Proposal Summary: The Contractor will provide technical support and/or advice on the robust monitoring of programs, projects, and activities; conduct rigorous impact and performance evaluations; enhance the M&E capacity of USAID Missions in Asia; and provide evidence to improve effectiveness as well as to shape strategic direction for future USAID programming in the Asia region. Overall, the expected results of this Contract are to strengthen USAID’s M&E systems in the Asia region and to enhance M&E capacity of local/regional entities in order to improve accountability and the use of empirical evidence for programming, learning and adapting. This is a single-award IDIQ valued at up to $50,000,000 over five years.

Position Summary:The Organizational Capacity Development (OCD) Specialist must be familiar with the USAID Forward Policy, especially that of Local Solutions and other internationally-practiced strategies, approaches, tools, implementation, and M&E for OCD. It is anticipated that the OCD Specialist will be required to provide a series of short-term technical assistance for an extended period to implement the entire cycle of OCD such as assessment, design, planning, resources mobilization and management, coaching/mentoring, and M&E to selected local/regional organization. This is a full time position based in Bangkok, Thailand.

Responsibilities:

  • Provide applied experience in OCD research and practices to the process of designing strategies, projects, and activities that aim to strengthen not only the organizational capacity to appropriately implement activities and manage the donor funding but also to improve their performance that can contribute to a greater development outcomes.
  • Provide advice on OCD including M&E on OCD to Development Objective teams during strategy development, project design, and the development of PMPs.
  • Provide inputs on the use of performance indicators and evaluations to reflect progress toward OCD outcomes and impacts.
  • Participate in evaluation teams tasked with assessing how well the Mission strategies, projects and activities address OCD as well as the impact of the OCD efforts.
  • Provide support in applying knowledge of internationally recognized OCD toolkits for relevant types of local/regional organizations.
  • Conduct training and other capacity development means for OCD.
  • Conduct and/or participate in consultations/workshops to leverage the expertise on OCD to support USAID Forward policy on Local Solutions.

Qualifications:

  • A minimum of seven years of experience in OCD, with at least three years of international experience on designing OCD approaches; developing roadmaps and workplans tailored to OCD for government and non-government as well as for and not-for-profit organizations working on various development issues; mentoring and coaching staff for OCD; and M&E of OCD efforts;
  • Bachelor's degree in a relevant field required; advanced degree preferred;
  • At least three years of experiences working, short-/long-term, in Asia;
  • Demonstrated ability to integrate OCD and/or involve local organizations in creative and innovative ways in programming and measurement;
  • Experience in providing small and large group training;
  • Demonstrated professional interaction with senior U.S. and foreign government officials;
  • Excellent English writing and speaking (S/4 and R/4 levels at least) as well as interpersonal and presentation skills;
  • Exceptional facilitation and coaching/mentoring skills applied within multi-cultural contexts.
  • Technical expertise in health, governance, agriculture, economic growth, vulnerable populations and environment sectors are advantages; and
  • Citizenship in an RDMA operational country is an advantage.
