election observation activities and recommendations made by ODIHR; Participating in or leading needs assessment missions to recommend possible observation activities in OSCE participating States and follow-up visits;Advising election department staff on electoral issues, the content of election reports, good practices in electoral matters, reviews of election legislation, and ongoing, new and emerging challenges in the electoral field;Organizing, participating in and reporting on seminars and workshops on election related issues, and participating as a senior representative of the Election Department in these and related activities; Performing other related duties as assigned, including the implementation of all stages of election observation and assessment missions as desk officer.

Necessary Qualifications

Advanced university degree in political sciences, international relations, law, social sciences or other related fields is required; some legal background or training would be desirable;Minimum of eight years of progressively responsible professional work experience, including three years at the international level in the field of elections; Experience in providing policy and strategic advice;Strategic thinking and strong analytical skills;Diplomatic and negotiation skills;Initiative, resourcefulness, sound political sense and maturity of judgment;Experience in project design and implementation;Ability to work under pressure and meet deadlines; Organizational skills; Excellent knowledge of English with excellent drafting and editing skills; working knowledge of a second language of the OSCE would be an asset;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective.
