Division & Project Overview

The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a new project dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The new project carries on the work of the USAID Health Care Improvement Project ( http://www.hciproject.org) in global advocacy, development, and promotion of cost-effective methods to design and improve health care services and systems in low- and middle-income countries.

An important global objective of the ASSIST Project is knowledge management: to facilitate documentation and sharing of evidence for improvement of specific care processes, based on the work of individual QI teams, large-scale improvement efforts, and/or research, and to make this information readily available through Web technology.

The ASSIST Project is managed by URC’s Quality and Performance Institute (QPI). Through QPI, URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

Roles and Responsibilities:

The QI Advisor, in collaboration with USAID partners and the Ministry of Health will liaise with the Chief-of-Party to ensure that all activities are aligned with the vision and objectives of the Government of Lesotho in respect of The National HIV and AIDS Strategic Plan, as well as with the basic tenets of Global Initiatives that the GOL is party to in relation to HIV and AIDS.

• Provide technical guidance to partners and implementers in QI for PMTCT, Maternal and Child Health, ART, and Nutrition services
• Provide technical leadership to organize for the implementation of service standards with major USAID funded partners and other PMTCT, MCH, ART, and Nutrition programme Implementers in Lesotho.
• Develop and update materials for trainings, learning sessions and coaching visits
• Document the QI process for PMTCT, MCH, ART and Nutrition Programmes, through mainstreaming of the standards based approach
• Present evidence and advocate for QI for PMTCT, MCH, ART, and Nutrition Programmes across levels of implementing partners
• Organize workshop logistics in collaboration with Ministry of Health, USAID funded implementers and other PMTCT, MCH, ART, and Nutrition implementers in the country.
• Liaise with the finance and admin department and provide administrative, financial and technical reports as necessary
• Carry out other duties as assigned may be assigned by the Chief-of-Party

Minimum Qualifications:

Required Experience & Qualifications

• A recognized Medical degree, or Senior Public Health Nursing Qualification; a Postgraduate qualification in Public Health will be an added advantage
• Prior experience in quality improvement methods in a health setting
• Demonstrated strong program implementation and organisational skills.
• Technical expertise in the field of PMTCT, MCH, ART, and Nutrition programmes in Lesotho with experience of not less than 5 years
• Demonstrated experience of liaising with policy makers and community-based response to HIV and AIDS issues in Lesotho.

• Ability to work under pressure and within agreed timelines / set deadlines
• Ability to prioritize work within guidelines as agreed with Supervisor
• Ability to work with limited supervision
• Able to communicate well with Government of Lesotho, donors, and implementers.
• Ability to budget and manage finances on a monthly basis

The Continuous Quality Improvement Advisor will be responsible for:

i. In collaboration with multidisciplinary mentoring teams at both Provincial and District Hospitals,CQI Advisor will support the integration of CQI into routine mentorship, maintain the currentknowledge of HIV/AIDS and patients’ standards of care at the health facilities through organizingregular didactic sessions, mortality reviews, case reviews, presentations or trainings duringmentorship visit to hospitals.
ii. Support the strengthening of linkages between IHDPC/ HIV Division, Decentralization andIntegration Unit with other program units to foster quality improvement in health services.
iii. Assist IHDPC/HIV in the implementation of Quality Improvement activities to complementthe Integrated Formative Supervision system and facilitate the monitoring and evaluationactivities by working collaboratively with other implementing partners, MOH and CDC-Rwanda.
iv. Support IHDPC/HIV Division in designing operational research activities aimed at evaluating the impact of public health interventions.
v. Support both transitioned and non- transitioned sites to develop Quality Improvement work plans, STOCs and evaluate them regularly.

The candidate should have significant previous experience and technical knowledge of qualityimprovement, monitoring and evaluation, and program management of public health programsinvolving various agencies and partners.

Requirements:

The candidate should have at least the following:

• Degree in Medicine, Nursing, Public Health or related fields
• At least 5 years experience in resource limited health care delivery or administration,
• Working experience with health facilities in resource limited settings
• Must be fluent in English
• Knowledge of French and Kinyarwanda languages is an added value.
• Demonstrated knowledge of synthesizing information and presentation, knowledge ofevaluation designs in HIV programs.
• Previous experience in supporting Ministries of Health in quality assurance/ improvementinitiatives.
• Demonstrated knowledge in HIV/AIDS is highly encouraged
• Knowledge of SPSS, STATA, Excel, Access, Epi info and spreadsheet applications.
• Demonstrated ability to apply evaluation data into clinical activities.

Other Skills:

• Understanding of the challenges related to care and treatment delivery in the localcontext.

Technical Advisor II: Quality Improvement and Human Resources for Health Technical Advisor

The Global Health Fellows Program II (GHFP-II) is seeking a Quality Improvement and Human Resources for Health Technical Advisor (GHFP-II-P2-093) to work within the Office of Health Systems in the Bureau for Global health. Assignment: Two year fellowship. GHFP-II is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs.

The Quality Improvement and Human Resources for Health Technical Advisor (Technical Advisor) will support the Office of Health Systems in the areas of modern quality improvement, health service delivery and human resources for health. The Technical Advisor will also support the Office’s broader mandate to strengthen the health systems of USAID-assisted countries, with a focus on improving health outcomes in the Agency’s priority services. From the perspective of the WHO health systems model, the work of this Advisor will concentrate on the service and human resources building blocks.

ROLES AND RESPONSIBILITIES: Serving as advisor to the ASSIST project Agreement Officer’s Representative; Supporting the administration of the ASSIST cooperative agreement; Providing technical and administrative support to the Health Care Improvement (HCI) Project; Providing technical advice to the Office of Health Systems on issues related to the human resources for health, service delivery and quality improvement; Providing USAID missions and other operational units (such as regional offices) with technical assistance in human resources for health, health care quality improvement, and health systems strengthening, including participation in country health systems assessments; Participating in one or more of the Global Health Bureau country support teams as the health systems strengthening expert; Supporting the GH Bureau and Office of Health Systems design teams by: participating in strategy development with program design teams in GH priority areas to help improve the appropriate health system content and approaches; Providing technical advice to USAID colleagues and the global health community in QI and HR issues. These activities may include proactively developing opportunities to address these needs; identifying critical new advances in these fields; and developing approaches to share appropriately; Identifying constraints that keep developing country health systems and/or USAID-supported activities from having the desired health impact.

Roles and Responsibilities:

URC is seeking energetic, progressive individuals to fill the 19 positions of District Improvement Coordinators in 19 Districts of 5 States (Punjab, Himachal Pradesh, Uttarakhand, Haryana and Delhi) These positions will serve as the technical lead in quality improvement at the district level and provide necessary support and overall guidance for project activities aimed at fulfilling the R-MNCH+A strategy in India

Key responsibilities:

Provide technical leadership to the implementation of USAID funded ASSIST Project at the district level Maintain excellent coordination with the District Health Officials, State lead partner and other stakeholders. Assist with the selection of health facilities, communities and prioritization of quality improvement interventions at the district level Lead the establishment of quality improvement teams at the health facility and community levels Organize and facilitate learning sessions for the quality improvement teams Pay regular coaching visits to the health facilities and communities Actively participate in data collection from the sites where ASSIST project is implemented Support the development of district level improvement plan for the role out of R-MNCH+ A Strategy Assist with the improvement of bottom up and top down communications Build capacity of front line health providers both in private and public practice in quality improvement Provide timely reports to the State Improvement Coordinator and ASSIST main office in Delhi Manage project staff at the district level Ensure efficient functions of administrative and financial processes and maintain adequate internal controls Provide timely administrative and financial report to the appropriate person assigned by the Chief of Party/DCOP Any other duty assigned by COP/DCOP

Minimum Qualifications:Have MBBS degree from a recognized University. MD or equivalent preferred. 3-5 years experience providing technical support to national, state or district level health projects Technical expertise in areas such as Quality Improvement, Reproductive, Maternal, Newborn, Child and Adolescent health
Excellent coaching, facilitation and team playing skills Required to have strong interpersonal, oral and written communication and presentations skills in Hindi and English. Ability to engage effectively with a range of different stakeholder groups, including clients/donors, public/private sector officials, and partners, as evidenced past professional responsibilities. Ability to travel within the district, between districts and states (>50% of time) Experience with USAID structure and regulations a plus Some experience with management of finances and logistics
