Purpose of the position:

To provide technical support for AIMHealth Project reporting and documentation development, data collection & analysis, Monitoring & Evaluation, research, reporting, and project visibility aligned to the Results Based M&E framework as well as support to the program teams on program development

Key responsibilities

• Develop/ rollout and manage AIM Health Project M&E database aligned to the Results Bases M&E Framework.
• Provide technical support to national office and field program staff and partners on integration of the strategy standard indicators into ongoing or new programs/projects and during program development, research and needs assessments
• Develop/adapt and coordinate administration of monitoring tools to track project performance based on the results based monitoring and evaluation framework
• Compile progress and annual program reports for management purposes in line with the detail strategy implementation plan and Donor Guidelines.
• Train and build M&E capacity of project and program staff, beneficiaries and other stakeholders according to World Vision Uganda Strategy, DME framework and Donor Guidelines.
• Plan for and implement project planning and review meetings in line with the project detailed implementation plan/National Annual Operating Plan
• Build and foster relationships with Government of Uganda counterparts, non-governmental organizations, academic and research institution, and work with them to advance M&E methodology, in close coordination with the Project Manager
• Document best practices and success stories of AIMH Project

Knowledge, Skills and Abilities required

• Bachelors Degree in Social Sciences, Social Works and Social Administration, Development Studies or related development disciplines Or Statistics, Quantitative economics and related disciplines. Master’s degree is an added advantage.
• At least 5 years relevant experience with international organizations in research, monitoring and evaluation of, and reporting on complex (development) programs.
• Knowledge of and experience with a range of M&E tools and techniques, including ability to develop strategic plans and comprehensive effective systems for data collection, analysis and dissemination.
• Excellent command of MS Excel, and working knowledge of at least two statistical data management packages/softwares (quantitative & qualitative) e.g., SPSS, Nvivo/Nudist, Epi Info, STATA
• Ability to work with inter-disciplinary teams and a wide range of program/project activities.
• Strong writing and communication skills

JOB CONTEXT:

Brief overview of the Iraqi contextAfter the official end of war in 2003, the population of Iraq is still hit by a complex and potentially violent situation. Despite a general improvement of the environment since 2007, the political agenda for the coming period is relatively volatile. Tensions between communities, issues such as access to oil reserves are not yet solved and can create further violence. As civilians are the primary victims of security incidents, Iraqi people continue to live in a climate of fear and insecurity. In addition, decades of wars and economic sanctions have also left Iraq in chaos. The country’s infrastructure has been severely damaged; access to basic goods and services remains restricted in many parts of the country. In Kurdistan Regional Governorate, where HI mission is based, overall situation and living conditions are far better than in the rest of the country. Nevertheless, the environment still remains unpredictable.

Project overviewThe Multi-Stakeholder Initiative - Improving Access to Rehabilitation services (MSI) is a 4 year-project aiming at improving access to rehabilitation services for persons with disabilities (PwDs) in the three governorates of the Kurdistan Region (KRG). Launched in 2010, the project has been supporting three main stakeholders involved in access to services: authorities, service providers and users of the services (PwDsand their representative organizations). It focuses on involving them in joint actions while facilitating the emergence of a multi-stakeholder dynamic with strong coordination and consultancy mechanisms. Indeed, access to services can only be improved by effective interaction between these stakeholders. Being a pilot initiative, the project also focuses on documenting experiences and lessons learned for dissemination amongst all stakeholders involved in access to rehabilitation services in Iraq.

JOB DESCRIPTION: LESSONS LEARNED CONSULTANCY

IntroductionThe MSI project has been relying on three major pillars to provide persons with disabilities with improved access to quality rehabilitation services in KRG: the promotion of Person-Centered Approach in rehabilitation centers across the region, the creation of and support to three disability information points, and a core multi-stakeholder dynamics. Since the latter is proving to be the most sustainable outcome of the project though innovative and challenging all along the process, the Lessons Learned report will be exclusively dedicated to the analysis of this component over time. This analysis will include the process of said core multi-stakeholder dynamics as well as the results attributable to collaborative work. Innovative by definition, the MSI project was designed with the perspective of being replicable: learning from it will increase the chances of success of every project to be conceived in the future upon the basis of multi-stakeholder components.

Goal, Objective and outcomes of the assignment:Goal: Understanding the role played by multi-stakeholder dynamics in the improved access of persons with disabilities to rehabilitation services in Northern IraqSpecific objective: Identifying tools and best practices for the successful implementation, continuation and replication of a multi-stakeholder dynamics while fostering the feeling of ownership of every stakeholder involved in the MSI projectExpected outcomes:? A Lessons Learned report is produced to be used as a baseline document by every stakeholder.? A clear methodology on how to set up a sustainable and fruitful multi-stakeholder dynamics is developed and will be shared with all stakeholders involved by the project team.? All stakeholders involved in the MSI project commit to continuing their efforts to coordinate among each other in order to provide persons with disabilities in Iraqi Kurdistan with improved access to quality rehabilitation services.? Both Lesson Learned process and report command local stakeholders’ ownership over the pilot multi-stakeholder initiative and empower them to maintain and/or set up multi-stakeholder dynamics on their own.Expected Outputs from the Lessons Learnt Report:? Expose the evolution of the multi-stakeholder dynamics fostered by Handicap International between 2010 and 2013 to improve PwDs’ access to services in KRG within the framework of the MSI project;? Present the lessons learnt from the process of said multi-stakeholder collaborative work at every level (KRG level, governorate level, district level);? Draw conclusions about direct and indirect results directly attributable to said multi-stakeholder collaborative work with regards to PwDs’ access to quality rehabilitation services in KRG.

Expected use and users of the Lessons Learned Report:The Lessons Learned report’s conclusions and recommendations are expected to be used by the stakeholders involved in the MSI project as well as any other actor working on improving the access to and quality of services benefiting persons with disabilities on a local, regional and national scale.

Scope of the assignment:The data collection will take place in Iraqi Kurdistan between September 22nd 2013 and October 3rd, 2013 across the governorates of Erbil, Duhok and Suleymaniah. It will include most of the stakeholders involved in the Multi-Stakeholder Initiative and the analysis will cover the whole duration of the project (2010, 2011, 2012 and 2013).Once submitted in English, the final Lessons Learned report will be translated into Kurdish and Arabic and disseminated throughout all Iraq following a major launching event scheduled at the end of November 2013.

MethodologyThe lesson learning should be led through a participatory approach involving the direct beneficiaries of the Multi-Stakeholder Initiative 2010-2013: IPs/DPOs, rehabilitation centers’ staff, local and regional authorities. Possible methods for data collection include but are not necessarily limited to:? Document review? Interview with stakeholders and final beneficiaries? Focus group with final beneficiaries? Collection of storytelling and testimonies? Field visits

Proposed work plan The suggested work plan below should be revised and adjusted by the consultant according to the technical offer made. The proposed steps for the Lessons Learned consultancy are:? Core data collection to be led in the three governorates of KRG amongst key stakeholders according to a previously designed and agreed methodology.? Review of project documents and discussion with the Project Manager. ? Analysis and presentation of first findings to the Project Manager.? Reporting.

Structure of the expected final report:

The final report should be written in English, not exceed 30 pages (without annexes) and include: ? Executive summary of maximum 5 pages? Introduction? Description of the Lessons Learned process? Analysis of the information compiled regarding the project’s component “multi-stakeholder dynamics”? Results: strengths, weaknesses, best practices, critical points requiring special attention for replication? Conclusions : main Lessons Learned? Recommendations – going beyond the Multi-stakeholder pilot initiative.? Annexes: list of persons interviewed, list of documents reviewed, final timetable of consultancy, tools used for data collection, preliminary results presentation, report of each meeting/focus group/interview/workshop.

Background Information

Nutrition Programme

Save the Children received co-funding from both ECHO and DFID to support the Ministry of Health (MOH) to implement High Impact Nutrition Interventions (HINI) in Wajir and Mandera Counties starting from 1st July 2012 to 31st December 2013. The support to the MOH is provided in accordance with the new implementation strategy that shifts the responsibility of implementation of HINI programme activities to the Ministry of Health, with technical, logistical and financial support provided by Save the Children. The High Impact Interventions (HINI) are being implemented at both health facilities and hard-to-reach areas.

Rationale

Save the Children is currently supporting the MOH to implement High Impact Interventions, as adoption of the new strategy of indirect nutrition programme implementation. This process needs to be documented systematically so as to capture key challenges; best practices and lessons learnt which would then be shared with the MOH, Donors and other stakeholders for further scale up to other counties. Ultimately such lessons learnt, best practices and discussions should feed into the review of relevant national nutrition policies and guidelines.

Purpose of the Consultancy

• To document in both narrative and film selected aspects of the current Save the Children nutrition programme in Wajir and Mandera Counties. The review of this documentation by Save the Children will help in the determination of best practices and lessons learnt.

The Scope of Work

The scope of this consultancy includes, but is not limited to, the following:

a) Develop tentative consultancy work-plan
b) Narrative and film documentation of the health and nutrition programmes, focusing on the following areas:

1) Provision of technical support by Save the Children to MoH key nutrition and health staffs

• Advantages of the current implementation strategy over the previous direct implementation.
• What is the sustainability of the HINI activities in the districts?

2) The provision of logistical support to Ministry of Health to deliver High Impact Nutrition Interventions (HINI) in hard-to-reach areas.

• What are the types and quantity of logistical support provided to the Ministry of Health?
• What logistical support is usually provided to MOH?
• How are the monthly vehicle movement plans drawn or prepared and by whom?
• How the supplies (i.e. RUTF) are distributed from the district Hospitals to the rural facilities and who does the D-plan.?
• Is the logistical support provided adequate?

3) The participation of Community Health Workers (CHWs) in the delivery of High Impact Nutrition Interventions in hard-to-reach areas.

• What roles do CHWs perform in the delivery of High Impact Nutrition Interventions and other health interventions?
• What is their level of motivation?
• What are the challenges they face?
• What are their recommendations?
• Perception of CHWs on the partnership with SC and MOH

4) The recruitment and secondment of health workers to support the Ministry of Health in the delivery of High Impact Nutrition Interventions (HINI)

• How was the recruitment conducted?
• What are the mechanisms for remuneration of seconded personnel?
• What are the Ministry’s future plans for the seconded staffs?
• What are the roles and responsibilities of the county government to support the deployment of personnel to the facilities to complement partner’s efforts?

• Document the package (range of services) and integration of High Impact Nutrition Interventions (HINI) at health facilities.
• Document the challenges/lessons learnt by the in-charges who also deliver services in their catchment outreach sites.
• Document the linkages in the integration of health and nutrition services in relation to implementation

7) Mother to mother support groups/care support groups

• How were the MTMSGs formed?
• Which functions do they perform to promote the uptake of the recommended maternal, infant and young child Nutrition (MIYCN) practices?
• What are the motivational factors?
• What have been some of the achievement of MTMSG in the promotion of MIYCN practices as well as hygiene promotion at the community? What impact has the training had in regard to uptake of services and behavior change?
• What has been the role of men in the promotion of MIYCN practices through the care support groups? What impact has it had?
• What are the challenges they face? How are these being addressed?
• What are the sustainability practices? (E.g. are there any successful income-generating activities initiated by the mothers and kitchen gardens etc.)
• What is the role of the community in regard to supporting the MTMSG to provide services?

8) Case Studies

• Document a case study on severely malnourished child with medical complications.

Expected Deliverables

The consultant shall be responsible for:

1) Concise Narrative Report (not more than 50 pages double-spaced, Times New Roman font size 12) on best practices and lessons learnt in the nutrition programme.
2) Film documentary on key areas in the nutrition programme (submitted in 3 or more quality CDs)Support to be provided by Save the Children

Save the Children will provide the following support towards the successful execution of consultancy:

1) Provide logistics to the consultant for field activities.
2) Make arrangements with beneficiaries, community members and partners.
3) Provide translators (if need be)
4) Consultant’s daily rate
5) Avail documents/information relevant to the project context that the consultant might require. Information might also be obtained from programme staff; MOH staff; mother-to-mother support groups; CHWs and beneficiaries through interviews.

Timeframe

This consultancy will be conducted in July 2013 and is expected to last between 8 to 12 days.

Conditions of Work

The exercise will be coordinated from Save the Children field offices in Wajir and Mandera Counties. Save the Children will facilitate the consultant’s travel from Nairobi to the field office and field sites. Save the Children will as well provide administrative, logistics, accommodation, meals and security-related support to ensure smooth implementation of the consultancy. The consultant will be required to abide by the organization’s security procedures as well as other applicable rules and regulations, including the code of conduct. Technical guidance and supervision for the consultant will be provided by the Health and Nutrition Programme Managers and Area Programme Managers.

Consultant’s Profile

1) Knowledge and understanding of community nutrition programmes.
2) Demonstrated experience in conducting similar work (film documentation of best practices) for international non-governmental organizations
3) Knowledge of and experience in arid, semi-arid and pastoralist environments.

Pakistan: Proposal Development and Documentation Specialist / Senior Coordinator Proposal Development and Documentation

• Overseeing the project management, review and finalization of concept notes and donor proposals, in coordination with the Program Sector Specialist, and ensuring that proposals are well written and include strong logical content. This requires:

• 2-3 years experience in programme and proposal development and/or reporting in an NGO. 4 years of overall experience particularly in writing and editing high quality communications outputs: high quality project proposals and donor reports, situation reports, fact sheets, briefings.

• Experience in managing large amounts of information, and able to triangulate information quickly.

• Excellent communication skills (both written and verbal)

• Excellent command of English language and writing and editing skills is a must.

• Ability to work quickly and effectively under pressure, in an emergency response context.

• Strong interpersonal and teambuilding skills

• Highly organized and detail oriented, particularly in terms of outputs (for timely submission of proposals, donor reports and sitreps).

• Project Management experience is preferred.

• Able to live and work in a challenging environment, and willingness to travel to all emergency-affected areas (in line with security recommendations)
