International Relief and Development (IRD) is seeking a Facility Manager for the Development Assistance Facility of Afghanistan (DAFA) III of Australian Government Department of Foreign Affairs and Trade (DFAT). The Facility Manager plays a key part in ensuring that the DAFA III project is successful in its mission.
IRD is one of the largest international NGO’s operating in Afghanistan with a 10 year track record of implementing over $1.8B worth of projects in partnership with the World Bank, USAID, DFID, UN, ISAF, CENTCOM, Army Corps of Engineers and the senior leadership within the Islamic Government Afghanistan in the ministries of Mines, Finance, Energy & Water, Education. Our success in Afghanistan is based on the experience of our national team and from the collective knowledge of our international network of over 5,500 employees who work in over 44 countries to fulfill our mission of “reducing the suffering of the world’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency.”
Background
The Australian Government established the Development Assistance Facility for Afghanistan (DAFA) in 2007 to support the Afghanistan National Development Strategy. The goal of DAFA’s third phase is to develop the leadership and human capacity required to achieve sustainable economic and social development in Afghanistan. Building capacity and public confidence in the government’s ability to deliver services and improving the quality of education are critical components of this mission and the Afghan government’s efforts to meet its people’s needs.DAFA III comprises four components:
Australia Awards in Afghanistan offers opportunities for long and short-term study and professional development in Australia with the objective of developing capacity and leadership skills so that individuals can return home and contribute to development in Afghanistan.
Malaysia Australia Education Project for Afghanistan (MAEPA) involves the Governments of Malaysia, Australia and Afghanistan cooperating to provide professional development training to Afghanistan’s Teacher Trainers and teacher college staff to improve the quality of teaching in Afghanistan.
The Public Financial Management (PFM) program aims to improve the quality of core development budget processes in key service delivery Line Ministries.
DFAT-Initiated Activities deliver needs-based, flexible interventions in support of the Australian Government’s strategic programming objectives.
Position Description
The Facility Manager has overall responsibility for ensuring all aspects of the Services are delivered to best practice standards in accordance with the requirements and terms of the Contract, and for managing the day-to-day activities of the management team (Component Managers).
Mandatory Competencies and Experience
Extensive experience working in developing countries.
Minimum of 15 years of work experience in developing countries
Extensive experience working in highly unstable, conflict zone countries
Extensive prior experience working in Islamic countries
Proven capacity to build and maintain effective relationships with senior personnel in government and donor agencies.
Prior experience as a field-based Senior Project Director, managing large expat teams
Prior experience working as the primary official point of contact for Senior Ministry Personnel
Good understanding of education and training sector policy and regulatory frameworks, for national capacity building
Prior experience in policy formulation at the national level
Proven ability to set up and manage projects or facilities involving a suite of development activities in a developing country.
Long term (multiple instances of more than 2 years each) sustained managerial experience as the most senior Project Manager responsible for technical, managerial and financial oversight of the projectSubstantial experience in the application of financial management, contracting, reporting, and monitoring and evaluation systems.
Prior substantial leadership experience designing and implementing M&E programs
Prior substantial primary budget development and monitoring experience for a $50M+ program
An understanding of the social, cultural, political and institutional factors affecting development in Afghanistan.
Prior successful work history in a project leadership position in Afghanistan (2 years or more)
Strong analytical skills, strong interpersonal, oral, and written communication skills in English.
Primary authorship of major technical reporting. Final technical review of major technical work of othersDesirable Competencies and Experience
Tertiary qualification in a relevant field.
Experience in the education, training and development sectors in Afghanistan, at both the national and sub-national levels.
Experience with DFAT processes and procedures.
Reporting Arrangements
The Facility Manager reports to Chief of Program Operations, IRD.
Duration and Location
The Facility Manager is a long-term appointment based full-time in Kabul.
This position is an international position with fee rates governed by DFAT’s Adviser Remuneration Framework: Remuneration Tables and Guideline (February 2011). The position fits under Table D: Long-term Adviser, Discipline Group D, Job level 4.
