1. ContexteMdM-F est une association de solidarité internationale qui a pour mission de soigner les populations les plus vulnérables dans des situations de crises et d’exclusion partout en France et dans le monde.

Bref exposé du projetMdM-F est implantée à Madagascar depuis 1992 et a développé plusieurs projets : soins de santé primaires, santé communautaire, aide médicale d’urgence, lutte contre les IST et le VIH/sida, chirurgie, réduction des risques de catastrophes liées aux cyclones et aux inondations.

Le consultant sera impliqué sur le programme mené dans les établissements pénitentiaires (EP) malgaches entre 2005 et fin 2012. Ce programme a commencé dans 2 EP du Nord du pays pour couvrir à son extension géographique maximale 24 EP, soit près d’un tiers de la population carcérale, dans le Nord et le Centre-Ouest.

Le programme était constitué de 4 volets : santé, hygiène, nutrition et droits humains. Il a évolué d’une stratégie de mise en œuvre directe des actions par MdM à une stratégie mixte impliquant davantage l’administration pénitentiaire et les organisations de la société civile (OSC). Cette évolution vers le renforcement des capacités des acteurs du milieu carcéral devait permettre une meilleure pérennité du projet et donc un changement durable des conditions de détention et de la situation des détenus.

Les principaux bailleurs de ce programme ont été : l’Ambassade de France à Madagascar, le Ministère français des Affaires Etrangères, l’AFD, l’Union Européenne.

Les principales réalisations peuvent être résumées ainsi :Santé : formation des infirmiers pénitentiaires/construction-réhabilitation-équipement d’infirmeries/dotation en médicaments/gestion par les OSC des stocks de médicaments ;Hygiène : réhabilitations/améliorations des infrastructures (latrines, douches, points d’eau)/mise en place de protocoles pour une meilleure hygiène/dotation en savons et produits d’hygiène ;Nutrition : mise en place d’un protocole pour la prise en charge de la malnutrition sévère avec les OSC et dotation en aliments thérapeutiques ;Droits humains : formation des acteurs (agents, chefs d’établissements, directeurs régionaux, école nationale de l’administration pénitentiaire, membres des OSC) sur les droits des détenus, mise à disposition d’information sur leurs droits auprès des détenus eux-mêmes, accompagnement de micro projets menés par les OSC auprès des détenus pour alphabétisation/soutien juridique/aide nutritionnelle…, mise en place de boîtes de doléances, réalisation d’un règlement intérieur pour les EP, réalisation d’études sur la surpopulation carcérale pour partager l’information au niveau central, constitution de groupes de travail avec les autres ONG présentes et le ministère de la Justice pour plaidoyer et chercher des solutions notamment à la surpopulation…Une évaluation finale du programme vient d’être conduite et le rapport sera communiqué au consultant sélectionné.

1. Objectifs de la consultanceObjectif de la mission de consultanceMdM-F dans le cadre de ce projet recherche un/des consultant(s) en vue de capitaliser l’expérience menée par MdM dans les EP malgaches.Le budget total maximum disponible pour cette consultance est de 15.000 EUR.

2. Profil recherchéIl est requis des bureaux d’études ou des consultants individuels candidats :

   • Une bonne expérience en matière de capitalisation
   • Une bonne expérience en matière de coopération au développement et notamment sur des programmes de santé ;
   • Une excellente maîtrise du français ;
   • Autres : connaissance du milieu carcéral (un plus)

This is an exciting opportunity to help change the lives of Malagasies living with correctable facial disfigurements. After seven years working in Madagascar, Operation Smile is looking for a focused, strong, and decisive individual who will be able, with the support of the Regional Office, to set an local office; implement the systems needed to manage the medical and training programmes more efficiently and develop the networks and funding streams needed to ensure on-going sustainability of a local Operation Smile foundation.

GENERAL SUMMARY OF DUTIES:

The Programs Officer for Operation Smile Madagascar will play an important role in the foundation by building and maintaining relationships to further strengthen the self-sufficient structures of Operation Smile’s programmatic and fundraising goals. The Programs Officer is responsible for fundraising, partnership-building, managing and (with the support of the Operation Smile South Africa (OSSA) office) and other foundation employees, supervising the volunteer and mission logistics as well as public relations/ marketing and events.

The Programs Officer is charged with creating, and implementing, new, innovative fundraising techniques; identifying and pursuing new sponsors in-country and maintaining relationships with current sponsors while ensuring all benefits associated with funding levels are maintained.

The Programs Officer is responsible for the registration of Operation Smile as a local NGO in Madagascar and maintaining relationships with the Ministry of Health and other governmental offices.

Essential Functions:

• Fundraising and partnerships (developing relationships with corporates and other NGOs or aid agencies, using existing relationships in Africa while also building new ones.)

• Create corporate partnerships that are not project-based and allow for growth and flexibility.

• Leverage existing contacts and build new ones to create strong donor relationships with key philanthropic funds, corporations and individuals in Madagascar

• Facilitate legal contracts, and the signing thereof, with partners with existing pro bono legal support.

• Plan and implement yearly fundraising events.

• Ensure the best practices from other foundations are utilized in programs and development; to ensure successful awareness campaigns; strengthen educational initiatives and to raise of funds.

• Provide oversight and local support for the OSSA Program Coordinator (PC) in the preparation, execution and reporting of all programs in Madagascar. Help the OSSA PC incorporate sponsors through employee volunteer programs.

• Develop a media presence and coordinate press conferences to promote brand identity and relationships.

• With the oversight and support of the OSSA office and Finance Department to ensure all operations are legally and financially transparent by providing estimated budgets; financial reports and receipts. All monies need to be accounted for within two weeks post trip/program.

• Provide monthly financial reconciliation with the OSSA office and Finance Department.

• Build and manage a strong; motivated local team of volunteers, ensuring the provision of all the appropriate team skills needed in order to grow the foundation. To facilitate the appointment and management of staff if this is deemed necessary by OSSA.

• Oversee and maintain general office items, including overseeing timely payment of rent and monthly bills and ensure that office supplies are adequately maintained.

• Manage the marketing and logistics of developing a sustainable training model. This will included inter alia the recruitment and support of participants. Potentially lead some of training programmes as a trainer.

• Readily accept new tasks and responsibilities as deemed necessary as the organization develops.

QUALIFICATIONS:

• Bachelor’s Degree in a relevant business or international field. Master’s Degree in related field considered a strong plus.

• Two to four years’ experience with an international agency or corporation.

• Experience and success in development (fundraising), events or project managing.

• Highly organized and self-motivated

• Able to work diplomatically in a global team-based environment that includes board members, medical professionals, and volunteers.

• Able to accept newly assigned projects or duties as they become necessitated.

• Strong oral, written, and presentation language skills are required in both English and French. Malagasy language skills will be considered a strong advantage.

MSH seeks a Capacity Building Specialist to work closely with technical staff on the conceptualization, development, implementation, and evaluation of field activities for anticipated public health programs in the country.

This position is contingent upon project award and funding.

OVERALL RESPONSIBILITIES: The Capacity Building Specialist will be responsible for the implementation of capacity building and provision of technical assistance to field activities. S/he works directly with partner organizations, communities and other resource users to execute the various activities.

QUALIFICATIONS:1. Minimum of a Master’s Degree (or equivalent) in Public Administration, Public Health or related field is required.2. At least 7 years’ experience working on public health programs.3. Be able to clearly demonstrate his/her understanding of the current scientific literature and global knowledge of innovative primary healthcare approaches.4. Demonstrated working experience in Madagascar.5. Understanding of the socio-cultural issues and nuances of working in such communities is highly desirable.6. Should have considerable experience and technical expertise working with community-based organizations, NGOs, and host-country governments.7. Fluency in French and English.
