Program Manager - Emergency Response

Status: Full-Time Department: Programs Reports To : Senior, Program Manager
Compensation Band: 3A Reporting to the Senior, Program Manager, the Program Manager will contribute by expanding the portfolio through developing new projects, exploring new funding opportunities and management of an assigned grant portfolio ensuring the effective implementation of quality programming and donor compliance.

The position is based in Toronto, Canada with frequent travel to Plan field offices.

Development: • Develop concepts and proposals for humanitarian assistance, reconstruction and transitions programs. This entails conducting needs assessments, project design, and proposal writing. • Collaborate with potential donors (including, World Food Program, DFATD, UNICEF, UNHCR etc.) and partners to identify and develop new projects and programs. • Contribute in strengthening the humanitarian assistance portfolio. • Ensures positive relationship with field offices, donors and partners. • Keep well informed and actively participate in discussions on humanitarian assistance issues in international development, share successes and program learning in appropriate forums. • Participate in the development of funding proposals during emergencies. • Deployment to the field as required. Supporting various emergency response programmes.

Management: • Monitor assigned projects to support Plan field offices in understanding and adhering to donor agreements and quality implementation. • Maintain regular communications with Plan field offices and donors; visit project sites as required. • Work closely with Plan field office staff to compile and write progress reports to donors in accordance with donor requirements; help formulate, review and revise annual project work plans and periodic evaluations. • Work with Compliance Managers to review and oversee relevant budgets and financial reports for donors. • Contribute to the team’s shared systems and tools to ensure best practices in program management and proposal development. •

Skills/ Experience/ Qualifications
• French written and spoken an asset • Experience in designing and developing lifesaving/recovery programs. • Excellent communication skills, both oral and written • Ability to establish priorities in a time-sensitive environment, and meet proposal deadlines with strong attention to detail • Proven skills in building productive working relationships with team colleagues, Plan field offices, donors and partners • Experience in conflict and post-conflict areas would be good, but not essential • Ability to review, synthesize information and produce quality reports and proposals as per donor requirements • Familiarity with basic understanding of financial management • Familiarity with education in emergencies programming would be an asset • Familiarity with rights based programming • Strong interpersonal skills to work effectively in a collegial manner in a team based context. • Demonstrated ability to review and synthesize information and produce appropriate proposal and reports • Ability to work in complex multi-stakeholder environments • Experience working with IHA/DFATD is an asset
