Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified Technical and Operations Candidates for upcoming, USAID-funded Democracy and Governance programs in Afghanistan.
Technical candidates with experience supporting improved governance in the following areas: *Institutional capacity building;*Fiscal and development planning;*Delivery of public services, including health, education, security and justice services;*Inter-governmental coordination;*Gender mainstreaming;*Advocacy and citizen representation; and,*Public awareness and communication.
Operations candidates meeting the requirements for the following positions:
Chief of Party*Previous Chief of Party experience is required.*Minimum of ten (10) years of experience managing large USAID-funded governance programs, showing a strong working knowledge of development and foreign aid, with emphasis on the priorities of USAID.*Experience managing complex projects.*Experience working in conflict environments such as Afghanistan and Iraq.*Master’s degree or higher in relevant field. *Fluency in written and spoken English required. *Strong management skills and excellent interpersonal and written communication skills.*Fluent in English; Dari or Pashto desired.
Deputy Chief of Party *A minimum of 5 years of previous or current management, preferably in overseeing multiple program areas simultaneously;*Minimum Master’s degree in a field directly related to municipal governance or other topic directly relevant to the Project objectives;*Prior DCOP experience on projects of similar complexity, with an excellent understanding and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems;*Ability to work under pressure and meet deadlines; *Strong interpersonal, analytical, writing and computer skills required;
*Fluent in English, Dari or Pashto desired.
Director of Finance *Master’s degree in accounting, finance, or a practicing Certified Professional Accountant; *At least 5 years of progressively responsible financial experience managing the accounting and finance component for large donor-funded programs, particularly in transitional, Islamic, or post-conflict countries;*Ability to manage grants under contract funds; *At least 5 years of progressively responsible supervisory experience, setting up the accounting and finance function for a large funded project;*Direct supervision of a diverse team of professional accountants and financial management staff;*Fluent in English, Dari or Pashto desired.
