CARE has been working in India for over 60 years, focusing on ending poverty and social injustice through comprehensive programmes in health, education, livelihoods and disaster preparedness and response.

In recent years, CARE India has been involved with improving the quality and coverage of reproductive, maternal and child health, family planning, and nutrition services in the states of Bihar and UP, in collaboration with the government and key development actors viz. BMGF, DFID and the World Bank, amongst others.

The Government of India, through the National Rural Livelihoods Mission (NRLM) is endeavoring to link poor families with sustainable livelihoods opportunities. NRLM through its mandate, infrastructure and extensive experience of work at community platforms, is well placed to complement NRHM and ICDS’ efforts to improve health and nutrition outcomes and goals at the grassroots level.

It is expected that progress toward health and nutrition goals and outcomes shall be accelerated through greater coordination between NRLM and the government’s health and nutrition programs.

CARE India has been requested to help establish a Technical Support Unit (TSU)at NRLMto play this bridge role. The TSUshall provide technical inputs for supporting strategy development, support planning, budgeting, and advocacy and facilitate joint monitoring and use of data across various levels of NRLMand NRHM.

Job Description/ Responsibilities:

The Social Inclusion Lead (SIL-NRLM)will be part of the core team of NRLM and report to the Team Lead, TSU.

The SIL-NRLM shall have dual responsibility for the following:

1. Providing leadership to efforts by NRLM to analyze, understand, address and monitor the social inclusion mandate of the Mission in close coordination with other thematic leads;
2. Working with experts at the TSU to promote social inclusion in the process of achieving health outcomes.

Key Roles and Responsibilities:

1. Providing leadership to social inclusion initiatives at NRLM in close coordination with other thematic leads;
2. Embedding social inclusion in processes for achieving health outcomes;
3. Developing criteria for the selection of beneficiaries for the roll-out of the social inclusion programme;
4. Building the capacity of NGOs involved with the program;
5. Leading advocacy efforts to ensure social inclusion in health programs.

Qualifications, Experience and Competencies:

Qualifications:

Master’s in Economics/ Social Sciences/ Population Studies/ Management, or equivalent.

Experience:

1. 5-7 years relevant experience in community development and gender/ social inclusion programs;
2. Prior experience of managing and implementing health programmes;
3. In-depth understanding and significant proven experience on social inclusion issues and approaches;
4. Knowledge and understanding of population issues.

Skills and Competencies:

1. Demonstrable expertise in working with collectives and other institutional platforms for the poor, for promoting the social inclusion agenda within and through them;
2. Demonstrated ability and experience of efficiently managing a team, coordinating with international experts and liaising with senior government functionaries and other stakeholders;
3. Excellent interpersonal, communication (both written and verbal) and presentation skills;
4. Ability to function effectively as a team member;
5. Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct;
6. Ability to travel extensively;
7. Fluency in English is essential. Knowledge of Hindi will be an asset.

Tenure:

The successful applicant shall be offered a two to three year employment contract with CARE India.

Compensation Offered:

The position offers gross compensation of Rs. 18 to 21 lacs per annum, on a cost to organization basis. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

In 2010, HI started the four-year project “Multi-Stakeholder Initiative (MSI) to improve access to rehabilitation services in Kurdistan Region”, working with various rehabilitation centres in Kurdistan. This pilot initiative, whose first phase ended at the end of 2013, will now enter into a new 4-year phase, while expanding its geographical coverage to the three Governorates of Kirkouk (South of Sulaymania), Missan and Basrah (Southern Iraq).

This new phase will consist in the implementation of the two following complementary projects:- “Mobilising local communities and stakeholders to improve access for persons with disabilities in Iraqi Kurdistan” funded by the Luxemburg MoFA for a period of 48 months;- “Towards a greater participation of persons with disabilities and their representative organisations in Iraq’s development process” funded by the European Commission for a period of 36 months.

General mission: within the mission and projects teams, in close collaboration and coordination with the Regional Technical Unit (RTU), and with respect to the functional link existing with the RTU, as “Rehabilitation and Inclusion” Projects Technical Advisor (R&I PTA), you are responsible to ensure that Handicap International’s technical policies, methods and approaches in her/his sectors(s) of professional competencies are implemented with highest quality at projects level .

Responsibility 1: Provide the appropriate technical support to the organization and implementation of all project activities

Responsibility 2: Monitor, evaluate and support the development of technical capacities of HI staff and partners involved in project activities

Regarding the security environment, the Kurdistan Region has been the safest part of Iraq, escaping much of the violence that raged the rest of the country since the fall of Saddam Hussein in 2003. In 2013, one bombing in Erbil and one in Suleymaniah took place, targeting government buildings or officials. The rest of Iraq, and notably the other project’s areas of intervention (Kirkuk, Basrah and Missan governorates) have been the theatre of important violence, leading to the remote management of our project in Missan governorate. A security mission will be organise in the first quarter of 2014 to assess the security situation and update the security guidelines accordingly.

The position is part of the regional program and might require trips to other countries of the region in which HI Middle-East Regional Programme operates
