The objective of the project is to enable rural people to increase their productive assets in ways that improve natural resource management and resilience to climate change in selected vulnerable sites. Its focus is on Rural Production and Land Resource Management Investments.

It is part of the Environmental Land Management and Rural Livelihoods Project, funded under the Pilot Programme for Climate Resilience and the Global Environmental Facility and implemented by the Committee for Environmental Protection (CEP), through an Implementation Group (IG) with support from the World Bank.

For a 30-month project in Khatlon, southern Tajikistan, Oxfam is looking for a Specialist on Environment to work on capacity building of local communities and stakeholders, and development and monitoring of rural livelihoods sub-projects, applying participatory approaches.

Required qualifications:

  • Relevant educational background in environmental issues.
  • Extensive experience in rural livelihoods and environmental assessments, land use management and climate change adaptation issues.
  • Experience in participatory approaches.

The role

Legal Consultant, Jordan Field Office

BACKGROUND

UNRWA has Legal Officers or Consultants in each of its field offices who are there to provide legal advice and assistance on matters that may expose the Agency to risks of significant legal, financial, political or reputational damage. Accordingly, the overall objective of the legal function in each field office is to serve Agency operations with a view to ensuring that legal advice and assistance is taken into account in planning and decision-making at policy, operational and management levels, and to ensure the proper and consistent implementation of the Agency’s regulatory framework, as set out by Agency rules and regulations, Organization Directives, and Agency-wide legal instructions and guidance.

In pursuing this overall objective, the legal function within the Jordan Field Office provides legal advice and assistance on matters that include, but are not limited to: neutrality, privileges and immunities, contracts and MOU’s, court cases involving the Agency or its staff members in their official capacity, communication with host government authorities, protection, detained staff, service accident injuries, investigations, procurement, staff conduct and discipline, implementation of HQ legal policies/guidance, training and official reporting required by the UN or donor agencies.

Description of Duties and Responsibilities

· Provides direct legal advice and assistance to the Head Field Legal Office (HFLO) and senior staff in Jordan Field on all aspects of legal matters that include:

§ The privileges and immunities of the United Nations;

§ UNRWA's relations with governmental authorities;

§ Claims made against the Agency and its staff member in their official capacity;

§ Advising, and as appropriate, supervising and overseeing the formation and/or review and drafting of contracts, lease agreements, memorandums of understanding, legal submissions and other legal documents related to the Field Office operation;

· Checks and verifies reports from Agency staff concerning violations of the Agency's privileges and immunities and drafts communications as appropriate to the relevant authorities concerning such violations; maintains a data-base of statistics related to interference with Agency operations, and violations of the privileges and immunities of the Agency, and in particular interference with its premises and mistreatment of its staff;

· Acts as member of committees as requested by the DUO,J, including the Local Committee on Procurement and Intake Committee.

PROFFESSIONAL KNOWLEDGE REQUIRED

· Advanced degree in Law (Juris Doctorate or Master).

· At least two years of progressively responsible legal experience in a national or international organization. Familiarity with international law, human rights law, contracts and commercial law, administrative law, employment law, and criminal and civil procedure.

· Fluent command of written and spoken English.

DESIRABLE QUALIFICATIONS

The role

The WASH Infrastructure Manager is responsible for the day-to-day management of the implementation of WASH infrastructure in an EC-funded pilot urban sanitation project in Jacmel, which comprise of cosntruction of sanitaitin infrastructures and the delivery of a comprehensive hygine promotion programme in the area of focus. S/he will work in collaboration with a WASH Hygiene Promotion Manager (who will handle a partnership with local organization CRESFED) and in association with the government, to deliver a comprehensive programme that supports Haiti to make tangible progress towards its Millennium Development Goal on sanitation: ‘’to halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation’’

Qualifications and experience

* Bachelors degree in either Civil/ Environmental engineering and any discipline relating to Water and Sanitation Engineering

* At least 7 years related work experience and a minimum of two years’ experience working in a developing country.

* Two years’ practical experience in developing countries in appropriate sanitation facilities constructions, water supplies, sanitation and hygiene promotion with some experience been in emergency and development relief programs.

* Good understanding of the public health needs of poor rural and urban communities, including the particular needs of women and children, and of appropriate ways of tackling them.

* Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts.

* The ability to prepare concise reports, som etimes at short notice, reflecting the problems.

* Experience in capacity building and setting frameworks for staff and partner team development.

* Excellent oral and written communication skills in French and English (Creole a plus).

* Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change.

Duties

• The Head of Office (HoO) has the overall responsibility for timely and quality implementation of the DRC humanitarian operations in his/her Area of Responsibility (AoR).

Capacity to properly manage the project cycle (undertaking assessment, planning, implementation, monitoring and documenting ones results) with monitoring-focused skills is essential in addition to full proficiency in spoken and written English. Proficiency in Arabic is considered an advantage.

As the Syrian crisis continues, the number of refugees entering Jordan continues to increase overwhelming Zatari camp. UNHCR with the GoJ has decided to open another camp called Azraq camp in which IMC will be the sole provider of primary health services.
JOB SUMMARY
The primary function of the Site Manager is to provide operational and programmatic oversight of all camp-based IMC activities, inclusive of on-site supervision of staff, requisition of program supplies, maintenance of site-specific inventories, and general coordination of all IMC activities.
ESSENTIAL RESPONSIBILITIES:
This position will be responsible for the following in addition to capacity building of the Clinic Manager for the same:

  1. Site Management

  4. Training/Capacity Building

  5. Working Relationships

Yemen: WASH Project Manager - Yemen

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs NRC has closely monitored the situation of displaced in Yemen and initiated its intervention in Yemen in late 2009. Two initial assessments were conducted in December 2009 and February/March 2010. The assessments indicated a need for NRC programmes and the humanitarian space to implement them. NRC therefore submitted a registration application to the Ministry of Planning and International Cooperation (MoPIC) on 24 February 2010 and in January 2012 NRC signed a MOU with the Government of Yemen (GoY) allowing NRC to start providing humanitarian assistance to refugees and IDPs in the country. The MoU reflects the very good working relationship NRC has established with GoY. In the first half of 2012 NRC established presence in Sanaa and conducted further programme assessments.

Already in May 2012 NRC distributed NFI kits to IDPs in Aden. This rapid response has further improved NRC’s relations with GoY, in particular regional authorities as well as the Aden IDP Committee. At present NRC is implementing, through local partners, transitional shelters, WASH, education, Food Security and Livelihoods along with distribution of NFI. NRC has a geographical coverage of three governorates in the south; Aden, Abyan and Lahj, where there is a high presence of IDPs, returnees and refugees, with an office in Aden. In the northern governorates, NRC’s presence is in Hajja Governorate where the IDPs fleeing the conflict in Sa’ada and Al Jawaf Governorates have sought refuge. A satellite office has been set up at Haradh.

NRC works closely with the Government, UN, NGOs and target groups directly involving them in planning and implementation process. Recruitment of national staff is ongoing as per the recently approved organizational structure. A country strategy for 2013-2014 and a plan of action for 2014 has also been developed.

The WASH Project Manager (WASH PM) is responsible for the overall planning and implementation of the NRC WASH Projects in Yemen in close collaboration with the Shelter, Education and Food Security and Livelihoods project Managers.   • Develop factual records and pleadings, research and write legal memoranda, amicus curiae and case briefs on comparative and international and regional human rights law and claims for use in national and/or international and regional fora.
  • Provide technical assistance to NGOs, government and parliamentary officials, and other stakeholders on law reform processes at the national level and produce relevant legal and advocacy materials.
  • Support the design and implementation of wider institutional and Global Legal Program priorities, as appropriate (e.g., coordinating or supporting an intra or inter-departmental initiative).
  • Develop and implement annual regional program budget and monitor spending.
  • Recruit, train/mentor, supervise and evaluate staff working for the regional program. Participate in institutional recruiting processes as needed.
  • Manage and oversee all aspects of the Geneva office’s operations.
  • Oversee all financial and human resources management for the office, in coordination with headquarters.
  • Manage all consultant relationships including but not limited to legal support, payroll and visa processing.
  • Liaise regularly with Finance and Administration staff based in New York on matters related to office operations.
  • Develop and maintain relationships with local, regional and international NGOs and key stakeholders to advance implementation of the strategic plan.
  • Support other Center departments in institutional and regional fundraising, and monitoring and evaluation efforts.
  • Work with the Director of Pro Bono Services to develop pro bono partnerships and projects with law firms, law associations, and law schools in the U.S. and in the region to leverage the Center’s program work.
  • Represent the Center externally on matters related to reproductive rights in the region through public speaking and interaction with the media.
  • Partner with the Communications Department to effectively develop and implement a program communications strategy to increase support and visibility from key audiences.
  • International travel is required.

As part of Progressio’s ICS team, the post holder will play a key role in ensuring the successful delivery of the ICS programme. The successful candidate will be jointly responsible for the administrative and logistical coordination of the Progressio ICS programme within the UK, with a particular focus and responsibility for the placements in the Central America region. This includes selecting and training volunteers and ensuring regular contact with the overseas programmes in El Salvador, Honduras and Nicaragua.

The post holder should have a degree in a relevant field or equivalent experience.

Experience of organising and prioritising a demanding workload, including working under pressure to achieve deadlines and adjusting workload in response to changing circumstances; of engaging and nurturing relationships with young adults of various backgrounds; of working in a supportive and enabling role, building working relationships with a culturally diverse workforce, spread across different geographical locations, and in public speaking or presenting to groups of young people is essential. You should also have experience in selecting or interviewing staff or volunteers; of booking flights/travel and accommodation, and procurement of services, and of dealing with enquiries from the general public.

Excellent organisation and planning skills, including the ability to multitask, and to use own initiative to deliver expected outcomes to a high standard; solid office/administration skills, including good overall knowledge of administrative systems; excellent attention to detail and accuracy; creativity, enthusiasm and the ability to inspire Progressio ICS volunteers to stay committed throughout the programme, and excellent problem solving skills and an openness to receiving feedback is essential. PSI seeks experienced candidates for the position of Deputy Regional Director (DRD), for Southern Africa. The DRD will provide the technical and financial leadership for the Southern Africa Department both in PSI headquarters in Washington, D.C., and the field programs. Therefore, the DRD should have significant technical and managerial experience, especially in the area of marketing, research, capacity building institutional development, and financial management. The DRD will report to the Regional Director for Southern Africa and is based in Washington, DC.

Under the supervision of the Regional Director, the DRD will take lead responsibility in the following areas:

RESPONSIBILITIES

* Recruitment, direct supervision, capacity building and other personnel management for the Southern Africa Washington team;
* Liaison between Southern Africa and the Innovations/Technical Services Departments including Marketing, Research and Metrics and Learning & Performance;
* Oversight of financial and budget management of Southern Africa programs; in coordination with Finance/Accounting, Contracts, and Procurement Departments;

* Support the Male Circumcision Partnership Project in coordination with Project Director, Field Offices, and RH/HIV Technical staff;

* Assisting the Southern Africa Regional Director with other tasks and projects as necessary,includingrepresenting the Regional Director at meetings as requested; and serving as Acting Regional Director when the Regional Director is not available.

* The DRD will also support the Regional Director in the following areas, as requested by the Regional Director:

  • Donor Relations: Assist in building, maintaining, and/or strengthening donor relations
  • New Business: Assist with building strategies for expanding business in the region
  • Strategies and Objectives: Assist in setting and monitoring Strategic Plan and Platform objectives; and contributing to PSI worldwide program objectives and strategies including input on the wider PSI strategic planning process and how it relates to SA;

QUALIFICATIONS:

* Minimum five years work experience in a developing country

* Excellent quantitative and analytical skills
* Knowledge of international development and health issues
