Angola: Contracts and Grants Manager

PSI Angola is seeking a Contracts and Grants Consultant with proven experience and qualifications to manage PSI’s current and future contracts with USAID and other major donors including reporting requirements and subcontracts to be awarded by PSI Angola to its implementation partners.

RESPONSIBILITIES

Working under the direct supervision of the Finance Director, the Contracts and Grants Manager will:

• Review, negotiate, and manage all contracts, agreements and amendments received by PSI, identify and evaluate risks, minimize exposure and ensure compliance from inception to closeout;

• Prepare and manage sub-awards (subcontracts or grants under contract) made by PSI to subcontractors and grantees to ensure compliance and minimize risks to PSI;

• Oversee the process to provide fund advances and reimbursements to grantees and ensure contract compliance within budgets;

• Assist the Chief of Party (COP) to develop project-specific grants management plans in accordance with USAID regulations, polices/procedures and PSI guidelines;

• Provide training and orientation to the field technical staff, project management team and subcontractors for interpretation of USAID’s regulations to ensure full compliance;

• Lead financial audit procedures for subcontracts or grants under contract;

• Manage information regarding contracts, subcontracts, and grants in a reliable and accessible database/information system.

• Manage and oversee the close-out of completed projects.

QUALIFICATIONS:

• Bachelor’s Degree, with experience in project management, international development;

• Minimum of 2 years of experience in project management, preferably USAID and other major donors;

· Ability to produce compliant contract and grant guidelines for program managers in the field, and appropriate contract/subcontract and grant templates.

• Strong interpersonal communication skills;

• High level of reliability, initiative, and follow-through;

• Very strong organizational skills (multi-tasking) and high attention to detail;

• Must be an energetic and enthusiastic collaborative team player;

• Knowledge of Microsoft Word, Office, and Excel;

• Fluency in spoken and written English and Portuguese required.

The post of the International Population and Development Specialist is located in the UNFPA Country Office. Under the overall guidance and direct supervision of the UNFPA Representative, the International Population and Development Specialist will support the UNFPA Representative in overall accountability for the management and work of the Country Office. He/She will liaise directly with the Country Office team of professionals for quality assurance, policy application, effective and sound resources and programme monitoring and evaluation, ensuring results-based management across both operations and substantive activities. He/She will liaise with the National Institute of Statistics (Instituto Nacional de Estatística – INE) Director-General and technical staff, to ensure the successful implementation of the planned 2014 Population and Housing Census of Angola. He/She will also liaise with the Ministry of Planning and Territorial Development to guide and ensure the successful development of the planned national population policy.

DUTIES AND RESPONSIBILITIES:

1) Provide managerial, advisory and technical support for the formulation, implementation, monitoring and delivery of the UNFPA supported country programme.

2) Support in formulating the annual workplans and monitor their day-to-day implementation through consultations, correspondence and field visits.

3) Catalyze the expansion of the range of UNFPA deliverables and originate new project portfolios in UNFPA mandate area; develop new programme options and project models in substantive areas.

4) Advise the UNFPA Representative and follow up on all issues regarding Population and Development in the country, including the implementation of the planned 2014 Population and Housing Census, household surveys and other data collection exercises and research, as well as the development of the planned national population policy.

5) Provide technical support and arrange technical backstopping with UNFPA Regional Advisers and/or other international consultants as required in the area of Population and Development.

6) In consultation with UNFPA Representative and other professionals of the CO team, provide inputs to the ESARO based on country specificities for the development of the global/regional strategic plan.

7) In collaboration with the International Operations Manager, promote knowledge sharing and knowledge management within the country office team and with partners, and ensure continuous feedback to the ESARO on programme, technical and operational policy, regulations, procedures etc. as well as lessons learned and import new modalities or directions in thinking into the Country Office.

8) In collaboration with Government counterparts and key stakeholders, help to identify and review emerging development issues, their inter-linkages and their linkages to programme planning, management and research, and establish and maintain a network of partners involved in population and development related issues.

9) Participate in the planning of capacity building activities at central and provincial levels, and provide technical support to managers in developing provincial population strategies.

10) Assist in national and provincial advocacy efforts in UNFPA focus areas.

11) Review requests for advance of funds, prepare budget revisions, and/or supplementary budgets for approval by the UNFPA Representative.

12) Lead in preparing programme and financial progress reports and feedback to donors, liaising with HQ Resources Mobilization Branch.

13) Take the lead in establishing quality standards for project development and delivery, in the area of Monitoring and Evaluation in consultation with the Monitoring and Evaluation Advisor located at ESARO.

14) Provide guidance in emergency preparedness, response and recovery and ensure the integration of Sexual and Reproductive Health (including HIV), Gender and Population issues into disaster risk reduction and management, and contingency plans.

15) Perform other job related duties as assigned by the UNFPA Representative required to ensure the success of the country programme.

QUALIFICATIONS:

· 5 years of relevant experience at national and/or international levels in the area of population and sustainable development, including programme/project management in a developing country.

· Strong results-based programme management experience, with particular focus on strategic planning and capacity building.

· Experience in national and/or sectoral policy dialogue, especially in the context of UN Reform and Joint Programming, and the new aid environment, would be a distinct advantage.

· Experience in census taking and national population policy development in developing countries would be an asset.

· Proficiency in current office software applications and corporate IT systems.

· Fluency in written and spoken English and Portuguese or Spanish.

Angola: Finance and Compliance Director, Angola

PSI seeks qualified candidates for the position of Finance and Compliance Director for PSI’s vibrant Angola platform. This management team-level position is based in Angola’s capital Luanda and will report to the Deputy Country Representative.

PSI Angola has a current annual budget of approximately US$10 million. The country office’s main projects are an integrated health social marketing project and an HIV combination prevention project with a focus on Most-at-Risk-Populations, though PSI Angola has a varied portfolio of projects that lead to significant health impact in other areas as well. Current donors to PSI’s activities are USAID, PMI and ExxonMobil. The selected candidate in this exciting management position will be responsible for the successful and effective functioning of the departments of Finance and Compliance, Subcontracts and Subawards and Procurement. She/he will directly supervise a diverse Finance and Compliance team, and two managers that lead the Procurement and Subaward/Contracts. The Finance and Compliance Director will coordinate closely with all budget holders to ensure timely and accurate forecasting, reporting and compliance of all financial, procurement and audit stipulations of each of the funding partners and will also support program managers with budget development.

She/he will understand and outline the key functions of the departments with reference to current and future needs, volume of work and quality requirements.

RESPONSIBILITIES: Specific duties relevant to each functional area include, but are not limited to:

Finance & Compliance• Ensure contractual compliance with PSI and donor regulations;• Ensure that internal and external financial reports are of high quality;• Oversee the development of program budgets, assist in coordinating work plans;• Lead development of internal control systems;• Liaise with PSI/Washington accounting departments and backstopping team;• Manage internal and external audits and ensure that audit recommendations are implemented;• Build capacity among program managers in financial monitoring and budget tracking.

The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic, South Sudan and Chad.

The MENTOR Initiative team in Angola are undertaking four 5-year grants focused on building the national capacity for effective malaria control. The Country Director will manage a large team and be responsible for ensuring program success and administrative/financial accountability. In particular, the CD will be responsible for representation, fundraising and grant management, financial management, human resource management, technical program support, and logistics support. He/she will be entrusted with the critical task of ensuring the programme achieves its objectives in terms of all activities in accordance with the programme grant/award and The MENTOR Initiative guidance/guidelines.

The Country Director will work directly with the HQ Program and Grants managers. REPRESENTATION

FUNDRAISING AND GRANT MANAGEMENT

• Liaise with current and future donors (as relevant), in consultation with HQ, to advance program ideas, solicit funding and share information on the status of programmes. • Ensure that relevant regional proposals are drafted in a timely and professional manner in a format consistent with The MENTOR Initiative and donor guidelines and are reviewed and approved by HQ prior to official submission by HQ (or locally if agreed by HQ).

ADMINISTRATION, LOGISTICS AND FINANCE

• Oversee the management of grants including the appropriate expenditure of funds. • Responsible for the financial integrity of the programme by ensuring financial resources are cost effectively utilized to implement activities in accordance with budget available. • Work in close co-ordination with the National Administration and Logistics Coordinator to ensure: • Line manage the Administration and Finance Coordinator, ensuring that all administrative responsibilities are met and finances are in good order; • Provide oversight to all logistics, including fleet management, office management, warehousing, shipping, vehicles, etc.

HUMAN RESOURCE MANAGEMENT

• Overall line management of senior team members while ensuring their effective management of programme staff. • Oversee the recruitment of all local team members in accordance with national labour law. • Ensure adherence to The MENTOR Initiative contracts, guidelines and internal rules. • Ensure the effective implementation of staff performance reviews in a timely manner. • Manage and support international consultants to ensure that all team members co-ordinate, plan and implement all activities at scale to meet the programme objectives. • Coordinate weekly and ad hoq general team meetings as well as senior programme management team meetings to ensure that the team works harmoniously to meet the needs of the programme.

TECHNICAL PROGRAMME SUPPORT

The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic, South Sudan and Chad.

The MENTOR Initiative team in Angola are undertaking four 5-year grants focused on building the national capacity for effective malaria control. The Country Director will manage a large team and be responsible for ensuring program success and administrative/financial accountability. In particular, the CD will be responsible for representation, fundraising and grant management, financial management, human resource management, technical program support, and logistics support. He/she will be entrusted with the critical task of ensuring the programme achieves its objectives in terms of all activities in accordance with the programme grant/award and The MENTOR Initiative guidance/guidelines.

ADMINISTRATION, LOGISTICS AND FINANCE

• Oversee the management of grants including the appropriate expenditure of funds. • Responsible for the financial integrity of the programme by ensuring financial resources are cost effectively utilized to implement activities in accordance with budget available. • Work in close co-ordination with the National Administration and Logistics Coordinator to ensure: • Line manage the Administration and Finance Coordinator, ensuring that all administrative responsibilities are met and finances are in good order; • Provide oversight to all logistics, including fleet management, office management, warehousing, shipping, vehicles, etc.

HUMAN RESOURCE MANAGEMENT

• Overall line management of senior team members while ensuring their effective management of programme staff. • Oversee the recruitment of all local team members in accordance with national labour law. • Ensure adherence to The MENTOR Initiative contracts, guidelines and internal rules. • Ensure the effective implementation of staff performance reviews in a timely manner. • Manage and support international consultants to ensure that all team members co-ordinate, plan and implement all activities at scale to meet the programme objectives. • Coordinate weekly and ad hoq general team meetings as well as senior programme management team meetings to ensure that the team works harmoniously to meet the needs of the programme.

TECHNICAL PROGRAMME SUPPORT

The MENTOR Initiative (MENTOR) is currently seeking a Programme Coordinator to oversee the expansion of programme work into Angola. The project will be modelled upon two concurrently running projects in Huambo and Zaire provinces and will focus on building the capacity of the Angolan public health system to meet the challenges of malaria, through heightened awareness and skills around disease prevention, diagnosis and treatment.

The successful applicant will be responsible for coordinating the public sector programmes as well as providing operational support to the CD, including representation of The MENTOR Initiative to health partners and partners in Angola, providing admin/financial support where needed. The position requires extensive local travel in Angola and internationally.

DESCRIPTION

PROGRAMME

• With the direct participation of the local Programme Managers (PMs), coordinate and collaborate with the Ministry of Health and other local health partners to ensure that MENTOR has strong links with all partners. Actively support the MoH provincial health staff to improve their technical skills in planning, managing and monitoring malaria control programme.• Working closely with MENTOR team members (the local Programme Managers in particular), the local Ministry of Health authorities, the Malaria NPO, and NGO and FBO partner agencies working in the provinces to introduce and scale up a monitored use of standardised protocols and best practice in the areas of malaria surveillance, prevention and case management.• Facilitate:- The organisation and implementation of trainings on the above activities for health staff of government health facilities and staff of other organisations working in malaria control.- The organisation and implementation of Information, Education and Communication (IEC) activities to raise awareness and understanding of malaria-related issues. This includes the identification of efficient channels for distribution of such information.- The supervision of Health Facilities as well as the distribution of malaria treatment, laboratory equipment and other supplies to health partners in the supported provinces. • Verify that The MENTOR Initiative Public Sector Programme is implemented in a timely and professional manner, according to objectives, goals and indicators established in the programme document and in line with donor requirements and beneficiary needs and within the allocated budget.• Ensure that requested programme reports are written and submitted to the Country Director in a timely manner and in line with donor requirements. • Assure that a standardised system of health data collection, as per The MENTOR Initiative monitoring system, is in place and that data is analysed and provided to the Country Director.• Support the Country Director in carrying out health assessments and in writing proposals.

REPRESENTATION

• At the request of the Country Director, represent The MENTOR Initiative for activities related to the Public Sector programme towards other NGOs, UN agencies, donors, Government Health Offices and other partners.• Guarantee that good coordination and relations are established with other health NGOs, the UN, funding agencies, the Local Government and MoH.• Attend all relevant meetings related to the Public Sector programme activities.• Ensure positive interaction and good relations with communities and partner organisations in the provinces covered by the Public Sector Programme.

OPERATIONAL SUPPORT

• Act as Head of Base for MENTOR field operations in Uige, including all administration and finance as detailed by The MENTOR Angola Administrator • Ensure that all procurement for the Public Sector programme is undertaken in accordance with MENTOR operations procedures and in line with the donor specific requirements. • Ensure all information pertaining to the Public Sector programme requested by the MENTOR Country Administration/Logistics Department are provided regularly to ensure smooth operations. • With the support from the administration coordinator, responsible for the operational management of the MENTOR base in Mbwanza Congo including management of local staff, general administration and logistics support.• Ensure compliance with all local laws and regulations, including taxation• Maintain a positive work environment and a professional office atmosphere• Advise and guide MENTOR national staff in Mbwanza Congo towards greater responsibility for programme management and implementation.
