Terms of Reference for Consultancy - Study on girls’ education and gender equality in Latin America and the Caribbean

PURPOSE OF THE JOB

The consultant will produce a study on “girls’ education and gender equality in Latin America and the Caribbean”.

The aim of the study is to present a comprehensive picture of progress made since the 1990 EFA global commitment to achieving gender equality in education and what is now required for addressing existing gaps, bottlenecks and barriers. This study is part of the UNICEF commitment towards achieving the rights of quality education for all, with a special emphasis on girls.

BACKGROUND

Since the education for all conference in Jomtien in 1990 and the development of MDGs goals which highlight gender equality in education, countries in the Latin America and Caribbean region have made significant progress towards increasing access, permanence and completion of primary and secondary education, as shown in international studies and statistics, particularly from UIS in Global Education monitoring reports. Furthermore, international comparisons on learning achievement as related to girls show a sustained improvement in education performance, often more significant than with boys.

A gender parity index has been used to assess differences in education achievement between boys and girls, has been defined as the value of given indicator for girls divided by that for boys. Based on this index, gender parity has been achieved in primary education and in several LAC countries educational achievement favours girls in all aspects: enrolment, permanence, completion, and learning achievement. The school life expectancy for girls is now – in most cases – higher for girls.

A recent study promoted by OEI shows the extremely high proportion of female teachers at pre-school, primary and lower secondary levels, in the Ibero-American countries, which illustrates the significant feminisation of the teaching profession. This is not a positive trend for multiple reasons, including the fact that in most countries, teacher’s salaries at education level are the lowest in the public sector.

Despite the impressive achievements, existing bottlenecks and barriers reinforce educational disparities against girls, especially for those found in remote, rural areas and/or are from specific indigenous or afro-descendent populations. In addition, gender equality is not necessarily promoted within the education sector as illustrated by the gender bias in national curriculums and the existence of significant gender based violence found in school settings. This situation results in the inequality for women to achieve as males, a wider range of professional employment opportunities and fair/equal pay.

Taking into consideration all the above comments, understanding the multiple aspects of gender equality in education are still a challenge, requiring additional information and analysis.


MAIN TASKS RELATED TO THE JOB

The consultant is expected to:

Review education statistics for the time period of 1990 – 2013, in primary and secondary education and progression of education achievement for both boys and girls, highlighting the more significant disparities within and between countries on the basis of existing data.Review existing studies and research on gender equality in the education system as a whole, in addition to a review of specific educational components (curriculum, school environment and participation, school safety, teacher training, and school management).Identify good practices and strategies to achieve gender equality in education and provide related recommendations based on the analysis.DELIVERABLES:

The final product will be a study on “girls’ education and gender equality in Latin America and the Caribbean”.

The product mentioned above should be written in Spanish or English. It should contain in addition to the points identified in the section “Tasks of the Consultant,” an executive summary, concrete recommendations, conclusions and a complete bibliography.

ESTIMATED DURATION OF THE CONTRACT:

The consultancy will take place over a period of two months from October to November 2013.

WORK PLACE:

The consultant will work from home, in regular communication with the supervisor through telephone and e-mail and other means.

PAYMENT OF FEES:

The consultant will be paid in the following manner:

First payment (20%) upon submission of a detailed outline of the studySecond payment (30%) upon submission of the revised study Third and last payment (50%) upon submission upon completion and full satisfaction of the work.

The American Bar Association Rule of Law Initiative (“ABA ROLI”) seeks a Country Director for its office in Panama, to manage ABA ROLI’s rule of law activities, which are currently funded through 2014. This will be a full-time position based in Panama City, with regular travel throughout the country.


The Country Director will manage technical assistance activities related to ABA ROLI’s current Culture of Lawfulness Program and two additional programs, to support the Panamanian criminal justice sector (prosecutors, police, judges, public defenders, and criminalists) in its implementation of a criminal procedure code based upon the accusatorial model. Activities will include training for litigation and investigation under the accusatorial system, training of trainers, and promotion of best practices for criminal procedure.


The Country Director will lead the Program in the following activities:

  • Provide overall field responsibility.
  • Manage relations with donors and counterparts.
  • Develop and implement long- and short-term strategies, work plans, and activities.
  • Manage international and local staff.
  • Support technical activities, including training.
  • Provide technical advice and support to counterparts and donors regarding program goals and activities.
  • Conduct financial oversight.
  • Provide administrative, logistical, and financial support related to the program.
  • Prepare reports for ABA ROLI and donors.

Required:

  • A degree in law.
  • Professional fluency in Spanish and English (oral and written).
  • Experience as an attorney in the accusatorial criminal justice system.
  • Strong managerial skills.
  • Strong interpersonal skills.

Preferred:

The IFRC has been selected by the Global Fund Regional Office (pending Local Fund Agent (LFA) assessment and LFA and GF approval) to be the Principal Recipient (PR) for Phase 2 of AVANZADA COPRECOS LAC RD 10 multi-country HIV/AIDS grant. The Global Fund Team Unit within the Americas covers the following areas: Communications, Monitoring &Evaluation, Learning & Knowledge management and Technical advisory, including programme and finance support in each of the 15 countries where the project is being implemented.

Job purposeThe PR role will involve: 1)ensuring that agreed grant targets are met 2)ensuring continuity of project activities by AVANZADA COPRECOS LAC project partners in the 15 countries including: promotion of the human rights of key populations, financial management, project monitoring and evaluation, procurement and supply chain management. The position contributes to strengthening of IFRC's expanding engagement with the Global Fund (GF).

The Programme Manager will be responsible for overall management of the grant and providing strategic and operational leadership. The Programme Manager will have full operational responsibility in the development, implementation and evaluation of strategies to effectively address emerging issues, risks and opportunities related to the Global Fund programme. S/he will have the full responsibility of budget and financial management of the GF programme, with responsibility for ensuring adherence to timelines, quality of activities during implementation and timely and appropriate reporting, for country-level liaisons and oversight of implementing partners, and for the safety and security of personnel involved in the operation at country level.

In addition, the Programme Manager will be responsible for developing and installing sound management systems based on good corporate governance and best practice aimed at effectiveness, as well as efficient grants management internally and to the implementing partners. Other duties include spearheading the implementation of strategic capacity strengthening processes as well as reviewing the PR and the implementing partners’ performance to ensure effective utilization of physical, financial and human resources allocated under the grant.

Job duties and responsibilities•Cross cutting tasks:•Contribute to the Americas Zone planning on Global Fund. •Contribute to IFRC's global strategy to expand engagement with the Global Fund 2012 - 2015.•Contribute to country specific initiatives where a National Society and / or IFRC is looking to apply for the PR or SR (it is not envisaged that IFRC will apply for SR role) role (in the case of new Global Fund monies) or in the case the Global Fund and CCM are looking for a replacement PR or SR.•Facilitate documentation and sharing of knowledge of lessons learnt and best practices on implementation and management of Global Fund grants within RCRC.

Key Expected Results1. Implement and administer the fair, equitable and systematic GS classification in compliance with the established standards and procedures as well as the classification principle of equal pay for work of equal value by ensuring all job descriptions are current and duly classified.   4. Support the development of staff and their performance by providing guidance in identifying of training needs and advice on the preparation of training proposals in line with Global, regional and country offices priorities. Qualifications of Successful Candidate- A first-level university degree (Bachelor`s) in Human Resources Management, Business Administration, or directly related technical field(s) is required.

  • A minimum of two years of progressively responsible relevant experience in human resources management in a large organization or institution is required, some of which should be at the international level.

  • Work experience in emergency settings is considered an asset.

  • Fluency in English and Spanish (written & verbal) is required. Knowledge of Portuguese and/or an additional UN Language (Arabic, French, Russian, Chinese) is considered an asset.
