Myanmar: Consortium Manager
Action Aid/Myanmar (AAM), Knowledge and Dedication for Nation-building (KDN), the Norwegian Refugee Council (NRC) and the Swiss Agency for Development and Cooperation (SDC) have formed a Consortium with plans to implement coordinated activities in SE Myanmar from 2013 under the European Union’s Aid to Uprooted People Programme in Myanmar (AUP). The Consortium is committed to its core values of enabling positive change and building capacities of the communities by bridging relief and development interventions and working with established local and external networks and partnerships. NRC leads the Consortium Secretariat which will be coordinating the work among the above- mentioned agencies and will ensure overall compliance to donor regulations of its effective program implementation. The secretariat will be headed by a Consortium Manager who will be reporting to the NRC Country Director of NRC and will coordinate all Consortium Members for achieving project objectives in given time.
Job descriptionProgramme Coordination ■Lead the overall Consortium Secretariat and manage the NRC project team ■Develop project working plans and implementation strategies ■Facilitate an effective coordination and collaboration among the Consortium Members ■Conduct and facilitate steering committee meetings (consisting of all four Consortium Members) ■Develop the strategic direction and policy with the Consortium Steering Committee (CSC) led by the NRC Country Director ■Coordinate project and activities with national authorities, United Nations agencies and other international organisations ■Act as an interface between all four Consortium Members and the EU Office in Myanmar
Programme Management ■Ensure that NRC field offices and consortium partners receive adequate support and direction in order to design, implement and monitor projects
Financial Management ■Ensure and check financial status and external audited financial reports ■Maintain overview of all project expenditures ■Ensure that the action plan closely conforms with the project budget ■Ensure that the Consortium Members are familiar with EuropeAid policies, procedures, guidelines, and reporting formats. ■Prepare annual programme budgets and quarterly financial forecasts, and monitor expenditure against these ■Manage partner contracts/MoUs and be responsible for ensuring compliance to these agreements and the EuropeAid grant ■Manage co-funding arrangements of partners to Total Action of the EuropeAid grant in compliance with all donor and partner requirements
Programme Quality ■Ensure that NRC’s projects are implemented to a high standard of quality ■Development of guidelines and field-based tools for monitoring and evaluation, and support to the partner organisations in the implementation ■Capacity building of staff

Qualifications■Relevant university degree or higher education, preferably in development studies, and/or management ■Programme management experience ■Experience from programme development, including design of programmes/projects ■Experience from international work, preferably with refugee/IDP-related emergencies and with livelihood, community infrastructure, legal aid, WASH, protection, youth and/or vocational education, and/or shelter projects ■Experience with staff capacity building ■Thorough knowledge of EU funding rules and procedures for project implementation ■Demonstrated leadership and management skills ■Documented skills in formulation of program/project proposals, budgets and reports ■Ability to use Logical Framework Approach as a tool in project/programme design and follow-up ■Documented skills in mainstreaming cross-cutting issues in humanitarian assistance, especially protection and gender ■Significant understanding of complex emergencies and crisis contexts ■Significant political and cultural awareness and experience of working in settings where insecurity is a major issue ■Awareness of gender issues ■Proven communication, interpersonal and negotiation skills ■Fluency in the English language ■Above average computer literacy
We offer■Commencement: January 2013 ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions ■Duty station: The Consortium Manager will be based in Yangon, but will travel regularly (>50% of the time) to other field offices and project locations. Yangon is a family duty station. Housing of moderate standard is provided.
