Summary: In Haiti, HAI and its local partners apply innovative approaches to strengthening women’s leadership and ensuring women can protect their rights and well-being, and overcome the systemic discrimination they face. The Program Coordinator will play a strategic leadership role within HAI’s Haiti country office. S/he will oversee operations, programs, and support services. S/he is responsible and accountable for fundraising and budget oversight, developing, coordinating with project staff, building and strengthening relationships with donors and partners, and managing and mentoring a motivated, professional team. Reporting to the Director of Social & Economic Justice Programs, the Program Coordinator will work closely with, and receive support from headquarters program technical units, safety and security services, finance, and operations staff.
Essential Duties and Responsibilities:Representation and Program Development:
•Develop project proposals that meet the needs of vulnerable communities and respond to external donors’ requests;
•Closely coordinate with local partners when designing project models;
•In collaboration with other HAI staff, draft results frameworks, proposal narratives, and budgets for external partners and donors;
•Actively participate and represent HAI in working groups and other coordination meetings with other leading INGOs and potential donors to identify funding opportunities;
•Engage in rigorous donor mapping, meet with local partners across the region, and brainstorm new program opportunities;
•Network with grassroots women’s and LGBT groups to forge new strategic partnerships;
•Working closely with the Director of Social & Economic Justice programs to develop a strategic direction and plan for the country program in accordance with HAI’s mission and program framework
Program Quality and Management
•In close partnership with HAI’s local partner organizations, coordinate HAI’s projects in Haiti to ensure they are implemented in compliance with the grant agreement and work plans
•Oversee project planning, organization, financial, technical and human resources ensuring outputs are achieved on time and within the allocated budget
•Prepare project documentation and performance reports according to HAI and donors rules and standards
Budget, Security, and General Operations Support
•Supervise financial, administrative and logistical processes such as requesting project funds and preparing a working budget
•Monitor the security situation and actively participating in national-level security groups; providing security updates to staff and partners in a timely manner
•Suggest and implement office and management procedures based on program and office needs
•Foster effective collaboration within the country team and with headquarters staff
Supervisory Responsibilities: The Program Coordinator supervises existing projects, develops new programs, coordinates operations in Haiti, and represents HAI Haiti externally. S/he supervises and manages country-based staff and supports local partners, ensuring staff development and retention through continuous mentoring and training.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
•Education and/or Experience: Demonstrated program management experience, ideally related to women’s rights and empowerment. Solid understanding of gender issues in Haiti.
•Fundraising Skills: Program development and fundraising experience; prior experience with both international and local donors preferred.
•Management Skills: Experience working with diverse teams to make strategic decisions about program implementation, program growth, and donor relations.
•Language Skills: Must have written and spoken fluency in English and French (Haitian Creole preferred).
•Communication Skills: Listens and gets clarification, responds well to questions and feedback, participates in meetings, effectively communicates utilizing a variety of technologies such as phone or video phone (i.e. Skype, Google Hangout), writes clearly and informatively, and edits work for clarity, style, spelling and grammar.
•Computer Skills: Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
•Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
•Travel: Able and willing to travel around Haiti to support program development.
