Description of assignment: International Consultant (Alternative Development Programme)

1. Background

Myanmar is the world’s second largest producer of opium poppy, with an estimated 57,814hectares under cultivation in 2013, representing an increase of 13% over 2012 levels and almosttriple the cultivation from the 2006 level of 21,600 hectares. UNODC estimates that over 335,000households are dependent on opium poppy cultivation in Myanmar. Two-thirds of thesehouseholds are dependent on opium poppy cultivation (OPC) for their food security. In southernShan State’s ceasefire areas this proportion is greater, and the food shortages are estimated toaffect over 75% of the opium poppy growing population.

UNODC addresses these issues through its alternative development projects currentlyimplemented in southern Shan State, where 90% of opium poppy is cultivated.With 85 villages in Hopong, Loilen and Pinlon townships of southern Shan State targeted forprojects support, UNODC works with the opium poppy growing farmers to provide alternative licitincome opportunities to reduce food insecurity and support sustainable viable income forfarmers.

In particular, UNODC works with the farmers to ensure increase of yields, reduction of croploss and introduction of short-term food crops and permanent cash crops that can be grown basedon available labor and environmental conditions. Reforestation activities, soil preservationtechniques are implemented in the project areas.

UNODC is currently developing a long-term country strategy on alternative developmentaimed to improve the socio-economic situation of small farming communities and to reduceopium poppy cultivation. It is therefore critical to design alternative development activities withthe right approach so that they can have the highest impact in the project areas.

1. Scope of work, responsibilities and description of proposed work

International consultant on Alternative Development will provide technical advice on thedesign of new and improvement of existing alternative development agriculture interventionsin the project areas. The consultant will work under the overall supervision of UNODC CountryManager and in close cooperation with the UNODC Chief Technical Advisor on AlternativeDevelopment and will provide the following support:

1. Review and revise the strategy in the implementation of ongoing projects on AlternativeDevelopment in southern Shan State.
2. Analyze and provide advice on the agriculture technical packages applied in the project areasand provide recommendations on adaptation of technical packages for farmers to increasetheir effectiveness.
3. Review the capacities of the project implementation teams and provide guidance onstrengthening their technical capacities.
4. Provide recommendations for possible new food crops and permanent cash crops and cropsystems suitable for opium poppy cultivation areas.
5. Develop soil improvement and soil protection techniques in the highland areas affected byopium poppy cultivation.
6. Provide guidance on how to establish practical field demonstration and research plots forpotential new crops (such as coffee, tea, fruit trees, etc.).
7. Provide recommendations on reforestation for small farmers, identify most suitable speciesand train the technicians how to implement nurseries, plantation and maintenance.
8. Provide guidance on the use of bio-fertilizers by farmers (composting, use of microorganisms,etc.).
9. With existing organic waste, provide advice for the production of bio-fertilizers with the use ofmicroorganisms.
10. Develop the final report with findings and recommendations on the improvement ofalternative development agriculture interventions in the project areas.

1. Requirements for experience and qualifications

   • Advanced university degree (Master’s Degree or equivalent) in Agriculture, EnvironmentalNatural Resource Management, Social Sciences, Economics, Business Administration,Management or related field
   • At least ten years of progressively responsible professional experience in the area of AlternativeDevelopment activities, food security and livelihood development including agriculture, livestock,fisheries/aquaculture, and microfinance-based programmes
   • Five years of practical experience at the national and/or international level in providingmanagement advisory services
   • Experience working at the community level

The role
The goal of the consultancy is to contribute to creating an effective alternate care system that protects the rights of children without appropriate care in accordance with the GoL Children’s Act of 2011, and international standards and best practices.

The objectives of the progr am are as follows:
* To clarify the DSW’s legally-mandated roles and responsibilities regarding the identification, placement, and care of CWACs;
* To develop a framework through which the DSW intakes, processes and provides solutions and monitoring for CWACs under its jurisdiction;
* To develop the institutional capacities of the MOHSW/DSW to execute that framework.

Qualifications and experience
The assignment will be conducted by qualified expert (s) in social work, public health, child rights protection or other relevant background with the following skills and experience:
* Experience and expertise conducting research and assessment on alternative care or similar child protection issues (having a team member from Liberia is encouraged);
* Masters in Social Work, International Development Studies, Public Health or related studies;
* Extensive experience in issues relating to a lternative care and child protection in developing countries;
* Experience working in African or similar context preferred;
* Extensive experience working with and collaborating with Government ministries, especially Government Department of Social Welfare and multiple international institutions;
* Demonstrates strong commitment to Save the Children’s mission, vision and value;
* Previous experience with child rights programming will be an advantage;
* Displays cultural, gender, religion, race, nationality, age sensitivity and fully complies with Save the Children’s Child Protection Policy and Guidelines.
