Over the past six years, the Center has worked to improve transparency and accountability in the Democratic Republic of Congo’s (DRC) industrial mining sector in partnership with both international institutions and leading local civil society organizations. The current phase of the Mining Governance Program focuses on building local actors’ capacity to advocate for mining sector transparency, make information more accessible to a broader audience, and analyze this information to ensure that mining provides greater benefits to the Congolese people both locally and nationally.

The Center is seeking a Program Manager to oversee all operations in its Lubumbashi satellite office. This independent contract position is a non-family post and requires relocation to Lubumbashi, DRC for an initial 12-month assignment with the potential of a 12-month extension. The position requires deployment to Lubumbashi beginning in June 2014.

Qualifications

  • At least five years of professional experience managing field office activities, preferably related to mining governance, human rights, capacity-building, civil society strengthening or advocacy.
  • Advanced French and fluency in English required.
  • Competence in managing budgets, forecasts, and complex project work plans and timelines required.
  • Strong collaborative problem solving skills, a high level of personal energy, positive attitude and ability to work in a team setting are essential.
  • Strong writing and communication skills and facility with computer applications required.
  • Experience living/working in the Democratic Republic of Congo or the region preferred.
  • Individual should be detail-oriented, highly organized, and able to work under pressure and tight deadlines.

Primary Responsibilities

Under the supervision of the Kinshasa-based Field Office Director (FOD) and the Assistant Director in Atlanta, the primary responsibilities of the Program Manager will include:

  • Represent the Mining Governance Program in the field in close coordination with the Senior Technical Advisor.
  • Supervise 10-12 national staff and 3-4 expatriate consultants. Oversee daily operations of the field office in accordance with the Center’s procedures, including financial management and reporting, procurement, recruitment, staff professional development, policies and procedures training, and other administrative and logistical tasks.
  • Coordinate implementation of a complex program comprised of several project components from multiple donors, including managing expenditures and forecasts, monitoring work plans and timelines, and ensuring grant compliance.
  • Assist technical staff and local civil society partners in planning and implementing sub-projects. Manage a portfolio of at least 12 sub-grants to partners in Kinshasa, Katanga, Province Orientale and South Kivu. Ensure timely activity implementation and accurate financial reporting. Maintain sub-grant files in compliance with the Center’s policies and procedures.
  • Provide weekly reports and oral briefings to the FOD and Atlanta staff on project activities and results, mining sector trends and developments, and other key programmatic or operational issues.
  • Ensure effective and timely coordination and communication between the field office teams, local civil society partners, and headquarters staff.
  • Carry out other project-related tasks as may be required and assigned.
