Sierra Leone: Nutrition Specialist, P-3, Freetown, Sierra Leone

Purpose of the Position:

Under the general guidance of the Nutrition Manager, you will support the development, planning, implementation, monitoring and evaluation of UNICEF programme of cooperation in nutrition in Sierra Leone, which aims to improve nutrition programmes and strategies, thereby leading to a reduction of malnutrition among children and women.
Key Expected Results:

  1. Participates in the formulation and development of programme goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors activities in maternal and child Nutrition as part of an integrated child survival and development approach. Prepares the maternal and child Nutrition component of the Annual Workplan of the Child Survival and Development.
  2. Participates with UNICEF/government/and other partners in the development of strategies, methodologies and identification of new approaches for improving maternal and child Nutrition, with emphasis on programme communication at community and household levels.
  3. Provides technical assistance for policy development and strategy formulation and implementation in the area of maternal and child nutrition that reflect child survival and development priorities.
  4. Ensures the preparation of the maternal and child Nutrition component of the Situation Analysis and its periodic update clearly identifying programme results. Prepares input of the Nutrition component to the Country Programme related documents, (e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS)), for assigned programmes/projects.
  5. Assists government authorities and partners in planning and organizing training programmes for the purpose of capacity building of service providers, at national and district levels, to deliver nutrition services for children under five years and women of child bearing age, including HIV/AIDS affected children.
  6. Coordinates activities and exchanges information/ideas with the other components of the Child Survival and Development programme and with the other programmes, to improve maternal and child Nutrition monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
  7. Undertakes field visits, and surveys in order to monitor and evaluate project implementation and impact. Identifies problems and proposes remedial actions. Identifies alternative courses of action to accelerate/improve programme delivery.
  8. Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Ensures proper utilization of funds disbursed and accountability and those activities are within established plans of action, and the programme budget allotments. Certifies disbursements of funds, monitors and submits financial status reports to the Nutrition Manager or other Senior Programme Officers, as required.
  9. Contributes to the mobilization of resources for nutrition activities and participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc. Supports nutrition cluster leadership in case of emergency.
    Qualifications of Successful Candidate
  10. Advanced university degree in Nutrition, Public Health, Social Sciences, or related technical field.*
  11. Five years of relevant work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
  12. Fluency in English and another UN language. Knowledge of the local working language of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Purpose of the Position:

Under the general guidance of the Deputy Representative, responsible for the design, management, execution, monitoring and evaluation of a behaviour change and social mobilization strategy in support of the country programme in Sierra Leone.

The 2015-2019 Country Programme will have a strong focus on Community-Centred Capacity Building. The Communication for Development Manager leads UNICEF`s overarching strategy to ensure active and effective engagement of communities into programme planning, implementation and monitoring to foster community development.

Key Expected Results:

  1. In collaboration with UNICEF and government programme officers (including local councils), designs and manages/facilitates the implementation of communication plans of action aiming at: (a) behaviour development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) Coordinate the different community based activities by programme sections in a unified Community-Centred Capacity Development approach ensuring increased community participation and ownership in development programmes.

  2. Develops partnerships with religious groups, traditional leaders, teachers, mother`s groups and other organized groups in the community, as well as civil society organizations, and actively engage them in the implementation of the country programme.

  3. Develops training materials and activities to build capacity in participatory & behaviour communication at various government levels in support of programme sustainability.

  4. Monitors and evaluates activities on the basis of applied communication research and frequent visits to project sites. Disseminates communication research finds, ensures exchanges of experience and new methods to government officials, programme staff and other UNICEF partners.

  5. In collaboration with partners, organizes/manages the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behaviour change, where necessary.

  6. Provides technical support to government counterparts in the development and appropriate use of communication for social development, aimed at both individual behaviour change and collective actions.

  7. Coordinates development of the work plans for the unit and ensures objectives and targets are achieved. Supervises staff, identifies training needs and provides on-the-job training and supports fund raising.

Qualifications of Successful Candidate:

  • Advanced university degree in the social/behavoural sciences, (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.*

  • Eight years of relevant work experience in the planning and management of social development programmes, including four years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.

  • Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset.

Purpose of the Position:

As the head of operations of a medium-sized office, the incumbent will be accountable for management of cost effective, efficient and secure operations, in support of management, administration and implementation of the country programmes, consistent with operations of all other country offices in the Region in accordance with strategy, plans and decisions made by Regional Management Team and Country Programme Management Teams.

  1. Partnership, Coordination and CollaborationMaintains government counterpart relations; resolves issues pertaining to conditions of service, operational facilities and privileges within the context of the Basic Cooperation Agreement; Ensures adherence to financial regulations and rules pertaining to Cash Assistance to Government (CAG).

Cooperates and coordinates with other UN agency counterparts in the UN reform initiatives (including HACT capacity building of IPs, common services and premises agenda, etc.).

Advises Head of Office on finance, human resource and administrative matters providing guidance on all operational submissions for the approval of the Regional Director; briefs office staff on financial, human resource and administrative policies and procedures providing authoritative advice; provides technical guidance and oversight to junior Operations staff in country offices and swiftly resolves operational issues.

Coordinates/liaises with the HQ Divisions to support policy formulation in the area of operations; advises on the applicability of new policy directives to regional operations. Makes substantive recommendations on the improvement of systems and internal controls, planning and restructuring and resolution of sensitive issues and problems, taking into account the prevailing conditions in the locality.

Establishes and maintains all consultative and management committees (e.g. APC, JCP, JCC, CRC, PSB, TRT, PBR and Training); Organizes and trains committees in compliance with the guidelines.

Collaborates with senior Programme Officers and country office staff providing creative problem solving in support of programming activities while maintaining sound internal operational controls.

Represents the office in meetings with local banks and administrative suppliers; negotiates locally issued contracts as well as in meetings with other UN Agencies to coordinate operational matters and activities, including harmonization of the UN common system.

Represents UNICEF in the local salary survey committee and fully participates in all processes of the salary survey review and administration to ensure the methodology is applied correctly throughout.

Coordinates promptly with the Regional Office, the Head of Office, Programme Officers and other staff in the country office for security-related issues and emergency operations. Provides operational support to emergency preparedness and emergencies. Informs and updates all staff members in the country office on security related issues and emergency operations.

Qualifications of Successful Candidate:

Advanced university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s). Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree.

Minimum of eight (8) years of relevant experience at the national and international levels in office management, finance, budget, accounting, ICT, human resources, supply or administration.

Previous hands on experience in a supervisory/managerial capacity is required.

Work experience in emergency duty station is an asset.

Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
