Fiji: International VAW Data Analyst, Cook Islands, Nauru, Marshall Islands and Palau (Pacific Island Countries)

Organization: UN Population Fund
Country: Fiji
Closing date: 26 Jan 2014

International VAW Data Analyst

Opening for Consultancy

Duty Station: Cook Islands, Nauru, Marshall Islands and Palau (Pacific Island Countries)

Study duration: 1 February 2014- 30 April 2014

Deadline for applications: 26 January 2014

Organization Unit UNFPA Pacific Sub-Regional Office, Suva, Fiji

TERMS OF REFERENCE

Background

The United Nations Population Fund, UNFPA, addresses violence against women and girls (VAW) as a human rights violation and a public health priority, and recognizes that VAW is inextricably linked to gender-based inequalities. In the many countries where UNFPA has a presence, it has supported the building up of VAW-expertise, leadership and credibility, from organizing catalytic data collection and piloting multi-sectoral service networks and strategic partnerships to supporting the formulation of national laws and policies and spearheading public awareness raising and social mobilization campaigns. In the Pacific, UNFPA has its Pacific Sub-Regional Office in Suva, Fiji, which covers 14 Pacific Island countries and provides support to the UNFPA PNG Country Office.

A major obstacle to developing national policies and strategies for eliminating and addressing VAW, sound programmes, monitoring and evaluation, and tracking for accountability is the lack of reliable and comparable data on VAW. Within UNFPA and the UN system, the need for national VAW data is given high priority, as is evident from the current 2008-2015 UN Secretary General Campaign UNiTE To End Violence Against Women, where data collection on VAW is one of the five priority outcomes.

UNFPA has supported the governments to develop national policies for eliminating VAW with strategies for implementation. Immediate interventions included dissemination of the findings and multi-sectoral responses to VAW at the national levels. With the successful completion of the studies in Samoa, Solomon Islands and Kiribati, other countries in the Pacific have expressed great interest in undertaking similar research in their country on VAW, using the WHO methodology. UNFPA Pacific Sub-Regional Office is supporting VAW national prevalence research in five Pacific Island countries: Cook Islands, Nauru, Palau, Republic of the Marshall Islands (RMI) and Federated States of Micronesia. South Africa: Analyst

Organization: Clinton Health Access Initiative
Country: South Africa
Closing date: 18 Oct 2013

Overview:The Clinton Health Access Initiative (CHAI) assists governments to promote high quality health care. CHAI teams work in partnership with the government, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them.

In South Africa, CHAI is supporting the National Department of Health and the South Africa National AIDS Council (SANAC) in its implementation scaling up HIV and TB services. More recently CHAI has supported the development of the new National Strategic Plan on HIV, STIs and TB (2012-2016). One of the aims of this plan is to ensure that 80% of people in need have access to ART. The Government and its partners have been preparing the health system to handle the increase in patient volume by training nurses, helping public health facilities to begin offering treatment, procuring necessary commodities, and securing funding. With the expected influx of clients, it is essential to have timely and accurate data from facilities to monitor the campaign, to inform service delivery and to assess overall strategy at the national level. To strengthen capacity at the provincial level, CHAI is recruiting an M&E Coordinator who will support the Provincial Information Officer and the HAST teams to carry out this function.

The National M&E Analyst will work to support both the HIV/ART and the M&E directorates of the National Department of Health to work strategically between the two directorates to strengthen the evidence based decision making of the NDOH directorates using monthly and quarterly data produced by the 3-Tiered Monitoring system. The aim will be to regularly use the data to produce useful analysis to inform decision making at the National level between both directorates. Challenges with the data will be fed back to the M&E unit to help inform plans for data quality improvement. Responsibilities:• Liaise between CHAI and National DOH units to strengthen the use of programme data• Receive monthly and quarterly data and produce provincial level analyses to feed back to CHAI ART Programme Manager and to share with National HIV/ART Programmes• Share challenges identified with the data with the NDOH M&E units to raise with the Provincial Information and HIV/ART Programme managers and identify interventions• Collaborate with extra-governmental partners and service providers to identify ways to strengthen the data
