Description of the unit / department: Humanitarian UnitBackground to the Role: In response to the impact of Typhoon Haiyan, Trócaire has established a large-scale response with a variety of partners working in the affected areas. As the response and recovery work required is significant, Trócaire is committed to supporting partners in the recovery effort. Based in Ireland, the incumbent will work at Trócaire headquarters in Maynooth with regular travel to the Philippines.

Reporting to: Humanitarian CoordinatorManaging: (Individuals/Team) N/AContract Type: ContractContract Duration: 2 yearsGrade and Scale: DLocation of Position Maynooth with regular travel to the specified regionScope of the Role: Based in HQ in Maynooth, but with deployment to project sites, the programme officer will support partners responding in the Philippines to the recent typhoon and earthquake. The Officer will support the partners in needs identification and response planning, especially as the situation demands more recovery-focussed work. The Officer will also be responsible for monitoring and evaluation of Trócaire-supported interventions and liaise with partners to fulfil communication and visibility requirements. The officer will liaise with institutional funding personnel in Trócaire on donor requirements and accompany partners in accessing additional institutional funding as and where required.Safeguarding Children Policy: This position will have no direct contact with childrenKey Duties & Responsibilities Programme development and management- Develop a response strategy with partners, Trócaire humanitarian advisors and other stakeholders to respond to the relief and early recovery needs of people affected by the earthquake and the subsequent typhoon.
- Timely preparation and submission of programme documents, including programme proposals, project summaries, and situation reports.- Develop detailed relief budgets, proposals and work plans- Development, preparation and submission of funding proposals & reports to institutional donors as necessary- Assess the possibilities to develop new partnerships with local NGOs, faith based organisations and civil society- Ensure protection is effectively mainstreamed in all response programming, in liaison with the Trócaire protection advisor- Ensure delivery on key programme quality and accountability standards (including; Sphere, HAP)Partner engagement, networking & representation- Act as Trócaire’s key partner liaison for all matters related to the Philippines programme – including, local and international partners- Represent Trócaire on Philippines at key fora including Caritas, Irish Aid, Dóchas Humanitarian Aid Working Group meetings- Facilitate partners’ representation at cluster and other humanitarian fora if necessary/appropriate- Supporting the Humanitarian Programme Manager in representing Trócaire to Caritas member organisations and relevant institutional donors, and other agencies

Policy- Assist in the development of a Philippines- specific policy and advocacy strategy for Trócaire and lead on its implementation

Monitoring and evaluation- Develop a monitoring and evaluation plan appropriate for Trócaire’s humanitarian programme in Philippines- Ensure Trócaire strategy fulfils fundamental requirements for monitoring and evaluation- Support partners in their monitoring activities including; timely proposals and reports, which meet Trócaire standards- Ensure relevant learning from Trócaire’s response to previous humanitarian situations is incorporated into the Philippines response- Adhere as far as possible to Trócaire Programme Monitoring and Accountability Guidelines

Communications- In liaison with Trócaire’s Communications Team, support the gathering and collation of relevant information from partners and programmes for communication and fundraising purposes.- Update key organisational forums including Executive Leadership Team, as appropriate- Support partners in gathering lessons learnt and good practice across the programme, and through the Caritas network- To undertake media interviews (radio, print) as necessary concerning Trócaire’s response in Philippines- To be a key liaison for Dioceses, parishes and other parts of the Church - To work closely with Trócaire’s Diocesan Representatives on the appeals for Philippines

Administration & finance- Adherence to and utilisation of Trócaire programme and finance approvals process – Document Library & Agresso- Timely preparation, review, and submission of partner budgets and proposals for approval- Ensure that partners supply the necessary information to Trócaire finance to ensure the timely disbursement of funds to partners- Monitor partners’ financial reports and ensure that reports are compliant with Trócaire and donor regulations

Person Specification – Essential Requirements (E)(E) Qualification Third level qualification in relevant discipline(E) Experience - Demonstrated understanding of the region and the current context- 3-5 years experience of developing and managing Humanitarian Programmes - Experience of working with international donors, and reporting and monitoring according to specific donors templates.- Experience of working with/supporting and advising local partners- Proven experience in the provision of technical advice through mentoring support

(E) Skills - Technical skills in humanitarian response including knowledge and experience of working with the Red Cross code of conduct and SPHERE- Strong proposal and report writing skills- Ability to organize and meet deadlines, work independently, prioritize, and multitask.- Proven organisation and administrative skills, proficient with standard IT packages especially Excel. - Excellent interpersonal skills(E) Qualities - Willingness to work as part of and with other Church based organisations
