TERMS OF REFERENCE
Background
The United Nations Population Fund, UNFPA, addresses violence against women and girls (VAW) as a human rights violation and a public health priority, and recognizes that VAW is inextricably linked to gender-based inequalities. In the many countries where UNFPA has a presence, it has supported the building up of VAW-expertise, leadership and credibility, from organizing catalytic data collection and piloting multi-sectoral service networks and strategic partnerships to supporting the formulation of national laws and policies and spearheading public awareness raising and social mobilization campaigns. In the Pacific, UNFPA has its Pacific Sub-Regional Office in Suva, Fiji, which covers 14 Pacific Island countries and provides support to the UNFPA PNG Country Office.
A major obstacle to developing national policies and strategies for eliminating and addressing VAW, sound programmes, monitoring and evaluation, and tracking for accountability is the lack of reliable and comparable data on VAW. Within UNFPA and the UN system, the need for national VAW data is given high priority, as is evident from the current 2008-2015 UN Secretary General Campaign UNiTE To End Violence Against Women, where data collection on VAW is one of the five priority outcomes.
UNFPA has supported the governments to develop national policies for eliminating VAW with strategies for implementation. Immediate interventions included dissemination of the findings and multi-sectoral responses to VAW at the national levels. With the successful completion of the studies in Samoa, Solomon Islands and Kiribati, other countries in the Pacific have expressed great interest in undertaking similar research in their country on VAW, using the WHO methodology. UNFPA Pacific Sub-Regional Office is supporting VAW national prevalence research in five Pacific Island countries: Cook Islands, Nauru, Palau, Republic of the Marshall Islands (RMI) and Federated States of Micronesia. UNFPA Pacific Sub-Regional Office seeks to hire an International VAW Data Analyst to support government partners with the completion of data analysis and preparation of the analytical reports on national VAW prevalence.
Purpose:
The VAW Analyst is expected to provide the required technical competencies to complete the national VAW studies in Cook Islands, Nauru, Palau and the Republic of the Marshall Islands (RMI) and Federated States of Micronesia, working with the National Study Coordinators, National Statistics Bureaus and core research teams. The International Analyst has overall responsibility for the proper technical and ethical standards to prepare the final reports of the studies.
Role of International Analyst:
Under the general supervision of the UNFPA Representative and Director, and the direct supervision of Gender Adviser, the International VAW Data Analyst will provide: 1. A comprehensive evaluation of the collected data and specific socio-economic and risk factor analysis;2. Perform data edits if necessary;3. Ensure that final tables are based on correctly calculated weights;4. Ensure that derived indicators are based on scientific rigor, and the application of international accepted high standards;5. Prepare the analytical report according to an international acceptable format and content;6. If necessary, provide remote and in-country training and capacity building in data analysis and report writing, where possible.7. Ensure quality control of the studies and work with Technical Advisory Panel (TAP) as an independent body to provide technical advice when required, including for peer review; 8. Facilitate reporting for PSRO.
Expected outputs/deliverables:
Management, data collection and analysis of the five studies1. Reports for PSRO completed in accordance with reporting requirements;Strategic advice and technical advice to the 4 studies2. Technical Advisory Committee/Team – consisting of renowned international VAW researchers – established and functioning to guide the technical research work and data analysis in the countries;3. Key findings of the report packaged in sensitively for dissemination to strategic groups; Preparation of key analysis and documents 4. Relevant reports completed.
5. Additional analysis on data previously collected.
Programme Duration: It is foreseen that the VAW data analysis will take 3 months to be completed
Qualifications and job requirements:1. Post-graduate university degree or equivalent in research-oriented social science with extensive knowledge of and experience in large scale quantitative social/health/economic surveys as well as qualitative research; extensive knowledge and experience with statistical data analysis, and demonstrated competency in using statistical software; proven experience with the WHO Multi-country Study on Women’s Health and Domestic Violence research methodology and protocols. 2. Proven ability to lead discussions with researchers and government officials;3. 10 years of increasingly responsible professional experience in social studies; 4. Experience in developing, undertaking and managing quantitative social studies.5. Strong track record of technical leadership, and proven ability to produce demonstrable results;6. Strong verbal and written communications skills in English; 7. Demonstrated ability to network within national government partners, National Statistical Offices, NGOs and the academic and development community;8. Demonstrated expertise in policy dialogue.
9. Familiarity with UN systems and procedures, management and monitoring tools is desirable;10. Prior work experience in the Pacific region on similar surveys would be an asset.
Contract:Special Service Agreement for a period of 3 months.
Conditions & Remuneration: UNFPA PSRO will contract the consultant and will be responsible for the payment of consultancy fees payable according to qualification and standard terms of payment and subject to satisfactory completion of assignment outputs. Payment will be made at the rate of 25% for the first and second month and 50% upon completion of the four reports.
