Organizational Setting

The Assurance Analyst is located in the Country Offices (CO) in Islamabad and reports to the UNFPA International Operations Manager (IOM). The Assurance Analyst will also carry out his/her functions in the UNFPA Provincial Coordination Offices in Pakistan. The Assurance Analyst will work closely with UNFPA Programme Officers and national Implementing Partners and will be a member of the CO Management Committee.

Job Purpose

1) Under the overall responsibility of the Representative and the direct supervision of the IOM, the incumbent will be responsible for quality assuring accounting and financial documentation associated with National Execution including the Harmonized Approach to Cash Transfers (HACT), Direct Execution and other Country Programme financial, procurement and administrative transactions. The expected results are: Improved quality of Country Programme financial Implementation2) Preparation and implementation of the Country Office risk management Plan including the appropriate application of the Internal Control Framework in accordance with UNFPA policies and procedures3) Efficient preparation, implementation and execution of the compliance phases of NEX Audits, internal management and other audits4) UNFPA’s effective representation in Interagency financial and operations Initiatives such as HACT

Major Activities/Expected Results

1) Improved quality of Country Programme financial Implementation

• Supports the programme officers and IPs in the preparation of detailed AWP budget breakdowns.

• Prepares Letters of Understanding with each IP at the beginning of the programme cycle and amendments as necessary.

• Works directly with all IPs to support them in their monitoring of UNFPA funds and activities and in the accurate submission of FACE forms and filing of all supporting documentation for UNFPA-funded costs. Schedules visits to all IPs on a regular basis

• Delivers agreed capacity building activities related to financial management (mainly that of UNFPA funds) to IPs and UNFPA programme staff, as relevant

2) Preparation and implementation of the Country Office risk management Plan including the appropriate application of the Internal Control Framework in accordance with UNFPA policies and procedures

• Coordinates with other agencies as relevant and ensures that all UNFPA IPs are assessed once each programme cycle using the micro assessment of IPs’ financial management capacity. Organises micro assessments and procures the service provider to undertake them, in coordination with the other agencies as relevant.

• Monitors the validity of IP assessments and organizes re-assessment should issues arise that make re-assessment necessary.

• Conducts financial spot checks as per the agreed assurance plan and terms of reference (average 1-2 for most IPs per year)

• Raises issues encountered in support, spot check and audit preparation visits to the IOM, programme officers and Representative

• Reflects all IP-related data and assurance outcomes in UNFPA’s data systems

3) Efficient preparation, implementation and execution of the compliance phases of NEX Audits, internal management and other audits

• In line with the NEX Audit Guide, organizes and participates in IP NEX pre-audit preparation; facilitates the NEX audit process; and timely completion of compliance actions.• Supports the organization and implementation of internal management and other audits.

4) UNFPA’s effective representation in Interagency financial and operations Initiatives such as HACT • Represents UNFPA in inter-agency groups on IP management and IP audit and assurance (HACT)

Essential Qualifications and Experience:

Working knowledge of another official UN language is desirable.

Terms of Reference

CONTRACT TITLE: INDEPENDENT TECHNICAL INSPECTION AND QUALITY ASSURANCE OF WATER (DOMESTIC SUPPLY AND IRRIGATION) WORKS IN TURKANA, THARAKA NITHI, KITUI AND ISHIARA
NATURE OF THE CONTRACT: CONSULTANCY SERVICE
Duration: 20 days (9th September to 4th October 2013)
Location: Kitui County, Tharaka Nithi county, Turkana County and Mbeere district (Embu County)

  1. Organizational

Profile Trócaire envisages a just world where people’s dignity is ensured, where rights are respected and basic needs are met, where there is equity in the sharing of resources and where people are free to be the authors of their own development.
Trócaire first started working in Kenya through supporting partners from Ireland in the mid ‘70s and an office was subsequently established in Nairobi in 1994. In Kenya Trócaire has supported a wide range of partners implementing programmes in livelihood security, disaster risk reduction, humanitarian response, human rights, policy research and advocacy, gender equality and HIV and AIDS. Work has focused on different levels from grassroots service delivery to policy engagement and reform. It is the work of these partners that is the subject of this consultancy.

  1. Introduction to the assignment Trócaire’s ASALs resilience programme (ARP) which is an integrated livelihoods and humanitarian programme focuses on the Arid and Semi Arid Lands (ASALs) of Kenya which cover 80% of the country and experience low, infrequent and unreliable rainfall, thus recurrent droughts. This assignment builds on the 2010 – 2011 drought response and early recovery interventions which supported 120,225 men, women and children recovering from the impact of drought in Ishiara, Meru South, Tharaka, Igembe North, Mara, East Pokot, Turkana central, Loima, Mwingi and Kitui Districts.

    The water projects aim to improve the socio-economic development of rural communities through establishing new domestic water lines and extending existing irrigation infrastructure. It is intended that this will allow communities to improve their agricultural production as well as promoting the sustainable use of natural resources and increasing communities’ resilience to drought in the targeted areas. The project made significant investments in improving the water supply for domestic consumption and irrigation in the areas mentioned. However due to limitations in technical capacity in water works and related areas we now wish to review this body of work and establish lessons for its future direction and development Of our water interventions.

  2. Purpose of the consultancy assignment The overall objective of this assignment is to obtain an independent assessment of the technical quality of all water works completed by partners and to assure that the works meet required standards and good practices as described in the various Project and Contract Documents under the ARP partner projects in Turkana, Tharaka Nithi, Ishiara and Kitui.

The specific purpose includes:

  1. To offer independent (3rd party) technical inspection and assessment on the technical quality of all the water works executed by the four partners under the ARP programme. The consultant employed shall be responsible for quality assurance of materials, workmanship and documentation;
  2. To determine the current performance, level of optimization, functionality, capacity, efficiency and sustainability of the water works;
  3. To highlight problem areas, if any, and identify opportunities to reduce costs and risks and to recommend strategies for increasing efficiency; and
  4. To assess adherence to government and international standards:
  5. Based on the findings, share common guidelines for carrying out further work in this area in the future, including the expansion of the irrigation infrastructure and the future management of water facilities.

  6. Deliverables:

Inspection and quality assurance report for each of the water systems supported by Trócaire ARP programme.

• Summary of government certification report for all the water resources.
• Water facility development and management guidelines for current and future water works, for use by partners as well as Trócaire.
• Summary report highlighting overall value for money, cost-effectiveness, areas of concern, key lessons learned for Trócaire.

  1. Requirements: Essential criteria for the selection of the consultant include::

• The consultancy firm should be registered, managed by a group of experienced Engineers and should have the necessary government certification in the category/ class of works identified;
• The lead consultant shall be a degree holder in the relevant Engineering field and with experience of more than 5 years;
• The consultancy firm should have field experience in the execution of civil works under private and government establishment, and if possible, have a testing facility for construction materials.

Scope of work
Consultant:

• The consultant shall appraise and review all available documentation (including and not limited to drawings and progress reports) for the water facilities held by the partners to ensure they conform to stipulated standards of quality. If there is any, the consultant shall point out any discrepancies/errors/omissions and suggest any immediate and longer term remedial measures that need to be taken. This exercise will include an analysis and review of the degree of quality controls exercised during the process and the quality of the final product (water facility).
• The consultant shall inspect facilities in reference to documentation provided and current government standards for quality assurance purposes. This will involve field visits to the sites and meeting the beneficiary communities.
• The consultant shall carryout independent testing of materials, if necessary, and shall propose remedial measures, if any.
• On completion of the assignment, the consultant shall issue certification of works with a checklist in a simplified format as a guide for supervision and monitoring of future projects.

Trócaire and Partners:

• Provide and ensure access to all required documentation for their respective projects. This includes list of sites, reports by consultant/ contractor, government certifications, approved drawings and detailed estimates with specification and all other relevant data;
• Shall ensure safety and other logistical requirements are provided for the consultancy team.

  1. Timeline

• Time for consultancy shall be 20 days from the date of issue of acceptance. This includes transport and report writing.
• The consultant shall pay the taxes, levies and other impositions levied under the applicable law and Trócaire will deduct such taxes as may be lawfully required.
• The proposal shall include an income tax clearance certificate of current validity from the appropriate authority in original form and the ‘’Schedule of Price Bid’’.
• Trócaire contract procedures and standards shall apply before, during and after the completion of the assignment.

Job Purpose
The Quality Assurance Associate will provide assistance to the Quality Assurance team at UNFPA PSB under the supervision of the Technical Specialist to support the aims of the Quality Assurance project in cooperation with the Reproductive Health Supplies Coalition (RHSC), World Health Organization (WHO) and other key partners. The Associate’s duties will evolve around the following dimensions:

  1. Technical support– providing the Quality Assurance team with technical support regarding policy advocacy and coordination of female condoms and lubricants.
  2. Supplier Management – providing the QA team with an accurate and active supplier base in support of UNFPA quality assurance and procurement requirements.
  3. Provide information and research reviews on new product developments, innovations and technology.

Major Activities

  1. Support the UNFPA/WHO pre-qualification schemes
    • Provide coordination of UNFPA/WHO pre-qualification schemes for female condoms (including, but not limited to: coordinate submissions, arrange travel, write travel and inspection reports, organise corrective action follow-up and status of each submission).
    • Provide updates on the progress on clinical evaluation of the various female condom designs
    • Provide mapping of various designs, manufacturers and advocacy and promotional strategies for female condoms
    • Identify quality control laboratories for testing female condoms and lubricants
    • Assist in the development and drafting of relevant SOPs

  2. Prepare the activities to achieve the harmonization of policies, guidelines and mechanisms for management of reproductive health commodities
    • Participate and assist the coordination of Interagency group meetings and prepare presentations
    • Support working groups such as H4+, UN Commission on Life Saving Commodities in strengthening interagency collaboration and harmonization
    • Coordinate procurement meetings and provide technical input.
    • Provide donor reports on project progress.

  3. Oversee the development of guidelines and UNFPA PSB tools

• Assist Technical Division in developing technical guidelines
• Write, edit and incorporate technical input from experts on technical documents.
• Coordinate the development of technical specifications for lubricants and provide updates on required research
• Provide background research on new innovations and the latest development within the RH field.
• Provide budget support and financial accounting during the development of tools and guidelines.

  1. Coordinate regional and in-country trainings and capacity building on Female Condom QA, Condom Programming, Regulations and harmonization.
    • Coordinate in-country QA workshops
    • Provide administrative support for QA capacity building
    • Coordinate logistics (e.g. meetings arrangements, travel etc.) for participants in QA and Condom programming workshops

  2. Coordinate manufacturers and stakeholders meeting on prequalification.
    • Provide administrative support for manufacturers and stakeholders meeting

Job Requirements

Education:
• Completion of Secondary education.
• A university degree or equivalent certification in Public Health, pharmaceutical, chemistry, health care, public or private management or related fields will be highly desirable but is not a requirement.
• Strong administrative education from a business school (preferably focusing on the health care sector) will also be an advantage.
• Qualification in logistics and supply chain management will be useful, but is not a requirement.

Knowledge and Experience:
• Six years or more of relevant work experience is required, preferably in the public sector, health care, UN, UNFPA, administrative, pharmaceutical industry. • Experience with quality assurance of medicine is an advantage• Knowledge of reproductive health commodities and medical terminology is an asset • Experience in international procurement and logistics is desirable

Job Requirements

Education:
• Completion of Secondary education.
• A university degree or equivalent certification in Public Health, pharmaceutical, chemistry, health care, public or private management or related fields will be highly desirable but is not a requirement.
• Strong administrative education from a business school (preferably focusing on the health care sector) will also be an advantage.
• Qualification in logistics and supply chain management will be useful, but is not a requirement.

Knowledge and Experience:
• Six years or more of relevant work experience is required, preferably in the public sector, health care, UN, UNFPA, administrative, pharmaceutical industry.
• Experience with quality assurance of medicine is an advantage
• Knowledge of reproductive health commodities and medical terminology is an asset
• Experience in international procurement and logistics is desirable

In direct support of UNFPA’s strategy to achieve the ICPD/MD Goals and to provide support for quality assurance of reproductive health commodities, the incumbent will be based in the Procurement Service Branch (PSB) in Copenhagen.

Job Purpose The Quality Assurance Associate will provide assistance to the Quality Assurance team at UNFPA PSB under the supervision of the Technical Specialist to support the aims of the Quality Assurance project in cooperation with the Reproductive Health Supplies Coalition (RHSC), World Health Organization (WHO) and other partners. The Associate’s duties will evolve around the following dimensions:

  1. Technical support – providing the Quality Assurance team with technical support regarding policy advocacy and coordination of the male condom and Copper IUDs prequalification programmes.
  2. Supplier Management – providing the QA team with an accurate and active supplier base in support of UNFPA prequalification and procurement requirements.
  3. Provide information and research reviews on condoms and IUDs including relevant ISO updates.
  • No expectancy of renewal in accordance with UN Staff Regulation 4.5 Renewal is subject to performance and funding

Major Activities

  1. Support the implementation of the UNFPA/WHO pre-qualification schemes for male condoms and Copper IUDs• Provide coordination of UNFPA/WHO pre-qualification schemes (including, but not limited to: coordinate submissions, arrange travel, sampling and testing of products, manage communications of inspection reports with manufacturers, organise corrective action follow-up, final status and update of the prequalification list. • Coordinate the review and update of prequalification guides and tools with the help of technical experts• Coordinate meetings and discussion forums with inspectors• Assist in compilation of training materials and presentations on prequalification for stakeholder meetings and workshops.

    1. Oversee the development of guidelines and UNFPA PSB tools

  2. Prepare the activities to achieve the harmonization of policies, guidelines and mechanisms for management of reproductive health commodities• Participate and assist the coordination of Interagency group meetings and prepare presentations• Support working groups such as H4+, UN Commission on Life Saving Commodities in strengthening interagency collaboration and harmonization• Develop materials of policies and practices to raise awareness and build a common understanding of stakeholders of the prequalification processes.•
