The Horn of Africa (HoA) programme is the Norwegian Refugee Council’s (NRC’s) largest mission globally. Operations began in Somaliland in 2004, expanded to Puntland in 2006, South Central and Dadaab in 2007. Since 2011, NRC has expanded to establish presence in Kakuma refugee camp (Kenya) as well as Ethiopia, Yemen and now South Sudan. Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of displaced populations through durable solutions. Since 2004, NRC has demonstrated a regional competence and expertise in working with displaced populations. The WASH Project Manager is responsible for leading and supporting the planning and implementation of the NRC WASH Programme in Gambella.

Job description

  • Develop, coordinate and manage WASH project in line with proposals, strategies and donor requirements.
  • Manage, train and develop the WASH team
  • Ensure high technical quality and transparent processes
  • Adherence to WASH tools and handbooks and other NRC policies
  • Represent NRC WASH in internal and external forums
  • Responsible for project documentation
  • Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
  • Transparent and cost efficient procurement of goods
  • Promote the rights of refugees/IDPs and explore and asses new and better ways to assist them.
  • Implement project specific protection priorities

Specific task are:

  • Promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services, thereby ensuring community involvement in the rehabilitation of water points and latrines
  • Creation of channels for dialogue (water user committees) to ensure appropriate technical and social interventions in order to secure outcome, impact and sustainability.
  • Identification of appropriate maintenance mechanisms and sustainability of the rehabilitated latrines, water points and household infrastructures.
  • Identification of key hygiene practices (gender sensitive) to be addressed and sectors of the population with whom to engage and define an appropriate communications strategy to promote safe practices
  • Monitor, evaluate and suggest changes and improvements in the project and associated materials based on observations and discussions with the WASH staff
  • Develop appropriate technical and social training packages and modules for Hygiene and Sanitation including Environmental sanitation to enhance the capacity of NRC staff.

Qualifications

  • Minimum 3 years of experience from working as a Project Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical WASH expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
