Terms of Reference for Real Time Evaluation: ActionAid Typhoon Yolanda Emergency Response Programme
The overall purpose of evaluation for the Philippines response programme is to assess whether ActionAid’s initial response to date has served the intended purpose agreed in the Emergency Response Framework while considering key variables of effectiveness, efficiency, relevance, value for money and connectedness. It should also map the aspects of the response (internal and external to ActionAid International Philippines) that went well and which areas require improvement based on major programmatic, funding and organisational learning.Applications are welcomed from either a single consultant, or a small team dividing the allocated consultancy days between them. The consultant or team must bring the following experience and skills: ? Operational experience in emergency response and development work.? Previous evaluation experience of emergency response programmes, particularly through participatory evaluation processes.? Strong expertise in using participatory tools.? Proven track record in related consultancy work. ? Experience during similar work within the Philippines or relevant contexts.? Familiar with women’s rights and human rights based approach to emergency response.? Familiar with transparency and accountability processes and their values.? Good understanding of/and sensitive to different cultures and traditions. ? Fluency in written and spoken English? Fluency in one or more local language spoken by Yolanda affected communities is a distinct advantage
