Objective of the ProgrammeDAI is currently bidding for a DFID funded programme to develop, design and implement its Kenya Improved Community Security (KICS) Programme. The programme will result in increased security for Kenyan men and women and build greater capacity to manage disputes at community level.

Scope of WorkThe Grants and Procurement Manager will be an integral part of the Implementation Team, working in close conjunction with the Finance and Operations Manager to provide robust grants management and ensure objectives are delivered according to the work plan.

Duties and Responsibilities • Establish robust and transparent grants and procurement procedures in line with DFID guidelines; including the development of a Grants Manual and other tools as required• Carry out due diligence assessments on potential grantees• Provide advice and guidance to grantees on the design and funding of their programmes• Ensure proper negotiation of the terms and conditions for sub-grants• Support the analysis and evaluation of grant applications, proposals and awards to ensure adherence to grants management policies.• Support the on-going assessment of performance delivery of grantees against project objectives• Review and analyze budget estimates for allowability, allocability, reasonableness, and consistency.• Work closely with the Finance and Operations Manager, maintain an accurate database of information on all financial transactions and disbursements records of the grants managed by DAI;• Work with Finance and Operations Manager in monitoring grantee compliance with financial management and reporting obligations and facilitating timely disbursements• Maintain TAMIS and other procurement and grants management records as appropriate• Liaise closely with grantees to ensure understanding of and compliance with the grants management manual and procedures• Train and coach grantees to enhance their capacity in relevant areas• Guide grantees in implementing their proposals according to KICS Partner guidelines• Undertake scheduled and “spot-check” field visits to grantees and sub-contractors as required• Contribute specialised input to the DAI quarterly consolidated report • Provide other support to the DAI team effort as requested by Team Leader

Qualifications • 5 years demonstrated experience in grants design and administration.
• Prior background in grants award and grants management as well as prior experience in the award and administration of subcontracts• Working knowledge of DFID Contract Management and Grants Management policies and procedures required• Excellent communication skills and fluency in written and spoken English

ACF-UK is currently recruiting an experienced consultant for the external evaluation of ACF’s Livelihoods for Improved Nutrition in Zimbabwe. The start date of the evaluation is intended for the 24th October 2012 and it will last for 21 days.
