Project DescriptionThe USAID Guatemala Policy Regulatory Support for Economic Growth Program (PRS) is implemented by the Crown Agents consortium, including Chemonics International and AGEXPORT, the local partner. The PRS project is designed to strengthen the institutional capacity of the Government of Guatemala to conduct food security programs that reduce chronic under-nutrition and rural poverty. The work under this Task Order derives from the Global Hunger and Food Security Initiative (GHFSI, also known as Feed the Future or FTF). The PRS project includes institutional strengthening and policy development for sustainable rural development, trade and environment, oriented to economic growth and food security of Guatemala.

The PRS contract had a base period of two years, during which the project supported key Feed the Future policy objectives in rural development, trade and environment with the Secretariat for Food Security and Nutrition (SESAN), the Ministry of Agriculture (MAGA), the Ministry of Economy (MINECO), Ministry of the Environment and Natural Resources (MARN) and FONTIERRA. During the option period the PRS project will continue supporting SESAN, MAGA and other government and private entities in policy and regulatory issues related to food security and rural development.

Role & ResponsibilitiesThe Monitoring and Evaluation Specialist (M&E Specialist) will support the Chief of Party in monitoring project operational plans, goals and results by verifying compliance with set indicators. He/she will establish procedures to obtain and validate the necessary information to assess indicators, impact and achievements of the project. He/she will be responsible for preparing weekly, monthly and quarterly reports, as well as assisting with drafting and writing success stories of the project.

The M&E Specialist will report to the project office in Guatemala City Monday to Friday, with potential trips to other regions of Guatemala as necessary. He/she will be supervised directly by the Chief of Party.

The M&E Specialist position will begin in March 2014 and end January 2015 (11 months). Biweekly timesheets of the M&E Specialist will be reviewed and approved by the Chief of Party. The M&E Specialist will be paid monthly.

Specific Responsibilities• Responsible for updating and maintaining the project’s monitoring system with indicators and verifiable results.• Record the progress of each indicator, as well as track the advancement of goals and activities for the project as laid out in the Annual Work Plan.• Responsible for the inventory and filing of digital and print backup documentation for all project deliverables and indicators.
• In conjunction with the Food Security Specialist and Rural Development Specialist, write reports which incorporate findings.• Present Weekly, Trimester, and Success Story reports to the Chief of Party for edits and revisions. • Attend weekly team meetings and provide feedback to specialists in order to improve project impact and execution.

Qualifications• University degree in Economics, Agriculture, Business Administration, Management, or a related field required.• Five or more years of demonstrated project experience in rural development, economic development or environmental conservation required. • Three or more years of demonstrated experience in monitoring and evaluation of projects, preferably on USAID-funded projects. • Knowledgeable of the monitoring system used by USAID (APECE) desired. • Advanced reporting writing skills gained through a related work history in monitoring and evaluation required. • Proficiency with Microsoft Office programs. • Fluency in Spanish is required.• Must demonstrate personal attributes such as loyalty and integrity in addition to being determined and thorough, which is inherent in this position.• Legal ability to work in Guatemala is required.
