Afghanistan: Local Performance Monitoring Plan Specialist and Officer (2), Monitor and Evaluation Support, Afghanistan

Social Impact (SI) is a Washington, DC-area international development management consulting firm. Objective:

Social Impact is currently accepting expressions of interest for an anticipated USAID-funded project in Afghanistan. The project will assist USAID/Afghanistan to monitor its portfolio of development assistance projects. The project will involve innovative techniques that cover a broad range of technological sophistication in the monitoring and evaluation field. SI is seeking a local Performance Monitoring Plan Specialist (PMPS) and Officer (PMPO) for this upcoming contract.

Responsibilities and Tasks:

The PMPS and PMPO will provide oversight for the design and implementation of the Performance Monitoring Plan (PMP), including developing indicators and collecting and verifying all data related to performance monitoring. He/She will work with the Senior M&E Officer, and/or the Chief of Party to develop, refine and implement USAID’s PMP while coaching staff and relevant partners on PMP implementation and associated data collection and reporting. The position will require some traveling throughout Afghanistan, subject to security considerations.

Qualifications:

  • A Master’s Degree (or foreign equivalent) in relevant field;
  • Minimum four (4) years of progressive experience in designing, implementing, managing, and analyzing the results of performance evaluations of development projects. Preferably, at least two (2) years should be in post conflict or fragile environmental states;
  • At least three (3) years of experience designing, managing, and revising PMPs in-developing countries;
  • At least two (2) years implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods and statistical analysis;
  • Demonstrated success in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations;
  • Previous experience on donor funded projects in Afghanistan preferred;
  • Fluency in spoken and written English is required.

Liberia: International Consultancy: GPRHCS (Global Programme on Reproductive Health Commodity Security) survey and use of data to monitor Annual program result

Background Information

The availability of quality socio-economic and demographic statistics in Liberia is seriously hampered by a combination of low economic and human development with a fragile situation resulting from the long civil war. Formulating post-conflict policy responses and designing effective development programmes, including macro-economic management, preparation and implementation of poverty reduction programmes, monitoring programmes towards the MDGs, etc., require the timely availability of demographic, health, education, economic and many other types of data at the national, local and sectoral levels. The development of data collection tools as well as the collection, analysis and use of data at different levels, including at policy and program level, is critical for development.

It is against this background that UNFPA Liberia wishes to engage the services of an international consultant to build the capacity of strategic partners, including implementing partners, in overall data management for effective reporting on results.and specifically to conduct the GPRHCS annual survey

Responsibilities of the Consultant:

• Build national capacity in the conduct of scientific annual surveys to measure annual progress against set indicators.• Specifically support national efforts to conduct of the 2013 GPRHCS survey ensuring adequate and effective skills transfer in the process.• Provide guidance in the establishment of baseline data for program indicators including on an annual basis hence setting a basis for reporting on demonstrable annual results.• Build capacity in the development, management, maintenance and use of databases.• Provide technical support for data collection, analysis and using data to report on results against annual work plans.. • Ensure that technical and programme knowledge is updated, generated, collected and disseminated for effective technical support, capacity building and policy dialogues.Conduct other related tasks as directed by the Representative.

Work modalities and partnerships

For the GPRHCS survey, the consultant will work closely with a national consultant, the Assistant Representative and the P&D Officer ensuring skills transfer in the process. H/She will work in close partnership with the Ministry of Health and Social Welfare and the Liberia Statistics and GIS Office building their capacity in the process.

H/She will also work with implementing partners and NPOs in the development of the program database and in designing monitoring data collection tools for the 2014 Annual work plans for effective reporting on results.

Material to be provided to the Consultant• All the 2013 GPRHCS survey tools• GPRHCS survey reports from Ethiopia, Sierra Leone and any other additional GPRHCS Stream One countries.• Global GPRHCS reports.• The Liberia One UN Program• 2014 Draft Annual Work Plans for implementing Partners• Any other relevant materials as needed

Expected deliverables by the end of the 11 months• The GPRHCS Survey report completed and submitted to CSB on time• Database for all Program indicators including an annual indicator data base• SMART indicators for all the 2014 Annual Work Plans AWPs• Data collection tools for the monitoring of all the 2014 AWPs

Qualifications and Experience

• Post-graduate University Degree or equivalent in demography/population studies, statistics, economics, or other field directly related to the substantive area identified in the title of the post. • 10 years of increasingly responsible professional experience in the substantive area;
• Population Research, Census, DHS and civil registration experience is essential
• Demonstrated expertise in the substantive area of work – the incumbent is expected to be an expert in the conduct of surveys, including the conduct of the GPRHCS survey.
• Experience in building of databases in post-conflict African situations an asset;• Strong track record of technical leadership, and proven ability to produce demonstrable results; • Fluency in English is required.

Job Title: International Civilian Protection Monitor

Purpose

Nonviolent Peaceforce (NP) Philippines was officially invited to be part of the Civilian Protection Component (CPC) of the International Monitoring Team (IMT) that oversees the implementation of the ceasefire agreement and the peace process between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).

The role of the NP International Civilian Protection Monitor (ICPM) is within the Agreement on the Civilian Protection Component of the peace process. Specifically, the ICPM will monitor, verify and report on the compliance and non-compliance of the Parties to their commitments under international and national humanitarian and human rights laws to protect the civilian population.

The ICPM reports directly to the Field Team Leader (FTL). The position is based in one of the NP field offices in Mindanao, Philippines.

Key tasks and responsibilities

  1. Monitoring and verification

• Provide regular patrolling and proactive presence in the most vulnerable communities, especially in buffer zones or other volatile areas

• Monitor compliance of both parties to respect the sanctity of all areas of a civilian nature (schools, religious places, hospitals, markets and other public establishments)

• Monitor compliance and non-compliance of both parties to their basic undertaking to protect civilians in accordance with the CPC Terms of Reference and the GPH-MILF Agreement on the CPC of the IMT

• Monitor and verify patterns of violence in Mindanao

• Organize and conduct verification and fact-finding missions in response to alleged violations of civilians in conflict affected areas

• Monitor relief operations so that they are conducted without negative outside interventions or interferences

• Monitor internal displacement and identification of IDP sites and return movements

  1. Reporting and documentation

• Support the FTL in preparation of weekly and monthly field work plans specifying activities and indicators attuned to the field based log frame and annual work plan

• Support the FTL in preparation of the monthly field budget plan

• Contribute to the writing of daily field reports about the situation in the respective area of responsibility

• Contribute to the writing of weekly field reports covering log frame based field activities and outcomes as well as patterns of violence and civilian protection cases

• Document conducted verification and fact-finding missions and submission of corresponding reports to the FTL.

• Submission of IDP/ Returnee Monitoring and Assessment Reports to the FTL

  1. Networking

• Together with the team and local CPC member organizations conduct Community Orientations about the mandate and work of the Civilian Protection Component

• Maintain close relationships with and assist in the coordination of activities with other local CPC member organizations

• Establish and maintain contacts and relationships with civilian stakeholders, government authorities, paramilitaries and militias associated with the peace process and bodies of the peace structure

• Work closely with and share information with the NP Philippines Conflict Prevention Program (CPP) at field level

4. Protective accompaniment 

• Lead in the provision of protective accompaniment to vulnerable and at risk civilians, particularly women and children during and after armed clashes, in order to bring them to safer locations;

• Provide proactive presence on the ground, in communities that are under direct threat of violence, especially in buffer zones and other volatile areas

• Provide protective accompaniment to relief workers operating in conflict affected areas

• Ensure safe return of internally displaced persons back to their places of origin

• Regularly visit IDPs and returnees to ensure that basic services are afforded to them by allied agencies and the government and provide proactive presence when necessary.
