Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:? Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; ? Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; ? Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
JOB CONTEXT
A critical humanitarian situationIn January 2014, after more than 1000 days of conflict, the death toll in Syria is estimated to have reached 130,000 persons . According to the Office for the Coordination of Humanitarian Affairs (OCHA), around 9.3 million people, nearly half the population, are in need of humanitarian assistance, with among them more than 6,5 internally displaced persons (IDPs) and 2,3 million refugees in neighboring countries.Moreover, amongst those victims of the conflict, an estimation of 8% (figures average from the UNHCR for refugees in neighboring countries, excluding elders – if inclusion of Syrian IDPs and elderly, estimation would likely rise to between 15% and 20%) of them would be in an alarming situation of vulnerability, in terms of protection, access to basic services and in terms of coverage of their specific needs. Persons with mental or physical disabilities and/or chronic diseases, elders, children head of households are in a critical situation, experiencing difficulties to access to already scare humanitarian resources.The situation of injured is also at stake. For those of them having benefited from emergency health care in Syria or host countries, facing the unavailability or lack of access to post-surgery services is likely to have a devastating impact on the prevention of further impairments, or to adapt to a new and challenging environment.
Summary of Mission Handicap International: Syrian CrisisAfter a first round of assessment on March 2012, HI emergency department is implementing since May 15th an emergency intervention for the most vulnerable people affected by the Syrian crisis in Jordan and Lebanon, funded by ECHO, CIDA and DFID, and aiming at supporting persons with injuries and other vulnerable groups (including persons with disabilities). HI is until now the only organization to address those issues through community outreach, and benefits from the trust of both communities’ representatives, local stakeholders and other field implementing organizations.Since December 2012, HI is implanting rehabilitation project in North Syria. Simultaneously, after a technical assessment in Jordan and a rapprochement with ERW (Explosive Remnants of War) management authorities, the National Committee for Demining and Rehabilitation (NCDR), HI decided to launch a first risk education project addressing both Syrian refugees and local host populations living at the Syrian border.
PROGRAMME OBJECTIVES
Activities in Syria The violence in Syria has caused the death of more than 100,000 people and more than 6 million Syrians fled their homes. Syria has become "a disgraceful humanitarian calamity with suffering and displacement unparalleled in recent history”.
1.The needsPost-surgery follow-up is almost non-existent. Accurate data is lacking, however, the number of injured people in Syria is estimated to exceed 600,000. Persons with injuries, together with persons with disabilities, are presenting complications that, without appropriate rehabilitation care, can lead to death or to permanent impairments and long-term disability. Psychosocial distress: MHPSS is almost unaddressed until now. Basic needs coverage: Limited resources coupled with the challenging operational context jeopardize the adequate coverage of basic needs of conflict-affected populations inside Syria. Food is the 1st need of the 6.8 people in need in all Syrian governorates. Household Essential Items are unaffordable.Conventional weapons risk awareness: populations – notably children - are facing the threat of unexploded remnants of war. HI estimates that 10% to 15% of cluster munitions used by both sides of the conflict are yet unexploded. Urban settings are generally the most affected. Capacity building of the Syrian Civil Society Organizations (SCSOs): After more than two years operating on the field, some of the SCSOs developed significant operational capabilities or potential but they still request training and expertise download when approaching HI.

- The Capacity Building ComponentConsidering the way HI operates and the current technical capacities of the partners, capacity building is a key component within current and future partnerships. Capacity building activities have already started with our current partners through training and accompaniment, but Handicap International aiming at becoming together with its partners a reference in some sectors (i.e Mine Action and Physical Rehabilitation), further formalized and standardized processes must be designed and implemented to strengthen organizational and technical skills. A capacity building program must be established for each partner according to a deep diagnosis of its capacities. This program includes:

MAIN RESPONSABILITIES OF THE EXPATRIATEUnder the direct responsibility and support of the Operational Coordinator for Syria, you will be responsible for:
? Ensuring that the capacities of each HI partner are assessed;? Ensuring that a comprehensive capacity building program is established for the mission which will include specific plans for each HI partner;? Ensuring that the planned training sessions are delivered;? Ensuring that the accompaniment takes place;? Ensuring an improvement of the partners’ capacities
MAIN TASKS OF THE EXPATRIATE OF THE EXPATRIATE
Under the direct responsibility and support of the Emergency Coordinator Syria, you will be responsible for:
ENSURING THE PARTNER’S CAPACITY ASSESSMENT:? You lead or participate to the 1st assessment of potential partners (background checking and first assessment of the organization’s capacities);? You create a capacities’ assessment tool that will be used to conduct an in-depth capacities assessment of partners selected. This tool should notably includes:o Check list of the capacities to be assessed for each sector (technical and organizational);o Evaluation grid of these capacities;o Scoring system.? You lead the capacities’ assessment, ensuring that all the departments are covered;? You adjust the capacities’ assessment tool.
ANALYZING THE CAPACITIES’ ASSESSMENT AND PROPOSING A CAPACITY BUILDING PROGRAM:? You extract information from the assessment conducted and product an assessment report on each partner;? You establish a capacity building program taking into account:o The potential of improvement in each sector;o The priorities for HI and for the partner.? You establish a planning for training and accompaniment sessions, taking into account the planning of the project’s implementation.
PROVISION OF TRAINING SESSIONS:? You regularly update your knowledge of the capacity building offer within the HI Syria mission (curricula and/or tools developed, Human Resources available, etc.);? You lead the development of new curricula / tools concerning organizational capacities;? You develop a network of expertise (within partners, private companies, etc.) to complement the HI Syria mission’s expertise;? You ensure the provision of the training sessions by HI or external providers (partner, private company, etc.) if needed;? In collaboration with the Support and Program departments, you organize the training sessions of Syrian staff, remotely or in neighbouring countries.? You design and implement a pre and post-evaluation system to measure training results
FOLLOW-UP AND ACCOMPANIEMENT:? You support the team in developing follow-up and monitoring tools to accompany the staff trained;? You ensure that this follow-up is implemented;? You regularly re-assess the needs of the partner’s staff in order:o To monitor the progresses;o To propose a continuous and progressive capacity building program.
REQUIRED PROFILE
Education and experience: - Minimum 3 years in the humanitarian field with at least one significant experience in Capacity building projects;- Experience in partnerships;- Experience in providing trainings;- Experience of emergency and post-emergency contexts.
Professional skills:- Extensive knowledge of Capacity building mechanisms;- Excellent analysis skills- Good knowledge of Near East an asset
Language- English mandatory, French and Arabic an asset.
Personal skills:- Able to cope with a huge workload- Proactivity and flexibility - Diplomacy and interpersonal skills- A good sense of humor
EMPLOYMENT CONDITIONS? Status: salaried contract according to experience? Remuneration: starting from 2000 Euros gross salary + 457 euros of indemnity of expatriation (no per diem in the field)?
