J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for OneMonitoring & Evaluation Project Manager”based in Delmas.

Summary:

The M&E Manager will head the central M&E unit which takes the lead in supporting, maintaining and improving monitoring and evaluation systems across J/P HRO Programs while promoting demand for quality data, the use of effective evidence-based methods, and dissemination and sharing of institutional knowledge. The M&E Manager will play a key role in proposal development, collection of high quality data, data analysis, evaluation and reporting. S/he will provide administrative and technical leadership to the M&E Officer(s) and lead M&E capacity building efforts.

S/he will work in collaboration with the rest of the Program & Organizational Development department under the supervision of the POD Manager. Additionally, s/he will coordinate work with other members of the team as need be on other tasks given to him/her.

Responsibilities and Duties:

Under the supervision of the Program & Organizational Development Program Manager, the responsibilities of the Monitoring & Evaluation Project Manager are as followed:

1.Grant and/or Program Management Support

· Supervise all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.

· Work alongside the Program Development/Grants Writing Officer and Manager to brainstorm and develop project results and objectives.

2.System Development

· Oversee M&E Officer and activities while creating a framework, standards and protocols for Program activities.

· Define and implement the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.

· Propose and implement strategies to increase data use and demand amongst Program staff.

· Collaborate with Project and Program Managers to clarify project information needs.

· Propose ways to properly document, organize and capture program progress.

· Draft and revise tools and databases as well as data collection procedures adapted to program activities (eg. performance tracking, indicators, data flow chart, M&E manuals)

· Review the performance of existing management information systems to help identify potential modifications and resources for strengthening them.

· Assess organizational and performance gaps within the different programs and report on corrective actions needed

· Assist Program Managers and the Program Development Officer in the formulation of baseline measures and targets, during writing and set up of donor project proposals as well as throughout project implementation.

3.Data Management and Analysis

· Meet regularly with program teams to keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results

· Identify strengths and weaknesses in existing data collection and management systems and propose solutions in collaborative manner to Program and Project managers

· Develop and improve data quality assurance and control systems in partnership with Program staff to ensure high data quality are collected (eg. field visits, data quality assessments)

· Propose and regularly analyze changes and patterns in KPI indicator data communicate findings to the appropriate Program staff

· Ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner

· Review and validate program and project evaluations as requested supervising or performing thorough qualitative and quantitative analysis as needed

· Provide technical review and coordination in development of Terms of Reference, recruitment of consultants and validation of their deliverables

4.Communication and Reporting

· Regularly review donor reports to ensure consistency of reports with internal data sources so that high quality reports are submitted on time for this grant/program.

· Provide technical leadership and support to Program Development/Grants Management and Program Managers in establishing log frames, M&E work plans, and targets during the drafting project proposals as well as throughout project implementation

5.Knowledge Management

· Maintain and promote means of sharing relevant institutional knowledge amongst J/P HRO staff (eg. Knowledge Library, lessons learned, oral presentation of findings)

Qualifications

· Bachelor’s Degree in Public Health, Information Management, Project Management, Engineering, Finance or other relevant academic background (essential), Master’s Degree (desirable)

· 3 to 5 years of Monitoring and Evaluation experience (essential)

· Capacity to produce high-quality briefs and reports in both French and English.

· Project Management certification (PMP or Prince 2) (desirable).
