The Emergency Programme Manager (EPM), who will be based in Masisi, will oversee the implementation, management and development of the emergency response programme in Masisi, North Kivu. S/he will enhance programming and managerial skills of key Concern staff on the Masisi team. S/he will be the main point of contact for all Concern’s relationships and activities in Masisi.

Main Duties & Responsibilities:

Programme Quality• Oversee the planning and delivery of the Masisi Emergency Response Programme in consultation and partnership with local partners. • Reinforce and maintain the monitoring and evaluating system and oversee the programme progress against agreed program objectives.• Lead and participate in emergency assessments and develop plans for expansion in consultation with line management.• Ensure that crosscutting themes such as accountability HIV and AIDS related issues, equality and protection are mainstreamed in the programme. • Ensure programme quality adheres to Concern and other international standards where relevant.• Ensure community participation, sensitisation and collaboration in programme activities.• Ensure information is provided to stakeholders within the terms recommended in the Concern DRC • Information Strategy.• Develop and share, with communities, beneficiary participation plans for each programme and ensure participatory monitoring and evaluation of the programme, including FGDs and household surveys (and describe in proposals)• Provide information for Annual Accountability Progress Report and ensure that the accountability implementation plan is being carried out• Manage and monitor the Masisi Programme Complaints Response Mechanism and ensure analysis of and learning from complaint information • Lead and or participate in other programme quality and accountability initiatives as required.• Lead and oversee local NGO partner capacity building.

Donor Compliance• Ensure that donor proposals, budgets and reports are of high quality, up to date and delivered in a timely manner in accordance with Concern policies/procedures, donor requirements and for other interested parties. • Be responsible for ensuring that donor strategy, donor guidelines, formats and processes are understood and being adhered to within programme implementation and procurement.

Representation• Manage the working relationship with the local implementing partner• Ensure networking and coordination with local Government authorities, other NGOs, and UN at field level. • Represent Concern to donors, clusters and other coordination fora in Goma as required.

Human Resources• Identify project staff needs, ensuring that Job descriptions are developed, properly qualified staff are recruited, inducted and trained as per the needs of the programme and the organisation• Manage Programme Team with particular emphasis on capacity building of staff through mentoring, training, and ensuring that all staff have up to date job descriptions and PDR as per policy.• Ensure that all staff are provided with the necessary support and advice to carry out their duties particularly as they relate to livelihood approaches, emergency preparedness and response as well as PRA/PLA techniques.

Communications/Reporting• Monitor the production and dispatch of reports within Concern, for donors and other interested parties as appropriate in accordance with approved reporting schedules• Ensure that situation reports, i.e. security, personnel, programme activities, etc. are produced to a high standard and in a timely manner.• Ensure that ToR’s for external consultants/visits are prepared.• Manage all external (donor, UN, head office, consultants, etc) visits to the field.

Finance, Admin and Logistics• Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.• Manage day-to-day cash management in Masisi and ensure cash transactions and management are in line with Concern procedures.• Oversee the day-to-day management of logistics (including transport), administration and , human resources functions in line with organizational policy and best practice• In conjunction with line management and SMT, oversee and manage longer-term planning within logs, admin and HR functions

Security and Representation• Ensure all staff and visitors are briefed on the SMP and SOPs and are fully aware of their duties and responsibilities related to security.• In collaboration with the base manager and area manager, undertake analysis of security incidents and trends in the zone of intervention and surrounding areas, ensuring that line management is regularly briefed on the security situation and advise as necessary in relation to adaptation of workplans and movement plans as necessary. • Participate in the revision of SOPs when necessary and other security related duties when necessary.

Other Duties• Participate in country-level strategic planning initiatives and other duties as determined by line management.• Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership)• Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.• Report to the appropriate manager, all violations of the P4 or CofC, this is a mandatory duty of all staff.

PERSON SPECIFICATIONEssential:• Able to handle a demanding, mountainous environment with a high level of physical fitness• A relevant degree in a related field (Humanitarian Aid, international development, food security, etc) is essential, together with some theoretical knowledge of the principles and practices of organisational management, emergency preparedness and response.• At least two years’ experience of working in development/emergencies• Team Management Experience• Security Management Skills and Experience• Experience of managing a multi-sectoral programme• Knowledge of cash and market-based approaches• Proposal and report writing skills• Experience of working in an insecure environment• Strong French and English language ability• Flexibility and the ability to direct a multi-cultural team• Demonstrable, interpersonal and communication skills• Good organisation, planning and management skills• Ability to work under pressure• Able to handle a demanding, mountainous environment with a high level of physical fitness

Desirable:• Experience of working through local partners• Knowledge/experience of protection issues• Knowledge of HF/VHF radio systems• Concern Experience • Swahili and Kinyarwanda would be an advantage
