Project/Proposal Summary:
The Iraqi Ministry of Health (MOH) is currently undergoing a process of health reform and moving forward with reorganizing and stabilizing its health services. Ensuring access to routine, high quality and equitable healthcare has emerged as a critical need and the Government of Iraq is committed to improving the quality of primary healthcare (PHC) services. The USAID-funded Primary Health Care Project in Iraq (PHCPI) is working to strengthen health sector capacity to provide essential PHC services and expand availability of such services throughout the country, with increasing coverage for vulnerable and at-risk populations, such as children under five, women, and Internally Displaced Persons (IDPs). The objectives of the PHCPI are to strengthen management systems, improve quality and use of clinical services, and increase community involvement in health service delivery leading to increased demand for and use of PHC services. The project covers over 360 clinics and 18 governorates.

Position Summary:
The Health Human Resources Advisor will be a short term position lasting an initial six weeks with the possibility for extension or additional assignments. The primary focus of the position is to launch human resources trainings and standard practices for primary health care workers. However, responsibilities will vary depending on the strengths of the consultant and the project needs at the time as determined by the Chief of Party.

Responsibilities:• Train staff at participating clinics in clinical standards and protocols for five or more key clinical services; • Develop training materials;• Train local trainers to ensure the availability of on-going training activities;• Disseminate National Statement of Patients' Rights in Primary Health Care; • Design and implement a process/system to receive, evaluate and take action in response to client/community input regarding health in accordance with the Community Partnership Handbook.

Qualifications:• Master’s degree in public health, medicine, health administration, community medicine, or human resources;• Experience in human resources in the Middle East;• Previous experience in advising at the ministry level for health programs in Iraq or other countries in the Middle East;• Arabic skills are a plus.

The Iraqi Ministry of Health is currently engaged to move forward with stabilizing and reorganizing its health services. Ensuring access to routine, high quality and equitable healthcare has emerged as a critical need and the Government of Iraq is committed to improving the quality of primary healthcare (PHC) services. To assist with these efforts, USAID’s Primary Health Care Project Iraq (PHCPI) has been designed to support the Iraqi Ministry of Health (MoH) to achieve its strategic goal through putting in place key building blocks to support the delivery of quality PHC services at the community and facility levels. Within this framework, PHCPI includes three components: 1) Strengthening Supportive Management Systems and Processes, 2) Strengthening Quality Clinical Care, and 3) Building Community Partnerships for PHC. The PHCPI will last for 4 years.

Position Summary:
The Pharmaceutical Management Advisor position is short term assignment based in Baghdad. The consultancy will take place over two six-week periods, the first of which is to begin as soon as possible.

Responsibilities during initial 6 week assignment:• Develop and submit standardized medication/pharmaceutical list in accordance with the Essential Medicines `List for MoH PHC’s of varied types/levels.• Develop and submit verification protocols that all PHC’s have access to aforementioned medications as previously described.• Develop and submit pharmacy supply chain algorithm to be posted in all PHC’s containing pharmacies. • Develop and submit educational curriculum to train pharmacy staff on supply chain management, if necessary.• Develop and submit Standard Operating Procedures in accordance with MoH guidelines as they apply to the delivery of pharmaceuticals in PHC’s.

Responsibilities during second 6 week assignment:• Develop and submit policies/protocols for addressing proper storage, refrigeration, temperature, stock inventory, labeling, and environment for pharmaceuticals.• Develop and submit drug classification identification system by drug class, label, color and type.• Develop and submit a policy/protocol on First In-First Out to avoid drug expirations.• Develop and submit a pharmaceutical record, if not already existent, compatible with MoH regulations which track and identify medication usage, dispensing individual, and reorder.• Develop and submit verification record or training curriculum (if necessary) to insure pharmacists are supplying patients with all pertinent information.• Develop guidelines for the pharmacy supply chain management and confirm guidelines are present and followed by trained staff through education.

Qualifications:• Master’s degree in pharmacy or public health.• At least 10 years of relevant experience.• Middle East working experience.• Arabic fluency required.
