CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Mali, South Sudan, Somalia and implementing a variety of health-related projects.In Garowe CCM (in partnership and funded by UNOPS) is supporting the Garowe General Hospital since 2010, by contributing to the payment of its recurrent costs, procuring drugs and supplies and providing technical support to the hospital management.In 2014 CCM intends to support the Hospital Management Team to improve the quality of care delivered by the hospital, with a specific attention to three departments in particular: the Maternity, the Emergency Room (ER) and the Surgical Department.The action is focused on two principle elements of care, to ensure the improvement of the clinical services provided by the hospital: the processes and the structure of care. The interaction and synergy of these two aspects will promote the quality of care as final outcome of the action.In terms of processes of care, the intervention will focus on the definition and monitoring of clinical pathways and procedures to guarantee the management of patients according to standard criteria. The assessment of the health workers’ performance and their compliance with the set standards will promote the detection and rectification of quality problems at early stage and eventually lead to the delivery of a care which is quality, safe and effective.In terms of structure of care, the intervention will focus on ensuring the availability of resources needed to deliver (i.e., supplies and consumables) and monitor (i.e., information system) the expected quality of care.

Duties and ResponsibilitiesZonal Representative related responsibilities:When CCM Country Representative is not present, the Zonal Representative represents the Organization with all the project(s) stakeholder, donors, partners and local Authorities in Puntland and s/he ensures a constant communication with the Country Representative about any issue that may arise in the area. Upon request s/he can support the Country Representative in the above mentioned activities at central level.S/he reports directly to the Country Representative.

Areas of responsibility and tasksS/he participates in the coordination meeting with Puntland Local Authorities, Health Sector, Health Cluster, NSP, NGO Consortium and any other relevant coordination meeting held in Garowe and shares the minutes with the Country Representative. In all the coordination meetings the ZR has the responsibility to represent the views of the association previously agreed with the CR;? S/he monitors that CCM in Puntland fulfills with all the requirement according to the local law (registrations, MoU, etc.) and timely informs CCM Country Administrator in Nairobi about deadlines to submit documents, renewal and any new document that may be required by the Puntland administration.? S/he is in charge of management and maintenance of CCM Garowe office and its equipment; s/he supervises all the staff afferent to the office and writes a monthly report to the Country Representative according to CCM format and procedures.

Project Officer related responsibilitiesUnder the supervision of the Medical Coordinator S/he is responsible for the implementation of project activities (including the administrative and financial aspects). S/he cooperates with the Country Representative, the Regional Health Advisor and the Project Medical Coordinator for the monitoring of the project, the planning of the activities and for the preparation of the budget.S/he reports directly to the Medical Coordinator.

Areas of responsibility and tasks? S/he ensures that the project is implemented according to the contract signed with the donor, its rules and indications (e.g. visibility, documentation, monitoring and evaluation) and CCM’s internal procedures. For all health related issues the Project Officer operates under the supervision of the Project Medical Coordinator and the Regional Health Advisor? S/he is responsible for:o Cooperatinge with CCM project team for the timely and effective implementation of the project activities;o Improving the data collection and the reporting system according Puntland’s MoH guidelines and tools (HMIS, IDSR, etc);o Assisting the Medical Coordinator in the supervision of the Nursing care activities;o The management of the project budget, formulation of work plan and the submission of fund requests to the Head Office and regular reporting on the project according to requirements by the donors and CCM;o The administration of the project funds (including all partners contributions and cofounding) and collection of the necessary documentation for the financial report;o The procurement of goods, services and construction according to the CCM and Donors’ procedures. The Project Officer is supported by CCM Nairobi Procurement Officer and the Logistician;o Organizing the logistic of the missions from CCM Head Office in Nairobi in cooperation with the Logistician;o Informing the Country Representative and the Medical Coordinator (for health related issues) of any change/problem about the project, that may compromise the observance of the contractual bonds and/or the staff management and/or the presence and the good name of CCM in the Country;? Our client’s Civilian Police Project has been focusing on promotion of community policing principles, human rights, and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police institution and increasing overall access to justice for Somalis. In particular, one of the main project aims is to design a Puntland Police Act / Law in accordance with the international human rights norms and standards.

Under its capacity building component, our client is aiming to provide basic capacity to Crime Investigation Departments (CID) developing a unit responsible for the professional management of crime scenes and legally-correct documenting of all facets of a crime thereby providing a solid evident base to sustain a substantiation process during the investigation.

Under the overall supervision of our client’s Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will specifically work with Puntland Police CID to enhance knowledge and understanding of the forensic investigative techniques required for precise control to maximize evidence collection and its analysis.

The objective of this assignment is to strengthen the capacity of Puntland Police CID in collecting, examining and processing evidences through the forensic methodology and techniques in order to carry out the evidence based investigation.

GENERAL FUNCTIONS• Conduct assessment on Puntland CID on the existing expertise on Forensic procedure, documents and the existing skills in crime scene management as well as evidences identification, collection, examination and preservation.• Draw up the training needs assessment report. The report shall include the context of the assignment, the methodology used, the findings and the recommendation, as well as the strategy recommended to be followed for the trainings development.• Develop and present guide notes (SOPs) for the crime scene relevant reconstruction procedure based on criminal investigations to an acceptable evidential standard.• Deliver 10 days basic evidence training for the CID personnel on practical skills needed to establish the sequence of events involved in the crime, determine where, when and how the crime was committed as well as who committed the crime.• Provide training on the practical use of Forensic equipment for basic crime scene investigation, accident reconstruction, scene animation, evidence collection, preservation, and storage, evidence processing and Forensic photography to provide them technical skills to execute any felony investigative mission with success.• Conduct assessment of desk officers for record keeping and data management to quantify data about arrests made, criminal files and verification of court orders.• Plan and deliver then days of specialist GBV criminal investigation course focusing on investigative planning, forensic evidence collection, victim and witness interviewing, suspect interview tactics and preparation of report and forms to sustain the case substantiation process.• Provide regular updates for our client in Garowe field office on the progress of the consultancy.• Perform other assignment related tasks.

Monitoring and Progress ControlsThe consultant will prepare a work plan and progress updates that can be reviewed from time to tome as the situation dictates to assess whether the work performed meets the standards set by the project.

Final Product / Deliveries• An initial assessment report, with activities to be undertaken and time lines. TERMS OF REFERENCE

Coverage survey – Galkacyo,Mudug region, Puntland State of Somalia Consultancy

BACKGROUND Somalia is one of the world's longest running humanitarian crises. The combination of conflict, insecurity, mass displacement, recurrent droughts, flooding and extreme poverty, coupled with very low basic social service coverage, has seriously affected food security and livelihoods and greatly increased vulnerability to disease and malnutrition. The MDG health- related indicators are among the worst in the world. The high infant and child mortality rates in Somalia are caused by a mixture of high risk infection, underlying poor nutrition and lack of access to quality health care. This is caused by a number of factors from diseases, limited prevention practices, and a very fragile health system which is not optimally utilized. In the IDP camps of Puntland, malnutrition levels have been exceedingly high for the past 5 years. According to assessments done by FSNAU in June/June 2013 in IDPs settlements in Puntland, the GAM rate in Galkacyo IDPs was reported to be 19.4% and SAM 2.5%. Generally, the GAM and SAM rates indicated a critical situation in terms of nutritional status of children <5 years. The results show a reduction in GAM rates issued on 25th June 2012 levels of 20.2% were recorded. The overall nutrition situation has not substantially changed and the reduced GAM rates only depict a shift in the distribution of moderately and severely malnourished proportions in the assessed populations.

PURPOSE

To evaluate access and coverage of therapeutic feeding program implemented by Relief International in Galkacyo North IDPs, Mudug region, Puntland State Somalia Specific Objectives

• To map out both period and point coverage in all the targeted areas using SQUEAC/CSAS methodology
• Identify factors affecting uptake of the OTP services in all the camps;
• To make specific recommendations based on survey outcomes to improve acceptance and coverage of the programme.
• To build capacity of key staff in Puntland to undertake coverage survey using SQUEAC/CSAS methodology

2 Detailed Terms of Reference To achieve the above-mentioned objectives, the survey consultant will undertake the following:

1. Design the survey and develop comprehensive tools for data collection.
2. Train data collectors for the survey. Training will also include transfer of skills in undertaking a SQUEAC assessment to RI-SOM staff so that they are able to undertake a similar assessment independently.
3. Prepare the logistics of the survey (questionnaires, communication etc) in liaison with the RI-SOM nutrition Coordinator.
4. Organize adequate supervision and coordination of the survey teams in the field
5. Analyze data and compile a comprehensive coverage survey report.
6. For purposes of survey validation, the consultant will present the results to the key stakeholders

ACTUAL IMPLEMENTATION

TERMS OF REFERENCE FOR A CONSULTANCY TO CONDUCT A PROTECTION ASSESSMENT IN PUNTLAND STATE OF SOMALIA1.0 Background
CARE delivers emergency assistance to survivors of civil war and natural disasters and helps people rebuild their lives in the aftermath. In Somalia CARE has been providing emergency and development services and lifesaving assistance to the Somali people since 1981 using a human rights based approach framework aiming at supporting IDPs and host communities affected by drought, conflict and natural disasters. CARE Somalia is currently implementing a number of emergency projects in WASH, Protection, Nutrition, Non-food items (NFIs) distribution, Food security and livelihood activities in Puntland. CARE Somalia plans to implement a new project, named Diriswanaag II (Good neighborliness, hospitality) project funded by Dutch MOFA which seeks to build upon gains made in a previous Diriswanaag I project. The project aims to improve living conditions and reduce vulnerability for 2,087 households from IDP and vulnerable host communities in Puntland. The project aims to undertake advocacy and awareness raising activities to address the protection needs of IDPs.

2.0 Situation of IDPs in PuntlandFor more than two decades, Somalia has experienced violence, conflict and lawlessness, which have exacerbated poverty and hardship, undermined social and economic development, and made it challenging for the international community to address humanitarian and development priorities.Despite a remarkable improvement of the security and humanitarian situation in the country, Somalia’s IDP population was between 1.1 million and 1.36 million . UNHCR estimates that there are approximately 130,000 in Puntland alone. Most of the displaced in Puntland are believed to have fled armed conflict or generalized violence in South Central Somalia. Drought has also led to displacement, particularly for pastoralists.In November 2012, the Puntland State of Somalia developed a National IDP policy and recognized the need to protect the rights of IDPs and devise ways of addressing their protection and humanitarian needs. Though the government made a significant progress towards establishing a legal and policy framework, IDPs still face threats to their physical security. The most affected groups include women-headed households, unaccompanied children and minority groups who fled from South Somalia. Some of the major protection issues experienced by IDPs include mistreatment, discrimination and marginalization, forced relocation and evictions, violence, arbitrary arrests, reprisals, extortion by landowners, deprivation, repression, aid diversion and gender based violence, among others.

3.0 Purpose of the Assessment The purpose of the protection assessment is to provide an in-depth analysis of the current protection needs and concerns of IDPs and vulnerable host populations in Puntland. The assessment is expected to provide specific information and recommendations on violence, forced relocations, evictions, arbitrary arrests, extortion by landowners, deprivation and repression, aid diversion, access to justice, Gender Based violence, child rights abuses and violations amongst other concerns meted against mentioned groups.

4.0 Specific Issues to be addressed by the assessment:Some of the protection issues that should be address by the assessment (as minimum) include:i. Safety and Security:? What restrictions do IDPs face in Puntland and why?? Extensively research on the Presence of gatekeepers in IDP camps? How does evictions in IDP camps occur and explore the reasons for evictions? Identify the presence of police in the IDP settlements and what role they play in protecting IDPs in Puntland and identify the existence of community policing and how effective they are? How is the relationship between IDPs and Host Community? ? Identify cases of Diversion of aid distribution? What strategies/coping mechanism do IDPs rely on to ensure their safety and security?

ii. Access to Justice:? What Potential risks /special needs do minority groups face in accessing justice and services? E.g. is there any discrimination in accessing services? ? Which formal and informal system of justice do IDPs prefer relaying on and why?? In case of violations/Abuses which mechanism do IDPs prefer to seek assistance and why?? Ascertain if IDPs have access to legal services

iii. Gender Based Violence -Prevention and Response ? Identify the most common types of SGBV and what are the causes of GBV? Who are the main perpetrators?? When are where does it take place most? And who are particularly most at risk and why?? What are the factors that that make rape cases not reported to police?? What are the main forms of GBV in IDPs and their potential causes?? What is the authority’s response to GBV?? How do victims of Gender Based Violence Access Justice and Where do they go so as to access justices? How long does it take to have response to cases?? Ascertain the availability of and access to GBV services? Existence of sexual assault referral centres in areas accessed .How many, &who manages the centres if any?? What are the Potential risks /special needs for women and girls living in IDP camps

iv. Displacement issues:? Potential risks /special needs for elderly, sick, disabled exist in IDP camps etc.? Places of origin (% IDPs per district, region)? Identify causes of multiple displacements in the IDP (% drought %, inter clan conflicts % general conflicts % economy)

v. Child Protection:? What Potential risks do children living in IDP camps face with particular emphasis on physical harm, family separation, exploitation, Abuse and Gender based violence, recruitment into armed forces and negative forces and psychosocial distress of children? What services do children have access to in the IDP camps?

vi. Durable Solution: ? Explore channels on supporting IDPs in Puntland in their search for durable solutions in planning their return, resettlement and local integration ? Ascertain % of IDPs willing to return to places of origin & why? Explore % IDPs un-willing to return and why? Resources for return (Do IDP have resources to return to place of origin)? Find out the % IDPs who are locally integrated? What challenges do IDPs face in integrating locally?? Explore % IDPs who were relocated from their origin camps, number of times they were relocated and why?

vii. Service provision in the IDP camps? Map existing protection service providers (e.g. GBV prevention and response, psychosocial support, etc.) in the IDP camps? Types of support provided by the local authorities.

viii. Protection priorities in the IDP camps? What are the protection priorities in the IDP camps that require attention and intervention

ix. Key recommendations? What are the key recommendations to Puntland authorities, UN agencies, international humanitarian organizations and local human rights organizations active in Puntland

5.0 Assessment locationsThe assessment will be conducted in various locations in Bosasso, Garowe, Qardho and Galkaio (North) districts of Puntland State of Somalia.

6.0 Proposed MethodologyTo deliver the assignment, the consultant will be required to employ a combination of methodologies including participatory approaches for primary and secondary data collection from reliable and relevant sources. In particular, the consultant is expected to:? Conduct desk reviews of project documents and meetings with key project staff.? Administer household questionnaires to a representative sample to be agreed with CARE.? Train Enumerators who will administer the household questionnaires.? Organize one-on-one interview with key stakeholders who include the Ministry of Interior; Ministry of Justice; Ministry of Labour and Social Affairs; Ministry of Women and Family Affairs; key UN, INGOs and LNGOs; IDP and host community representatives; and religious and traditional leaders.? Review relevant documents including Puntland constitution, Puntland IDP guidelines, international treaties, government documents and other relevant policies related to IDP rights.? Conduct FGDs with selected groups, particularly the IDP and host communities in target areas.

7.0 Key Deliverables? Briefings/Debriefings: Provide regular feedback/briefs to Protection Advisor and Protection Manager. The consultant will report his/her preliminary findings to the Protection Advisor, and CARE Somalia’s Monitoring and Evaluations Advisor before leaving the field.? Draft report – The consultant is expected to produce a draft report identifying key findings, conclusions, recommendations and lessons for the current and future operation. This will be reviewed by CARE Somalia for initial feedback.? Final report – The consultant will produce the Final report of maximum 30 pages (excluding Annexes) incorporating all comments and feedback provided by CARE. Other essential/additional information can go into annexes. The annexes must include list of informants and work schedule.

8.0 Report FormatThe report must include: (a) Title Page, (b) Table of Contents, figures and tables (c) Abbreviations / acronyms page, (d) Executive summary (not more than 2 pages), (e) Background and a short introduction of the project, (f) Methodology, (g) Findings, (h) Lessons learnt, (i) Conclusions and Recommendations. The consultant can suggest and add any other heading felt necessary.

9.0 Supervision and Reporting The consultant shall be responsible to keep CARE Somalia abreast of progress made and will be supervised by Protection Advisor and Emergency Program Coordinator in Garowe and regular monitoring and review meetings will be conducted to review progress and respond to any challenges. The consultant will be required to submit to CARE Somalia all study materials including soft copies of all data sets both quantitative and qualitative, all filled quantitative data collection tools and qualitative data recording materials.

10.0 Required Competencies of the ConsultantCARE Somalia is looking for a consultant with the following experience and qualifications:• At least a university degree in Social sciences or closely related disciplines.• Demonstrated experience in conducting protection related assessments (including GBV, child protection, psychosocial support, etc) research in Somalia and/or the region and a clear understanding of traditional forms of social organization and systems of local governance in Puntland.• Sound theoretical knowledge of displacement dynamics and/or experience of programme implementation for an NGO or UN agency in delivering humanitarian assistance to displaced populations. • Experience in and knowledge of protection concerns in emergency/conflict settings. • Practice in the use of participatory methods for conducting research/studies; • Fluency in spoken and written English. Somali language will be an added advantage. • Strong communication skills, with the ability to communicate detailed concepts clearly and concisely both in writing and verbally.

11.0 CARE’s responsibilities on the assignmentIn support to the consultant(s) to undertake the assignment, CARE Somalia will:? Provide assistance in facilitating visas for Somalia, travel expenses (Visa, taxi) upon presentation of receipts.? Make payment in US Dollars at an agreed rate (depending on experience).? Pay fixed daily rates to Enumerators (if engaged to collect data)? Provide all relevant/available materials pertinent to study ? Provide logistical support for field activities
? Provide transport to and from Somalia during the consultancy period ? Provide housing, boarding and transportation in Somalia. In case this is not provided while on field trip, CARE will pay per diem based on its rates in the country.
