United States of America: Project Director - Impact Assessment

POSITION SUMMARY:

The Project Director (PD) will provide day-to-day leadership of a project to implement population-based HIV Impact Assessments in 15-20 countries with generalized or mixed HIV epidemics. The goal of the Project is to strengthen the monitoring of impact and outcomes to more comprehensively inform national responses to HIV.

The position requires a high level of technical, analytical, and managerial abilities, as well as demonstrated experience and sound judgment.

This position is contingent upon project award and funding.

MAJOR ACCOUNTABILITIES:

The PD is expected to provide vision, direction, leadership, and management to ensure the strategic, programmatic, technical, and financial integrity of the program. The PD will guide overall program administration, technical implementation, and fiscal management and will be the primary point of contact with the funder in-country, local government counterparts, and partner institutions.

The PD will assume the following responsibilities:

  • Work with project staff to ensure effective implementation and coordination of project activities and monitor progress toward the achievement of project goals and objectives
  • Harness human, material, and financial resources appropriate for the project
  • Oversee the development and tracking of project budgets
  • Participate in planning meetings with CDC
  • Supervise and manage the central project team, and provide oversight to country teams of highly qualified staff, aligning their efforts with project goals
  • Oversee all activities, outputs, and outcomes related to project management and administration, including reporting, financial transactions, execution of project plans, and project performance monitoring and evaluation
  • Provide technical leadership in the design, analysis, and synthesis of impact assessments
  • Assure the quality of HIV impact assessments
  • Assure the sustainability of interventions, particularly in the area of capacity building
  • Advise country counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control
  • Represent the project in all matters pertaining to the execution of program-related activities before local governments, CDC, and other partners, including interactions with the most senior level representatives of these institutions
  • Cultivate strategic relationships and alliances with the other USG partners and funders, including private sector partnerships
  • Serve as the primary advocate for the project with national/international partners
  • Present progress, achievements, and lessons learned to key stakeholders, including CDC, the government, and other implementing partners
  • Increase the visibility of the project through representation at high-level visits with the CDC

EDUCATION:

  • Advanced degree in demography, public health, economics, sociology, or related health, medical, or social science discipline; master’s degree at minimum, doctoral-level degree preferable

EXPERIENCE, SKILLS AND MINIMUM QUALIFICATIONS:

  • At least twelve (12) years of experience in the management of large-scale international health or development projects, with proven capacity in building and managing a diverse team of technical and support staff
  • At least ten (10) years of experience in managing or implementing population-based surveys in developing countries (this 10 years of experience can be concurrent with the previous requirement of 12 years of experience in the management of large-scale international health or development projects)
  • Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
  • Demonstrated competence in the analysis of population-based and/or facility-based data preferable
  • Demonstrated competence working within CDC or similar regulations and procedures
  • Proven experience in establishing working relationships and collaborating with USG, other bilateral and/or multilateral donor agencies, and with host-country governments
  • Fluent English oral and written communication skills; ability to interact professionally in English
  • Fluency in French preferable

· Collect, analyze, and interpret public health-related data, policies, and reports

· Apply principles of evidence-based public health, disease surveillance, medical terminology, and biostatistics to datasets

· Translate data analysis results from large datasets into actionable information and develop comprehensive and population-based approaches to healthcare delivery and health improvement for country beneficiaries

· Work as an experienced team or project member and provide analytical expertise for specific assessments or more complex individual epidemiologic analyses

· Develop and design methods of collecting, analyzing, and disseminating data and apply knowledge of program processes and methods for prevention, intervention, and control of HIV

· Provide technical leadership, direction and support to all country-based project teams implementing the impact assessments

· Serve as the technical link with/liaison to CDC and other collaborating partners to generate work plans, corresponding budgets, training programs, evaluation plans, and content for meetings, workshops and conferences

· Support activities to build local technical capacity in the design and implementation of population-based surveys

· Lead and/or assist the Project Director, CDC staff, and local collaborators in the generation and presentation of project reports, publications and presentations

EDUCATION:

· Requires an advanced degree in public health, with a specialization in epidemiology

EXPERIENCE, SKILLS AND MINIMUM QUALIFICATIONS:

· Minimum of eight (8) years of experience working on international public health projects either in the headquarters of an international organization or in resource-limited settings in the field

· Minimum of five (5) years of experience in the design, delivery and evaluation of programs for population-based impact assessments

· Knowledge of research design, demonstration, and evaluation concepts and methodologies; of statistical concepts and methods and their application to research analysis; of standard and appropriate research sources and texts; and of measurement, testing and evaluation procedures

· Knowledge of computer software programs, including SAS, MS Access, Excel, and Power Point

· Strong knowledge of SAS and MS Access preferred

· Knowledge of current social, economic, and public health issues related to STD and HIV/AIDS

· Ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; to conduct effective presentations; to interpret departmental policies and procedures, grants, legislation, and regulations relating to research activities; to prepare concise reports; and to supervise the work of others

· Excellent communication, writing and quantitative skills, including the development of measurable objectives, operational plans, and measurable indicators/targets for public health programs and projects

· Proven ability to effectively train and build capacity of local/country partners

· Demonstrated experience establishing, growing and maintaining effective working relationships with donors, implementing partners and other stakeholders

Reporting to the Project Director, the Survey Statistician will help design and implement complex surveys, leading the sampling design and statistical analysis for population-based HIV Impact Assessments in 15-20 countries with generalized or mixed HIV epidemics. The goal of the project is to strengthen the monitoring of impact and outcomes to more comprehensively inform national responses to HIV.

MAJOR ACCOUNTABILITIES:

· Develop and oversee sampling design and stratification for population-based surveys

· Calculate weights and sampling errors for large and complex population-based surveys

· Define the appropriate sample frame and direct sample size and power calculations for complex sample surveys

· Collaborate on the design and implementation of the sampling and weighting plans for complex survey population-based surveys, and the analysis of survey data

· Direct nonresponse bias analysis and adjustments for missing data, including both unit and item nonresponse

· Develop and apply variance estimation methodology appropriate for complex sample surveys

· Monitor large scale survey operations for quality assurance and efficiency

· Develop descriptions of sampling and weighting plans that are suitable for project reports

· Support activities to build local, including providing mentoring and training in sampling frame construction, sample design, sample size calculations, stratification, sample selection and weighting to local implementing partners

· Prepare descriptions of sampling procedures for project reports

Education:

· PhD in statistics or related field, with a focus on research methods

Experience, Skills & Minimum Required Qualifications:

  • Minimum eight (8) years of experience in statistical research within the field of international public health
  • Minimum five (5) years of experience in the design, implementation and evaluation of population-based surveys
  • Expertise in survey statistics, as evidenced by supporting publications, presentations, and other accomplishments.
  • Demonstrated ability and experience in conducting and coordinating household surveys, data analysis and training professional statisticians

The SDF Secretariat engaged short term experts (STE) from November 2013 to February 2014 to assist the RDA and HWA in developing their proposals. The two projects are infrastructure in nature and therefore likely to generate negative environmental and social impacts, which may compromise the anticipated benefits of the project. The SDF therefore seek the services of Somaliland National to assist the Senior STE to conduct Environmental and Social Assessment and develop detailed mitigations plans (including activities) in consultation with the SDF Secretariat and the Project Management Team (PMT).

Required Qualifications/Skills

· Master’s Degree or equivalent in Civil, Environmental, Water Engineering and Social Sciences;

· Demonstrated excellent command of spoken and written English. Fluency in Somali language is mandatory;

· Understanding of Somaliland social dynamics;

· Excellent interpersonal and diplomatic skills.

General professional experience

· Minimum of 8 years' experience working at a senior level implementing development projects in Somaliland.

· Demonstrated experience with public or non - profit sector clients; and

Bangladesh: International Qualitative Impact Evaluation Specialist for Impact Evaluation of ADB-Supported Interventions in Bangladesh's Secondary Education Sector

Objective and Purpose of Assignment:

Scope of Work:

In Africa, HelpAge has a network of 33 Partner organizations and affiliates.The Africa Platform for Social Protection (APSP) was established in 2008 consisting of a group of national and regional organizations from across the African continent responding to the growing demand for “voice” and more active engagement of African civil society in shaping social protection policies, programmes, and practices. The mission is to create partnerships with Civil Society and other organizations to engage with Governments, Regional and Continental Bodies and International Development Agencies (IDAs) to develop and implement innovative Social Protection policies, strategies and programmes in order to make a difference in people’s lives in Africa, the vision is an African continent free from poverty and vulnerability.The Coalition on Children Affected by HIV/AIDS (The Coalition) is an independent collaborative entity composed of private or public funders and re-granting organizations, from both the North and the South, that provide grants to improve the lives of young children living in the context of HIV/AIDS. The Coalition is supported by a wider network of technical experts and civil society groups who work on children’s issues.

4.0 Building Linkages: Social Protection, Poverty and HIV&AIDSThis programme seeks to build links between risks and vulnerabilities caused by HIV and AIDS and to demonstrate the effectiveness of social protection measures in realizing the rights of vulnerable people to achieving universal access in HIV and AIDS prevention, care and support, and treatment. These measures include livelihoods support, cash transfer programmes and universal pensions and other grants. Social protection provides access to resources to meet basic needs and HIV and AIDS and health services and prevents the transmission of intergenerational poverty often affecting older people and children. This contributes to countries’ efforts towards achieving the Millennium Development Goals (MDGs) and their own national development targets.

The expected results will be achieved through combined approaches linking grassroots service delivery to vulnerable groups with national and regional policy influencing processes. It will build the capacity of civil society organizations (CSOs) to effectively engage in social protection policy dialogue and in the design and implementation of social protection programmes. In addition the programme will focus on building evidence for effective policy action, promoting networking and learning among civil society, government, and research and academic institutions. A seminal research study is being undertaken by the University of London in collaboration with Stellenbosch University to research the effects of community based programming on the situation of children affected by AIDS.

The project has four result areas:

  1. Universal access to HIV and AIDS services and Social Protection Mechanisms for Vulnerable groups is increased

  2. Regional and National level HIV&AIDS and SP policies and related [policies] plans and budgets increasingly incorporate measures which address the needs of vulnerable groups.

  3. Increased participation of Civil Society organisations in the formulation, implementation and monitoring of National and Regional HIV and AIDS and Social Protection policies and strategies

  4. Evidence on effective action contributing to the achievement of universal HIV&AIDS and SP services gathered, documented and shared and acted on among CSOs, Governments and other stake holders

The programme has reached two thirds of its implementation period and an agreed Mid- term review will therefore take place between January to March 2013.

  1. The purpose of the Midterm evaluationThe purpose of the midterm evaluation is to assess the effects of the project on the target population and policies and analyse the project’s contribution towards the set objectives in relation to the changing political, economic, social scenarios. The midterm evaluation report will be used in guiding the remaining implementation period as well as the development of future programming.

The main objectives and scope of the midterm evaluation are to: a) Assess the extent to which the methods and approaches employed in the programme are effectively guiding us to achieving the results and overall objective and make recommendations accordingly(including recommendations for what a possible two-year extension would benefit from, in terms of achievement of results and impact)b) Assess effectiveness of the ‘nesting approach’ in grants administration, building synergies and enhancing learning(Including how the nesting approach has benefited or added value to the overall project and its goals.Any suggestions for possible improvements)

c) Establish how issues of human rights, older persons, gender, persons with disabilities and children are being addressed by the project and effects of the project on these populations.d) Assess the extent to which the project contributes to Sida Strategy for HIV in Africa(including any ways in which this could be enhanced/increased in future)e) Identify emerging good practices or models in the project that can be documented and showcased for possible scale up and replication.f) Assess the value for money principle in ensuring that grant is maximised to improve the quality of life of vulnerable populations (Children, People with disability, older people and their households).

The International Potato Center (CIP) is seeking an economist/agricultural economist with excellent analytic and personal skills and with experience in technology adoption studies, economic analysis of production systems, impact assessment and policy-related economic research.

The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America. CIP is a member of the CGIAR Consortium. CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by the 15 research centers who are members of the CGIAR Consortium in collaboration with hundreds of partner organizations.

The Position: it will be based in Kampala, Uganda or Nairobi, Kenya. Linked to both the Social and Health Sciences Global Program and the Sub-Saharan Africa Regional Programs, the scientist will be engaged in four major tasks: first, the design, analysis and write-up of baseline, endline and impact assessment studies for major sweetpotato and potato projects in collaboration with other CIP scientists; second, participation in major regional and strategic country level planning and policy-related economic research efforts concerning agriculture and nutrition to ensure that the potential of sweetpotato and potato is fully captured by policy makers in the planning process and integrated into national agricultural survey efforts; third, engagement in ex-ante studies and project designs to ensure that socio-economic aspects are fully captured, and fourth, the development of improved methods for impact targeting, needs/opportunities assessment and impact evaluation; including identifying impact indicators and methodologies for measuring and monitoring these indicators. The scientist should be committed to using research for development in a complex cooperative environment of research and development partners, and will be required to travel extensively within sub-Saharan Africa, with occasional travel to other regions of the world.

The successful candidate will have:• PhD in Agricultural Economics or Economics or relevant applied economics discipline; • At least two years’ research experience in the design and implementation of baseline surveys, sampling design, adoption studies, impact evaluation, economic analysis of production systems and/or policy related economic research;• Proven skills in applying econometric and quantitative approaches;• Exposure to participatory approaches and qualitative data collection and analysis desirable• Demonstrated success in working within inter-disciplinary teams and partnerships for research implementation; • Experience as a team member in collaborative, multi-disciplinary proposal writing• A good publication record consistent with years of post-doctoral experience;• Experience with household surveys and value chain analysis; • Prior working experience in Africa; • Excellent social skills and a collaborative style;• Proactive, innovative and creative attitudes;• Willingness to travel extensively within the region; • Excellent written and verbal communication skills in English are required. Good working knowledge of Portuguese or French is preferred. Evidence of interest and ability to learn a foreign language is requisite.

Conditions: The employment contract will be for a three-year term with the possibility of renewal. The salary will be internationally competitive, paid in US dollars, and commensurate with experience.
