Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

SCOPE OF WORK:
Brief description of the position’s role within the Project(s) :

The Child Protection and Education will coordinate the implementation and M&E of education and protection activities for children in communities and camps.

RESPONSIBILITIES:
Technical Quality

* Provide technical and management leadership to the child protection and SHLS projects in camps and communities in accordance with best practices, approved project documents and IRC policy
* Ensure that consultations with community are continuous and SHLS are socially acceptable
* Ensure that technically solid SHLS activities are underway and that each SHLS and all Facilitators receive support supervision visits from Officers
* Ensure that solid case management, referral and information management systems are in place for appropriate identification, responses and follow-up for children harmed or at risk of being harmed
* Ensure excellent coordination with other IRC sectors or service p roviders in planning child protection and SHLS activities
* Coordinate with the WPE and Youth & Livelihoods teams to ensure a cohesive and integral protection approach to activities in the camps
* Ensure regular communication with the CYPD coordinator and/or CYPD Technical Unit to integrate appropriate technical unit priorities in program design

HR Management & Development
* Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
* Deliver and execute a plan to hire, train and build capacity of staff to transition role to a national staff by conclusion of assignment
* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
* Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
* Overall responsibility for staff work plans, work and vacation schedules, and staff training/development activities
* If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
* Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct and ensure adherence to the code of conduct by all team members.

Staff Supervision & Development
* Directly supervises SHLS and Child Protection Officers
* Indirectly supervise and support the SHLS and Child Protection assistants as well as SHLS and CP volunteers
* Maintain open and professional relations with team mem bers, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
* Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
* Assist with the recruitment of SHLS/CP Officers and assistants, SHLS Facilitators and CP focal point in coordination with the CYPD coordinator
* Ensure training, support and ongoing capacity building opportunities for staff on technical and project management skills.

Grant Planning & Implementation
* Responsible for the overall achievement of CYPD grants, ensuring project objectives and performance indicators are met
* Supports implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
* Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely a nd complaint program activities and expenditures; including active participation in grant opening/closing and review meetings.

Grant Monitoring & Reporting
* Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
* Ensure regular field monitoring and modifications as required.
* Monitor and consolidate information collected from weekly and staff activity reports
* Ensure high-quality IRC and donor reports on activities, indicators and achievements

Partner Management
* Develop and maintain effective working relationships with implementing partners
* Ensure regular performance monitoring of partners to achieve the set project’s objectives
* Ensure regular technical support and guidance to partners in accordance with partnership agreements
* Advocate with peer agencies, government and other stakeholders to promote timely and quality case management responses for children

Coordination & Representation
* Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
* Regularly attend CP sub-cluster meetings and other interagency protection coordination mechanisms, at appropriate levels to contribute to coordinator of case management responses across agencies
* Ensure that IRC’s case management data is correctly and regularly entered into the interagency CP IMS database, respecting privacy and confidentiality policies and standards

Program Development
* Contributes to the development of the CYPD program strategic direction for responding to children harmed and at risk of being harmed
* Leads proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration
* Coordinate with other IRC sectors (e.g. HE, Health and Livelihoods) to receive and provide input and support regarding responses for children harmed and at risk of being harmed

Other
* Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
* Other duties as assigned by the supervisor to enable and develop IRC programs

Professional Standards
* All IRC staffs are required to ad here to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:
* BA or equivalent in social work, human rights, education or related degree desired
* At least 3 years experience of implementing child protection programs, preferable social work or education, in humanitarian or development settings
* Preferably have experience working with displaced populations in a complex conflict-based humanitarian crisis
* Previous experience supervising and managing a team
* Demonstrated understanding of working with children and particularly vulnerable children
* Demonstrated experience in capacity building and mentoring of staff
* Demonstrated experience in grant management and proposal writing
* Demonstrated capacity of monitoring and managing large budgets and multiple grants
* Good computer skills such as: MS Word, Excel , Powerpoint
* Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, coordination function, training and the transfer of technical knowledge
* Personal qualities: Team player, flexible, network-builder, able to handle pressure well.
* Regional experience preferred
* Fluency in English required
* Knowledge of Arabic would be an asset

Travel and other requirements: Travel to Syria will be required on a regular basis.
