Belgium: Development Officer, Brussels

Purpose of the role:

This position is ideally suited for a candidate with grant writing experience and a strong background in international affairs. Reporting to the Director, Government & Foundation Relations, the successful incumbent will prepare funding proposals and reports for donors, assist with day-to-day grant management, and maintain relations with current and prospective government and foundation funders.

Responsibilities:

Prepare concept notes, detailed funding proposals and reports for submission to current government and foundation donors, under the guidance and supervision of the Director, Government & Foundation Relations;

Gather detailed information from Crisis Group project and program directors on recent project outputs and future activities, for use in the writing of proposals and reports;

Manage grant contracts, including initial review, feedback to donors and amendments;

Assist the Director, Government & Foundation Relations, to establish and maintain close relationships with current donors, including the coordination of regular meetings for Crisis Group program staff and senior staff with government and foundation donors;

Participate in donor meetings as necessary, including periodic travel outside of Brussels;

Conduct research on prospective government and foundation donors and work with the Director to develop a strategy for cultivation and solicitation;

Assist with the preparation of the organizational bi-annual core reports and annual work plan for submission to current government and foundation donors;

Lead the planning and execution of the annual Crisis Group Global Briefing in Brussels and supervise the work of the Global Briefing consultant; and

Provide some administrative support and conduct other tasks as required by the Director, Government & Foundation Relations.

Requirements:

Three to five years of grant writing experience in an NGO or government environment;

Excellent, demonstrated English language writing skills;

Attention to detail, ability to work independently with tight deadlines, as well organised team player;

Knowledge of French or other European languages is highly desirable; and

Experience in planning events or conferences would be an asset.

Belgium: Administrative Assistant, Brussels (Office management, Brussels services, EU procedures)

Basics

• Time commitment: Full time (with some flexibility on hours)
• Salary: Based on qualifications
• Duration: 4 months (possibility for longer term engagement)

Duties
Office establishment. As part of a small transition team: Establish operational and communications procedures, procure office equipment, secure administrative contracts, assist in recruiting staff
Office management. First point of contact for the organisation; maintain office correspondence; manage office equipment and supplies; maintain office records; design and maintain filing systems; keep financial books and accounts
Administrative support to staff and management. Manage logistics, including travel, visas, accommodation; organisation of meetings and workshops, prepare briefing materials; manage collective calendar of staff and events

Reporting
• Daily reporting to the Director

Qualifications (required)
• Bilingual French-English
• Extensive office management experience in Brussels, including establishing logistics, communications and administrative procedures, understanding of national regulations
• Experience with project, contracts and personnel administration related to EU institutions
• Extremely reliable and timely communication skills; strong team player
• Cultural awareness and ability to communicate effectively with a range of parties; good humour

Qualifications (desirable)
• Strong IT skills, including project management, accounting, web design, troubleshooting, social media
• Network of interlocutors among EU institutions and Brussels NGO community

Organisation
• The internationally funded organisation will be established in early 2014 and will provide project and knowledge services on international relations to the EU institutions. The organisation is not related to Social Capital Bank.
• When fully operational, the team will include 15 national and international staff members
