Organizational Setting:

The Regional Programme Specialist post is located in the Arab States Regional Office, Cairo, Egypt. The incumbent reports directly to the Deputy Regional Director (DRD) who provides overall direction and guidance in terms of the regional programme, partnership development and technical assistance modalities. Under the guidance and leadership of the DRD, the incumbent will coordinate and support day-to-day requirements of the Regional Programme, and work closely with the M&E adviser and other advisers and specialists in overseeing various components of the regional programme. He/she will also ensure that this support and guidance is provided to countries in an integrated, coordinated and timely manner.

Major Activities/Expected Results:

A. Programme Development and Implementation – Ensure the provision of integrated programme and technical support to Country Offices and Regional Programme:

• Assist the Regional Office in backstopping assigned countries and components of the regional programme by providing assistance and support in operations and programme to the country offices; monitor and follow up on all activities within the area of geographical/thematic responsibility in close consultation with programme Specialist/Adviser. Finalize queries, questionnaires and summarize reports related to the country offices in the area of geographical responsibility; • Prepare background papers/briefing documents for regional office management; conduct research on organizational thematic areas, areas of technical expertise, and other topical issues for the management of the regional office and programme; • Analyze and appraise incoming documents, draft statements, talking points, correspondence, and briefing notes on the programme and operational issues related to assigned operations; review documents to ensure quality and relevance to subject and themes; coordinate preparation of inputs to the annual and other reports; • Provide support to the overall office management, attend meetings and monitor the implementation of tasks delegated to the assigned country office; • Liaise between his/her Regional Desk Adviser and other offices of UNFPA and UN sister agencies to obtain relevant information and provides feedback and advice to the regional office management;• Monitor the effective and efficient use of core and non-core resources available to the region; assess and anticipate needs, and bottle-necks, provides analysis of expenditures / implementation rate to management; needs assessments and recommend necessary actions in light of evolving needs, gaps, funding shortfalls, and possible areas of duplication; advises on resource distribution targets;• Assist in preparation of regional events related to the area of geographical and thematic responsibility;• Track country office and other partner inputs and workplans in accordance with agreements made in the context of regional programme and country support; participate in field missions, when required; • Provide clarifications to the country offices or implementing agencies in regional programme on application of operational guidelines; and • Draft proposals and project reporting documents, contribute to the review of these, collate and provide feedback in accordance with recommendations.

B. Knowledge Management

• Support assigned Country Offices in the identification and documentation of lessons learned/best practices; and• Share knowledge and information and liaises with country offices to assist in development of programme interventions in all subject thematic areas.

Job Requirements:

• Advanced university degree or equivalent in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related field.• 5 years of increasingly responsible professional experience in developmental work • Substantive knowledge and practical experience in population, sexual and reproductive health, and gender programming• Field experience is a strong asset. • Strong communications and writing skills in English; working knowledge of Arabic and/or French is desirable.

Organizational Setting:

The post is located in the Arab States Regional Office, Cairo, Egypt. The Programme Specialist reports directly to the Deputy Regional Director (DRD) and works in close collaboration/coordination with the RH adviser and other programme specialists and advisers. The incumbent will coordinate technical and programme support functions in the Regional Office, be responsible for ensuring that this support and guidance in the area of SRH is provided to countries in an integrated and coordinated manner.

Major Activities/Expected Results:

A. Programme Development and Coordination:

• In collaboration with the SRH adviser, provide support and guidance to the Country Offices (COs) on promoting SRH within the framework of ICPD agenda and MDGs with special focus on MDG5;• Coordinate closely with the UNFPA COs and key stakeholders to strengthen programmes related to SRH, particularly in context of health systems strengthening, national capacity development and results-oriented planning and programming in SRH;• Work with COs on strengthening partnerships with government, local and international NGOs and UN agencies in the implementation of SRH programmes;• Participate in relevant meetings, follow up on action points and recommendations on such meetings in collaboration with colleagues from the regional office and country offices;• Identify and assist in developing new and innovative regional initiatives addressing the various SRH challenges in the Arab region;• Assist in identifying and assessing potential regional partners and ensuring effective partnerships in support of programmes;• Assist the SRH adviser and the Regional M & E adviser in development and review of evaluation methodologies and tools for the regional programme, as well as monitoring and evaluation activities that ensures results oriented SRH programmes.

B. Organizing Trainings and Workshops:

• In partnership with other colleagues, organize regional trainings and workshops on relevant SRH topics;• Assist SRH adviser in developing a strategy and plan for regional capacity building of COs and partners, particularly in light of new TA modalities and south-south cooperation.

C. Monitoring and Evaluation (M&E):

• Track and monitor the implementation of the SRH related activities in the regional programme and partners’ annual work plans;• Assist in monitoring utilization of earmarked funds and regional programme funds.

D. Coordination and strengthening partnerships:

• Strengthen capacities of partners especially in documenting good practices and lessons learned;• Maintain solid working relationships and share relevant information with UN agencies and other donors;• Provide advocacy for UNFPA’s efforts to advocate for SRH and promotion of ICPD agenda and MDG5;• Work closely with the Country Offices, TD, IERD and relevant partners for resource mobilization activities; • Assist COs in publicizing UNFPA’s work via press releases, articles, documentaries, TV interviews, radio etc.

E. Reporting:

• Work with SRH adviser on preparing regular quality analytical reports, including recommendations for actions;• Document and disseminate best practices and lessons learned in contribution to UNFPA knowledge base.

Job Requirements:

• Advanced university degree in public health or related social sciences;• 7 years of progressively responsible professional experience, including management experiences in RH programming or a related area, including at least three years of experiences at the international level.• Proven track record in RH, programme planning and management, or working with government and international organizations and INGOs;• Documentation, or participation in publishing, editing lessons learned and /or reflecting strategic Reproductive Health / Public Health issues is an asset;• Participation in national, regional, international networks and fora on reproductive health is an asset;• Ability and practical experiences to address strategic reproductive health issues like integration of SRH service in the basic health care services, human resource planning, budgeting and financing, logistics and accessibility;• Fluency in English is a requirement. Working knowledge of Arabic or French is an asset.
