- Significant experience of managing donor funded project cycles including technical and financial components;
- Proven track record of people management and leadership skills of not less than five years in a senior management position;

A depth of experience participating and/or leading proposal development processes including project design, management design and budget development.

• Bachelor’s Degree in International Development, International Relations, Rural Development or any related field. Master’s Degree in Development, Social Science, Management or other field applicable to developing country context preferred

• Experienced networker with an ability to maintain a good up to date knowledge of the grant opportunities and trends in the humanitarian sector

• Proven experience in development work with a thorough understanding of sustainable development and sectoral interventions

• Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred

3.0 Background

The programme is delivered through ‘a nesting’ arrangement where HelpAge is the lead organization.

HelpAge International East, West and Central Africa regional office based in Nairobi Kenya, The Africa Platform for Social Protection (APSP) based in Nairobi, Kenya and The Coalition for Children Affected by HIV/AIDS (The Coalition) based in Toronto, Canada are jointly implementing this project.

HelpAge International (HelpAge) is a network of not-for-profit organization with a mission to work with and for disadvantaged older people worldwide to achieve a lasting improvement in the quality of their lives. HelpAge International strives for the rights of disadvantaged older people to economic and physical security; healthcare and social services; and support in their care-giving role across the generations. In Africa, HelpAge has a network of 33 Partner organizations and affiliates.The Africa Platform for Social Protection (APSP) was established in 2008 consisting of a group of national and regional organizations from across the African continent responding to the growing demand for “voice” and more active engagement of African civil society in shaping social protection policies, programmes, and practices. The mission is to create partnerships with Civil Society and other organizations to engage with Governments, Regional and Continental Bodies and International Development Agencies (IDAs) to develop and implement innovative Social Protection policies, strategies and programmes in order to make a difference in people’s lives in Africa, the vision is an African continent free from poverty and vulnerability.The Coalition on Children Affected by HIV/AIDS (The Coalition) is an independent collaborative entity composed of private or public funders and re-granting organizations, from both the North and the South, that provide grants to improve the lives of young children living in the context of HIV/AIDS. The Coalition is supported by a wider network of technical experts and civil society groups who work on children’s issues.

4.0 Building Linkages: Social Protection, Poverty and HIV&AIDSThis programme seeks to build links between risks and vulnerabilities caused by HIV and AIDS and to demonstrate the effectiveness of social protection measures in realizing the rights of vulnerable people to achieving universal access in HIV and AIDS prevention, care and support, and treatment. These measures include livelihoods support, cash transfer programmes and universal pensions and other grants. Social protection provides access to resources to meet basic needs and HIV and AIDS and health services and prevents the transmission of intergenerational poverty often affecting older people and children. This contributes to countries’ efforts towards achieving the Millennium Development Goals (MDGs) and their own national development targets.

The expected results will be achieved through combined approaches linking grassroots service delivery to vulnerable groups with national and regional policy influencing processes. It will build the capacity of civil society organizations (CSOs) to effectively engage in social protection policy dialogue and in the design and implementation of social protection programmes. In addition the programme will focus on building evidence for effective policy action, promoting networking and learning among civil society, government, and research and academic institutions. A seminal research study is being undertaken by the University of London in collaboration with Stellenbosch University to research the effects of community based programming on the situation of children affected by AIDS.

The project has four result areas:

  1. Universal access to HIV and AIDS services and Social Protection Mechanisms for Vulnerable groups is increased

  2. Regional and National level HIV&AIDS and SP policies and related [policies] plans and budgets increasingly incorporate measures which address the needs of vulnerable groups.

  3. Increased participation of Civil Society organisations in the formulation, implementation and monitoring of National and Regional HIV and AIDS and Social Protection policies and strategies

  4. Evidence on effective action contributing to the achievement of universal HIV&AIDS and SP services gathered, documented and shared and acted on among CSOs, Governments and other stake holders

The programme has reached two thirds of its implementation period and an agreed Mid- term review will therefore take place between January to March 2013.

  1. The purpose of the Midterm evaluationThe purpose of the midterm evaluation is to assess the effects of the project on the target population and policies and analyse the project’s contribution towards the set objectives in relation to the changing political, economic, social scenarios. The midterm evaluation report will be used in guiding the remaining implementation period as well as the development of future programming.

The main objectives and scope of the midterm evaluation are to: a) Assess the extent to which the methods and approaches employed in the programme are effectively guiding us to achieving the results and overall objective and make recommendations accordingly(including recommendations for what a possible two-year extension would benefit from, in terms of achievement of results and impact)b) Assess effectiveness of the ‘nesting approach’ in grants administration, building synergies and enhancing learning(Including how the nesting approach has benefited or added value to the overall project and its goals.Any suggestions for possible improvements)

c) Establish how issues of human rights, older persons, gender, persons with disabilities and children are being addressed by the project and effects of the project on these populations.d) Assess the extent to which the project contributes to Sida Strategy for HIV in Africa(including any ways in which this could be enhanced/increased in future)e) Identify emerging good practices or models in the project that can be documented and showcased for possible scale up and replication.f) Assess the value for money principle in ensuring that grant is maximised to improve the quality of life of vulnerable populations (Children, People with disability, older people and their households).

The Position: This position will be based in Nairobi, Kenya. The scientist will be engaged primarily in the implementation of project related research activities in the region, to strengthen potato research in a holistic manner by interlinking specific disciplines into a systems approach. The scientist should be committed to using research for development in a complex cooperative environment of research and development partners, specifically focusing in capacity building of partners in a PPP approach, in alignment with CIP’s regional and the CRP’s priority setting.

Duties and Accountabilities:

• Conduct targeted research on potato cropping, adaptation, evaluation, and other research activities for the CRP’s 3.4 Roots, Tubers, and Bananas and CRP 1.2 Humid Tropics Systems, currently conducted within the Sub-Saharan Africa region• Contribute to research activities and implementation strategies for seed systems in the context of African countries• Contribute to research activities in holistic system approaches to improve potato-based cropping systems in particular research related to agronomy and phytopathology • Develop partnerships and propose resource mobilization strategies such as training programs and other joint activities to strengthen the potato program in Sub-Saharan Africa

The successful candidate will have:

RedR and the work we do

Each year millions of people around the world feel the effects of natural disaster and conflict. RedR is an international charity that improves the effectiveness of disaster relief, helping save and rebuild the lives of people affected by disaster worldwide. We do this by delivering essential training and support to relief organisations and their staff, and by supplying skilled professionals to humanitarian programmes. Our work helps to ensure that the right people with the right skills are responding to global emergencies, and enables both local and international relief workers to react to the needs of those affected by disaster, efficiently and safely.

In response to recent humanitarian catastrophes, we currently have training and local capacity building programmes in Sudan, Pakistan and South Sudan and have recently secured contracts for two large training programmes in Kenya. RedR UK is in the final stages of negotiating a contract with OFDA for a cutting edge programme of holistic security training in partnership with Harvard University, a world renowned academic institution at the cutting edge of online learning, and Beechwood International, a highly respected and innovative private sector partner renowned for its support to collaboration and decision making.

Working closely with 12 national and international organizations operating in East and Central Africa this program will prove an innovative approach to the integration of security management that can be projected on a global scale. This approach will directly address the long term lack of ‘total agency’ buy-in to security issues and management.

Job Description

Main Duties and Responsibilities:

The Project Coordinator will: be responsible for delivery of the project activities in Kenya and liaison with the Project Coordinator in UK on delivery of the project overall. S/he will , ensure that all activities are delivered in line with the proposal and subsequent agreement with programme partners taking responsibility for project and financial management as well as line management of the Project Administrator. S/he will also be responsible for undertaking monitoring and reporting activities in line with the Theory of Change framework developed through the UK office for the project.

RedR and OFDA hope to replicate this project in other regions therefore effective preparation, partner assessment, monitoring and evaluation are critical to its success and sustainability.

To coordinate the project:

• Act as the project focal point for programme partners in Kenya and work in close collaboration with the Project Coordinator in the UK
• Participate in monthly telecons with the UK Project Coordinator and international programme partners to monitor programme progress and performance
• Input to monthly Project Reports in collaboration with the UK Project Coordinator for reporting to the RedR UK SMT, Board, international programme partners etc.
• Monitor expenditure against budget and ensure the timely submission of financial reports
• Input to OFDA narrative and financial reports
• Coordinate activities for the OFDA programme including course development, partner selection, consultation workshops, training courses, on-line learning activities and M&E
• Maintain regular and effective communication with the 12 selected partner agencies
• Collaborate with the UK Project Coordinator in supporting external partners on project design and delivery e.g. in gathering context-specific information, conveying partner’s feedback on on-line events etc.
• Support the project AT’s in the development and on-going adaptation of face to face and on-line training and learning materials
• Ensure quality control of project activities though adherence to the RedR Training Competency Framework guidelines and completion of necessary documentation and assessments

To manage design of the project and implementation of face to face training activities:

• Liaise with the Kenya PM and UK Project Coordinator in the recruitment and selection of suitable Associate Trainers. Arrange contracts in conjunction with the UK Project Coordinator
• Liaise with the Kenya PM/UK Project Coordinator to define project partner selection criteria
• Undertake initial consultation with international NGOs in Kenya and the wider East Africa region in collaboration with the Kenya PM and Regional Manager to identify appropriate programme partners
• Organise initial briefing and consultation workshop with programme partners
• Liaise with the UK Project Coordinator in development of the partner capacity self-assessment tool
• Manage the completion of self-assessments (at the start and end of the project) and selection of partner staff for involvement in the project
• Manage the timing, location and organisation of face-to-face and on-line training courses and workshops.
• Oversee the relationship between the Project Administrator and course participants ensuring they are provided with a high level of customer service
• Be responsible for post-course work including processing evaluation forms and organising follow ups using a variety of methodologies (telecons, interviews, focus group discussions etc.) and involving the most appropriate staff (training participants, colleagues, managers, senior managers etc.)
• Implement the necessary tools and gather data and information for Monitoring and Evaluation of the project in line with the Theory of Change framework provided by the UK Project Coordinator. Job Description

Main Duties and Responsibilities:

The Project Administrator will assist with the registration of all event participants, production of materials and resources as well as administration for learning events. They will also be responsible for maintenance of monitoring data and collation of data for evaluation and reporting.

• Support the OFDA Project Coordinator as necessary in undertaking partner selection and internal capacity assessments with project partners (at start and end of the project) once selected. Gather all necessary results/data and share with the UK Project Coordinator for analysis.

II. Organizational Context

The UNDP Governance and Rule of Law Programme (GROL) supports primarily the achievement of Outcome 2 of the Country Programme (2011-2015): “Somali women and men, girls and boys, benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights," which is comprised of five main sub-outcomes:• Sub Outcome 2.1. Mechanisms for transition to democratic and accountable structures and systems of governance designed and implemented • Sub Outcome 2.2. Key public sector reforms designed and implemented in an inclusive, gender-sensitive, participatory and transparent manner. • Sub Outcome 2.3. The capacities for parliamentary and civil society actors strengthened for effective and accountable governance oversight. • Sub Outcome 2.4. Technical assistance provided to improve security, establish a functioning judiciary, access to justice, a constitutional and legal framework, and protection of human rights under the rule of law. • Sub Outcome 2.5. Mechanisms in place to support improved access to equitable prioritized basic services, especially for women and vulnerable groups. Previously stand-alone programmes, Governance and Rule of Law programmes, have been merged so as to enhance the quality and impact of UNDP resources on the ground and allow for more synergies and harmony in UNDP CO work.

The Programme focuses on six thematic areas that are closely inter-related, mutually reinforcing and all equally essential to the strengthening of governance and rule of law in Somalia:1) Fostering Inclusive Political Processes: The objective of this thematic area is to enable political institutions to support inclusive transitions through the development of democratic, oversight and legislative processes.2) Strengthening Core Institutional Systems and Functions: The objective of this thematic area is to strengthen core capacities and systems at national, regional and local level, whilst supporting federal and regional leadership to establish clear priorities and plans for the implementation of broader institutional development initiatives.3) Developing Access to Justice and the Judicial System: Building on the previous achievements of the Rule of Law and Security (ROLS) programme, this thematic area works to expand the depth and breadth of justice service provision, through a move from legal aid to legal empowerment, expanding into areas of civil law affecting women and minorities as alimony, women’s inheritance, and access to public services, and increasing the number of paralegals and giving stronger consideration to the customary and sharia justice systems.4) Strengthening Police and Security Sector Governance: This thematic area aims to introduce and implement strategic development plans for the police, mapping out the vision for policing in Somalia’s regions, outlining how key reforms will be achieved and providing a perspective on sustainability and the role of the government in supporting the police. The pillar will ensure that policing can manage critical issues for Somalis communities, such as piracy, conflict and insurgency. 5) Enabling Resilient Local Governance and Service Delivery: The objective of this pillar of the programme is for local governance to contribute to peace and equitable priority service delivery, and support the establishment of district-level autonomous and accountable local governments and the development of effective linkages with constituent communities and the private sector. This pillar is UNDP’s contribution to the Joint Programme on Local Governance and decentralized service delivery (JPLG) which is a five-year Programme of UNDP, ILO, UNCDF, UN-HABITAT and UNICEF. 6) Enhancing Community Security and Resilience: This thematic area complements institutional support and service provision in justice, security and basic services through a community driven approach, ensuring that marginalised clans, women and youth are actively involved in the planning, monitoring and execution of security services. Under the direct supervision of the Programme Manager for Governance and Rule of Law, the Programme Specialist will be responsible for general programme management, accountability and oversight, partnership building and resource mobilization as well as promoting innovations, advocacy and knowledge building within the GROL programme. S/he fosters synergies across the 6 thematic areas of the GROL programme and aligns them to CPD Outcomes One and Two. The incumbent provides reporting support to ensure that all reports produced under GROL are of high quality and meet the standards required by the donors and counterparts. S/he also provides quality assurance to programme/project boards, and high-quality advisory services to project teams where necessary in order to improve empirical-based monitoring and reporting against proper baselines in both a qualitative and quantitative respect. As opponents of women’s rights have increased their attacks on the legal and human rights framework in Africa, the Center is fighting back with national, regional, and international strategies embodied in a new strategic plan launched in early 2012. The plan intensifies our efforts to strengthen the legal protections for access to safe and legal abortion, affordable contraception, the expansion of the reproductive rights of adolescents, and the recognition that the prevention of maternal mortality is a fundamental human rights issue.

Position Summary and Responsibilities: The Center is seeking a seasoned strategic program and operations professional to oversee and develop the work of the Africa Program. The Regional Director for Africa will be based in Nairobi and work under the supervision of the Director of the Global Legal Program who is based in New York. The Regional Director will supervise a Regional Manager, Legal Adviser, and Office Manager in Nairobi. In addition, s/he will manage a Legal Adviser and Legal Assistant in the US.

Specific responsibilities include, but are not limited to the following:

•Manage the Africa program, including all aspects of program planning and implementation, financial management, and administrative oversight.

•Design and develop the regional work plan, as it relates to focus countries in the region and the UN, in accordance with the strategic plan.

•Oversee and monitor successful implementation of the regional work plan, and recommend changes to the plan as needed.

•Develop and implement short and long-range advocacy and litigation strategy for the Center's work in Africa.

•Identify potential strategic litigation cases in collaboration with partner organizations. Develop factual records and pleadings, research and write legal memoranda, amicus curiae and case briefs on transnational and international and regional human rights law and claims for use in national and/or international and regional fora

•Provide technical assistance to NGOs, government and parliamentary officials, and other stakeholders on law reform processes at the national level and produce relevant legal and advocacy materials.

•Support the design and implementation of wider institutional and Global Program priorities, as appropriate (e.g., coordinating or supporting an intra or inter-departmental initiative).

•Develop and implement annual regional program budget and monitor spending.

•Recruit, train/mentor, supervise and evaluate staff working for the regional program. Participate in institutional recruiting processes as needed.

•Develop and maintain relationships with local, regional and international NGOs and key stakeholders to advance implementation of the strategic plan.

•Support other Center departments in institutional and regional fundraising, and monitoring and evaluation efforts.

•Develop pro bono partnerships and projects with law firms, law associations, and law schools in the U.S. and in the region to leverage our program work.

•Represent the Center externally on matters related to reproductive rights in the region through public speaking and interaction with the media.

•Partner with the Communications Department to effectively develop and implement program communications strategy to increase support and visibility from key audiences.

•International travel is required.

Overall Candidate Requirements:
The ideal candidate will have a proven track record of strong management, creative legal and strategic thinking, and good judgment and excellent analytical capabilities. In addition, we are seeking candidates with strong writing skills; the ability to work quickly and effectively under pressure; the capacity to take initiative, prioritize, and pay close attention to detail while juggling multiple tasks; strong coordination skills; the ability to lead and manage a multinational team; the ability to work effectively as part of the senior leadership team of the Global Legal Program; and the capacity to build and maintain strong partnerships within the Africa region.

Applicants must have: A law degree and at least seven years of experience as a manager working on legal or human rights strategies. Substantial knowledge of the UN and the African regional systems; familiarity with international and regional human rights law. Strong commitment to the Center’s mission, purpose, and values. Ability to develop and manage staff and operations in an international office environment. Effective public speaking skills, and excellent writing skills in English, are required. Fluency in another UN language is desirable.

You will demonstrate the ability to identify and implement opportunities for innovation. Equally important is your diplomacy, influencing and negotiating skills and ability to build good relations both internally and externally. Exposure to the development aid environment is preferred but candidates who have demonstrated abilities in managing projects for social change will be considered.
