BACKGROUND

The Monitoring and Evaluation Adviser (M&E Adviser)) provides leadership to the development of methodologies as well as capacity development and thematic evaluations in support of the implementation of monitoring and evaluation principles and practices to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of the Region. S/He works in close collaboration with Country Offices, the Independent Evaluation Office or any HQ unit with the authority for measuring compliance with technical norms, standards, rules and regulations and maintains close links with both the Technical and Programme divisions.

The adviser will work within an integrated, coordinated and systems strengthening approach, which is fundamental to the Regional Office and UNFPA’s overall strategy. The primary roles of the M & E Adviser are:

• Strategic Results Support• Capacity Development• Evidence and knowledge development and dissemination• Quality assurance on evaluation

ORGANIZATIONAL SETTING

The Monitoring and Evaluation Adviser reports to the Regional Director. S/He provides overall technical support for monitoring and evaluation across the full range of the work of the Regional Office. In addition, the Adviser provides M & E guidance to all work overseen by the Regional Office, including the technical, operational and programme (TOP) assistance system.

DUTIES AND RESPONSIBILITIES:

A. Strategic Results Support

• Contribute to the development of regional substantive/technical methodology and tools for monitoring and evaluation, in concert with HQ development of monitoring and evaluation policies, norms, standards, and guidance as well as oversight compliance of same;• Contribute to the formulation of the Regional Programme, OMPs and AWPs drawing upon the analysis and evaluation of interventions in the regions, and lessons from country programmes;• Provide support for monitoring and evaluation of the regional and country programmes in the region, in collaboration with the CO, the ROs, DOS (or any HQ unit with the authority for measuring compliance with technical norms, standards, rules and regulations), the Programme and Technical Divisions;• Contribute to the development of frameworks, methodologies and databases for monitoring ICPD MDG and other national development frameworks;• Ensure the RO’s participation in multi-agency/donor and inter-governmental evaluations of complex programmes and cross-cutting themes, especially as these relate to PRSPs, SWAps, JAS, etc.; • Support the development and utilization of programme indicators and indicator databases• Work in collaboration with RO advisers and regional programme advisers in the formulation and implementation of oversight plan of regional programme funded initiatives;• Ensure results-based monitoring and evaluation plan developed, implemented, and results acted upon within the COs, and RO; and• Ensure the use of results-based indicators, facilitate and support data collection and analysis for evaluation.

B. Capacity Development

• Identify innovative evaluation methodologies and promote their incorporation into UNFPA operations;• Contribute to the development and adaptation of tools and guidance as well as training materials and manuals in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff in the region;• Contribute to monitoring and analysis of reports on humanitarian, economic, political and social factors in development and management of population and development programmes;• Contribute to identify and validate regional monitoring and evaluation experts and institutions for the Fund’s regional and international rosters;• Help build capacity of ROs and COs in the adoption and use of RBM techniques and tools;• Provide support to country office staff and consultants in organization of evaluations• Support, promote and nurture an evaluation culture within the Regional Office and the region;• Coach junior professional staff and associates, direct expert consultants and facilitate working groups and task teams in order to provide support to programme managers, implementers on monitoring and evaluation.

C. Evidence and knowledge development and dissemination

• Contribute to the analysis, synthesis and dissemination of state-of-the-art knowledge and new approaches to monitoring and evaluation practice, in particular best practices, and make recommendations for their adoption at regional and sub-regional levels;• Substantively contribute to the identification, documentation and dissemination of best practices / lessons learned;• Support the office of the Director in ensuring the incorporation of evaluation results and lessons learned in the updating of specific substantive strategies, policies, tools and approaches, and ensure their availability in the organizational system for lessons learned;• Monitor, analyze, evaluate and synthesize results of regional and country programme interventions in the regional and regional levels;• Monitor, analyze and evaluate national evaluation reports, synthesize evaluation findings and identify and disseminate lessons learned in monitoring and evaluation to improve the effectiveness and efficiency of the work of the Office and of the region;
• Contribute to HQ initiatives on results-based programme management by ensuring integration of lessons learned from evaluation;• Co-ordinate with other UN regional evaluation units and professional evaluation bodies for thematic evaluations and other evaluation activities at the country and regional levels; and

D. Quality assurance on evaluation

• Advise on the validity of the monitoring and evaluation of regional strategies and approaches;• Develop and support a substantive quality assurance framework for the work of the Regional Office and assist/advise country offices in implementation of such framework;• Ensure that evaluations meet high professional principles, norms and standards in line with UNFPA Evaluation Policy and UN Evaluation Group;• Conduct a quality assessment review of the draft final evaluation reports of country programme evaluations managed by country offices (using the EQA grid of the Independent Evaluation Office)• Analyze and assess how findings of reviews, assessments and other studies related to UNFPA’s areas of work are analyzed, disseminated and taken into account in ongoing strategic planning and programme development;• Carries out any other duties as may be required by the Regional Director.

QUALIFICATIONS:

• Advanced degree (preferably Ph. D.) in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other field directly related to monitoring and evaluation. The graduate or postgraduate degree should preferably include credits in the principles and practice of monitoring and evaluation.• 10 years of increasingly responsible professional experience, of which five years at the international level, and of which five years in evaluation of development, health and/or social programmes; include periodic updating of technical skills;• Recognized expertise in monitoring and evaluation;• Strong track record of innovative leadership in managing evaluations, and proven ability to produce demonstrable results;• Strong verbal and communications skills in French and English, and in the relevant UN working language in the region;• Extensive network within the academic and development community;• Field experience is a strong asset.

Organizational Setting

Under the direct supervision of the UNFPA Representative, the Deputy Representative plays the leading role in the formulation and delivery of the UNFPA country programme and is responsible for the day-to-day operations of the Country Office. Deputy Representative posts at this level are typically found in country offices categorized as having (1) a highly complex operating environment, (2) important programme/political partnership engagement and/or (3) regional representation. The Deputy Representative will also supervise Country Office staff as assigned by the Representative.

Job Purpose

In close collaboration with the UNFPA Representative, the UNFPA Deputy Representative plays a leading role in strengthening the Country’s capacity to implement the ICPD Programme of Action within the context of its national development efforts for the achievement of the MDGs, thus ensuring national ownership. S/He is primarily responsible for the formulation and delivery of the UNFPA Country programme, projecting the programme of the organization, promoting at the national level the goals of the programme and ensuring the integration of issues of population, sexual and reproductive health, and gender in the broader development agenda. The Deputy Representative plays a leadership role also within the UNFPA country team, providing an example of creative programme development and sharing knowledge and insights with staff to facilitate broad country programme management. Key activities include:

• Programme Leadership • National Capacity Development• Partnerships and Advocacy• Resource Management

The Deputy Representative serves as OIC in absence of the UNFPA Representative; s/he serves on the Country Management Team, with the OM or other senior staff in operations management.

Major Activities/Expected Results

A. Programme Leadership – Ensures quality development and delivery of integrated technical and programmatic support that meets country needs and achieve the ICPD goals and MDGs:

• Assess and address implications of national trends on UNFPA work in the country;• Consult with Government, civil society and other relevant stakeholders on national priorities;• Recommend areas of assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies in the context of the formulation, implementation and monitoring of UNFPA supported Country Programme; • Provide inputs to the RO based on country specificities for the development of the global/regional strategic plan; • Assess additional resource requirements for the Country Programme;• Ensure continuous feedback to the RO on programme, technical and operational policy, regulations, procedures etc. as well as lessons learned and import new modalities or directions in thinking into the country office;• Develop and manage the Country Programme in line with the strategic plan, liaising with the RO technical and programme teams;• Implement UNFPA guidelines, policies, standards, tools and systems at the CO level;• Oversee and direct technical assistance to partners and stakeholders in the country;• Catalyze the expansion of the range of UNFPA deliverables and originate new project portfolios in UNFPA’s mandate area; develop new programme options and project models in substantive areas; • Devolve authority for portfolio management to project and national staff facilitating capacity building and guide programme implementation with solid, substantive oversight and effective programme representation;• Establish quality standards for project development and delivery, in consultation with the Monitoring and Evaluation Advisor assigned to support the RO; • Prepare programme and financial progress reports and feedback to donors;• Take the lead in promoting knowledge sharing with the country operations, with partners and with the Regional offices; and• Depending on the country of assignment, high priority may be placed on the formulation and execution of responses to the HIV/AIDS pandemic and humanitarian emergencies.

B. National Capacity Development:

• Implement strategy for capacity building at the country level, within the context of the global strategy;• Create an enabling environment for the implementation of the ICPD agenda;• Provide technical, material, financial and political support to strengthen national capacity on thematic programmes; and• Create/improve national capacities to monitor, evaluate and learn from capacity development initiatives.

C. Partnerships and Advocacy – Enhances the capacity of the country office to build reliable and sustainable partnerships and advocate effectively:

• Advocate for ICPD agenda with national institutions and other UN agencies represented at the national level;• Promote South-South cooperation for the achievement of ICPD goals;• Pursue innovative ways to maintain and create new partnerships; • Maintain a continuous flow of information with government and donors; • Advocate for organizational goals in population and development, sexual and reproductive health, and gender with national counterparts and within the United Nations system as part of coordinated development activities demonstrating empathy with national perspectives and the capacity to align organizational goals with national priorities;• Participate in the UN Common Country Assessment and the UN Development Assistance Framework exercises in the country as part of broader UN Reform initiatives; and• Participate in the sector-wide approach (SWAP) activities in the health sector as appropriate.

D. Resources Management – Ensures the efficient and effective delivery of day-to-day management support to country operations:

• Support the UNFPA Representative in overall accountability for the management and work of the Country Office;• Participate in the formulation of the annual work plans and monitor their day-to-day implementation through consultations, correspondence and field visits; • Propose and secure annual allocations for the country programme, and ensure the efficient and effective use of such resources in compliance with UNFPA financial rules, regulations, and procedures;• Assist in the formulation and implementation of a resource mobilization strategy for the country, and mobilize, in coordination with IERD and the RO, additional financial resources for the country; • Support the Representative in the management of human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rule and procedures; • Supervise international and national programme staff, providing them with managerial direction and motivation; • Participate directly in achieving staff accountability, learning and career management within the office;• Develop and guide an integrated and systems approach to the work of the Country Office;• Communicate standards of performance, and assign responsibilities for achieving results according to the Country Office OMP and the PAD system;• Establish and maintain a harmonious working environment; seek to strengthen team-building by encouraging active participation and interaction at all levels; foster staff motivation, development and empowerment; and lead by example; Coordinate the provision of administrative services with service providers;• Provide counseling and support to JPOs on work, training and career issues and advise managers on all aspects of the JPO programme; and• Develop and manage UNFPA’s internship and young professional programme.• Advise on and support the establishment of a CO security strategy and plan in line with UN procedures and requirements; and• Ensure an ethics-based approach to management of all human and financial resources.

E. Performs other job related duties as assigned by the UNFPA Representative or Regional Management Team required to ensure the success of the country programme.
