PROGRAM BACKGROUND
The conflict in Syria is entering its fourth year and shows no sign of cessation. At December 2013, there were an estimated 2.4 million registered Syrian refugees in neighboring countries, with an additional 1.7 million people estimated to become registered refugees in 2014 due to ongoing conflict, deteriorating economic opportunities and unavailability of social services in Syria. The UN estimates that 6.5 million people are internally displaced within Syria, and a total of 9.3 million are in need of humanitarian assistance. The ongoing protracted nature of the displacement is resulting in deteriorating economic opportunities and shrinking social services. As a result, families are becoming more vulnerable over time as they exhaust both their funds and coping mechanisms, and the systems in host countries are struggling to support their needs.
JOB SUMMARY
The Monitoring & Evaluation Manager is a key position in the IMC Turkey ERT program responsible for cross-cutting programmatic information management, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports. The individual holding this position will be responsible for developing (in coordination with program staff), coordinating, maintaining and constantly improving M&E systems to collect information and analyze trends related to emergency response activities and donor requirements, using mobile technology and other technological solutions when feasible. This position entails regular and ongoing staff capacity building in M&E best practices. In addition, the M&E Manager will coordinate with the Regional M&E Coordinator on harmonizing regional approaches to data management and evidence building for IMC’s response to Syrian refugees and displaced populations.
ESSENTIAL RESPONSIBILITIES
Capacity Building
• Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data;
• Develop work plans to mentor and coach staff to build their capacity;
• Implement and train on program monitoring tools (e.g. PMP, IPTT);
• Train technical focal points on the use and interpretation of data;
• Test and implement flexible reporting structures and data collection mechanisms.
Program Monitoring
• Manage and modify country based database to manage cross-cutting sector data;
• Establish and maintain feedback mechanisms of program results for decision making;
• Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;
• Integrate mobile technology and other technological solutions where feasible;
• Perform other duties and responsibilities.
Assessment and Survey
• Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders;
• Lead program personnel in the design, implementation and drafting results of household and KAP surveys;
• Design, implement, and draft reports for customer satisfaction surveys.
Quality Control
• Establish and maintain feedback mechanisms of program results for decision making;
• Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;
• Support the Regional M&E advisor in conducting quality assurance activities for key program interventions (water, sanitation and hygiene, mental health and psychosocial services, and primary health care);
• Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
Other
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
• Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
• Represent the organization in the M&E and Assessment Working Groups promoting a positive image;
• Perform other duties and responsibilities as required.
Qualifications:
• Masters level or higher degree in social science, statistics, international development; experience or background in epidemiology, public health, health information management, biostatistics or a related discipline is preferred;
• At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks;
• Demonstrated experience managing teams and building staff capacity within complex programming;
• Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
• Experience with M&E approaches for key donors such as USAID, OFDA, ECHO, DfID and BPRM
• Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;
• Experience in database design and other tools for information management;
• Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;
• Fluency in written and spoken English is essential. Arabic is preferred.
