Objective:

Philippines: Multiple Positions for Low Emissions Development Strategies (LEDS) Project – Philippines

Abt Associates, Inc.is recruiting for multiple positions for the anticipated USAID-funded Building Low Emissions Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) project in the Philippines. B-LEADERS will facilitate the development and implementation of the Low Emissions Development Strategies (LEDS) in the Philippines energy and transportation sectors, enhance government capacity to address climate change and energy issues, and lead to successful formulation of Nationally Appropriate Mitigating Actions (NAMAs) to attract public investment. B-LEADERS will focus on the national and local economic development and land use planning, with a focus on energy and transportation issues, using an integrated approach to promote development on a lower emissions trajectory (often called Green Growth or Low Emissions Development Strategies/LEDS). Implementation of plans will include investment in clean energy, clean transportation and clean fuels projects, primarily in grid and off-grid renewable energy, and supporting local capacity for energy efficiency, the development of clean energy policies, climate change programs, and green growth strategies.

LTTA: GHG Inventory and NAMAs Specialist (Long Term/Full Time)

This position will be based in the Philippines. This position will work closely with the Government of the Philippines, advising and developing the capacity of key energy, transport and economic development agencies on Greenhouse Gas (GHG) inventories at the national and local levels, building and using models to evaluate BAU and mitigation scenarios, and developing mitigation projects through formulating NAMAs. This individual should have experience leading teams, conducting analysis and designing and conducting trainings on GHG inventories. The individual will support the preparation of the Biennial Update Report (BUR) and National Communications, and work with an information systems specialist to facilitate the interoperability of management information systems to be used in completing these reports.

Qualifications:

The successful candidate will have at least ten years of experience leading teams of consultants, implementing donor-funded consulting projects and working with subcontractors with expertise in conducting greenhouse gas inventories at the national, local and enterprise level, evaluating energy sector mitigation options, UNFCCC reporting, and clean energy technology. Filipino nationals are strongly encouraged to apply.

Energy Economist (Short Term/Part Time)

This position will be based in the Philippines. This is an STTA position as a clean energy policy and economic analysis expert, with a Master’s Degree or higher in energy economics and policy or a related field. This expert will assist in providing TA and capacity-building to the DOE, NEDA and independent or academic think tanks on evaluating various clean energy development issues and policy scenarios, using various tools, approaches and models to conduct rigorous economic analysis of energy sector development issues in the context of low emissions development strategies (LEDS), including building on the work completed to date on Marginal Abatement Cost Curve (MACC) analysis and LEAP training in the energy sector. This will include of course building the capacity of DOE as well as NEDA, who has expressed a direct interest in understanding energy policy, pricing and planning issues and integrating these issues into their economic development planning. Assistance will also be provided at the local level to assist LGUs in integrating energy issues, as appropriate, into their local economic development and land use planning. This position will be based in the Philippines. The individual will have at least ten years of experience leading teams of consultants and working with subcontractors with expertise in evaluating energy sector mitigation options, national GHG inventories, UNFCCC reporting, and clean energy technology. Working closely with the GPH, the candidate will establish institutional structure, mandate, systems and methodologies, strengthening policy and regulatory support for LEDS at the local government unit (LGU) level. This individual should have experience designing and conducting trainings on analytical tools for LEDS including Long-range Energy Alternatives Planning (LEAP) training for use in energy planning, GHG inventory projection and mitigation, Marginal Abatement Cost Curve (MACC), and other economic analysis tools. The individual will support the preparation of the Biennial Update Report (BUR) and National Communications, facilitating the interoperability of management information systems, and build capacity of GPH in identifying and formulating Nationally Appropriate Mitigation Actions (NAMAS). Thailand: UNICEF Thailand - Consultancy : Multiple Indicator Cluster Survey

UNICEF Thailand Country Office is seeking an individual consultant to undertake a review and documentation of the lessons learned from the introduction of Tablet PCs Multiple Indicator Cluster Survey round 4 (MICS4) by the National Statistical Office of Thailand (NSO).

Purpose of Assignment:

The consultant is required to undertake a review and documentation of MICS4 lessons learned from the introduction of Tablet PCs for sharing with national and international partners. There are significant lessons to be learned from the innovation by the Thailand National Statistics Office (NSO) of using Tablet PCs to conduct the fieldwork for the MICS4. These lessons will be valuable to key stakeholders in Thailand, including the NSO, line ministries and academia, as well as to a wider global audience.

Work Assignment:

1) Discuss with NSO and UNICEF staff the nature and purpose of the lessons learned review and documentation;2) Develop a workplan and timeline for completion of the review and documentation;3) Review relevant documentation and materials on the introduction of Tablet PCs;4) Develop a key informant interview protocol and conduct data collection from key stakeholders, principally staff of NSO at national and local level, the company which developed MICS4 software, line Ministries involved with MICS4, UNICEF in Thailand, and the UNICEF global MICS4 team; 5) Analyze findings from key informant interview and documents and write a concise report highlighting the major challenges and opportunities encountered in using the Tablet PCs, identifying significant lessons learned for both the NSO and for other organizations in Thailand and internationally who may consider using this technology for large-scale household surveys;6) Provide draft report and presentation for discussion with NSO and UNICEF Thailand;7) Prepare final report of approximately 6000 words in English with Thai translation.

The consultant will be allowed to draw on international consultancy expertise in the technical aspects of migrating data processing from paper-based to Tablet PC based systems, in consultation with the UNICEF global MICS team. The consultant is also expected to travel within Bangkok to conduct interviews with relevant stakeholders.

Estimated Duration of Contract:

Early September - 30 November 2013 ( 30 working days)

1) Master’s degree plus minimum 8 years work experience in research, data collection and analysis, preferably with experience of documenting innovations.2) Proven ability in conducting research, analysis and summary of complex qualitative data derived from in-depth interviews.3) Previous experience in working with Royal Thai government and ministries.4) Experience in conducting assessments, evaluations and documentation of innovation is highly desirable.5) Fluency in speaking, reading and writing both Thai and English.
