ORGANIZATIONAL SETTING:
The post is located in the Executive Board and External Relations Branch (EBERB) of the Information and External Relations Division (IERD).
The staff member reports directly to the Chief of the Branch. Under the supervision of the Branch Chief, the staff member assists the Branch Chief in the development of strategies and policies to guide UNFPA’s positions in inter-governmental and inter-agency processes coordination of the Branch’s work related to economic and financial issues, UN operational activity and development policy, including peace building support activities.
DUTIES AND RESPONSIBILITIES:
The incumbent supports other UNFPA units in developing policies, strategies and proposals for decision making inter-governmental and inter-agency processes related to economic and financial issues, UN operational activity and development policy. She/he interacts with UN Missions, the General Assembly, ECOSOC and its subsidiary bodies, monitors political risks and opportunities for enhancing the ICPD Programme of Action in the inter-governmental system and advises senior management on trends in the principal organs of the UN and their implications for UNFPA operations. She/he prepares briefs and draft policy papers and other background materials to facilitate decision-making by the Fund.
The incumbent shapes UNFPA’s relations with external partners in the inter-governmental processes, maintains interpersonal relations with counterparts through regular exchange of information, provides and/or arranges preparations for and coordinates representation and coverage of the inter-governmental and inter-agency meetings in economic and development cooperation fields that are pertinent to UNFPA’s work and mandate. She/he maintains constant exchange of views and submits appropriate proposals to negotiating blocs to influence decisions and ensure that UNFPA policies are understood and that inter-governmental decisions are supportive of UNFPA’s mission.
The incumbent fosters inter-agency collaboration and partnerships in support of ICPD as central to the achievement of the MDGs. She/he consults regularly, negotiates on issues to be legislated in the General Assembly and works with UN Secretariat and relevant agencies to ensure reflection of ICPD perspectives in inter-agency processes and relevant reports of the Secretary-General.
The incumbent generates reports and analyses of and manages the information flow on the inter-governmental and inter-agency processes to ensure that UNFPA presents coordinated positions. She/he coordinates the preparation of UNFPA’s inputs for SG reports, statements and resolutions. She/he coordinates, participates and provides political perspectives to policy consideration in UNFPA’s internal meetings.
The incumbent provides support and direction to field managers in conducting high-level dialogue on policy and agenda setting issues related to ICPD. For this reason, she/he prepares information notes on political objectives to be pursued with national partners.
The incumbent contributes to and supervises, as relevant, the maintenance and updating of data bases on delegates and officials for effective information flow, contributes to the creation of planning tables, calendars of key events and lists of resolutions relevant to UNFPA and supervises the creation and update of the website of EBERB to ensure that most important reports and information on UN processes are available for the Fund.

QUALIFICATIONS AND EXPERIENCE:
• Advanced university degree (Master Degree) in Social Sciences or Development Studies.• 7 years of relevant progressive experience in dealing with international issues, of which 5 years should be in an international environment• Specialized knowledge is required in the following fields: External relations, Networking and advocacy, International economic and development cooperation.• Knowledge and familiarity with multilateral/UN inter-agency and inter-governmental processes desirable• Proficiency in English. Fluency in another official UN language is an asset.
