Focus Humanitarian Assistance (FOCUS) : is an international group of agencies established in Europe, North America and South Asia to complement the provision of emergency relief, principally in the developing world. It helps people in need reduce their dependence on humanitarian aid as it facilitates their transition to sustainable self-reliant, long-term development. Focus Humanitarian Assistance is affiliated with the Aga Khan Development Network, a group of institutions working to improve opportunities and living conditions, for people of all faiths and origins, in specific regions of the developing world.
FOCUS Tajikistan is seeking a highly motivated and experienced senior executive with outstanding leadership skills for the role of Executive Officer.
The Executive Officer (EO) is responsible for the overall administration and management of FOCUS Tajikistan, including disaster management programmes, external fund-raising and grant management, and business operations. Areas of responsibility include: strategic leadership, planning, implementation and evaluation of FOCUS Tajikistan’s programmes and operational activities; policy development and administration; personnel and fiscal management; and public relations and external communications. This is a full-time position.
RESPONSIBILITIES:
- Leadership: Provide strategic and operational leadership, especially during disasters. Build staff capacity, specifically leadership capacity, through professional development training and mentorship.
- Programmes: Oversee design, development and implementation of programmes and services for disaster risk reduction, disaster response and refugee/IDP support that provide innovative, sustainable solutions to challenging problems. The programmes would be driven by FOCUS Tajikistan’s mandate and strategic goals and delivered within approved budgets, quality standards and timeframes in collaboration with Government of Tajikistan departments, other FOCUS units and AKDN agencies, UN agencies and other NGOs.
- Financial: Oversee the financial and management accounting for FOCUS Tajikistan including: budget preparation,’ monitoring and control; timely reporting to Global Office and donors; effective and prudent management of resources; and adherence to AKDN policies and applicable laws. External Relations: Enhance the image and increase the visibility, outreach and impact of FOCUS Tajikistan. Maintain positive relations with donors, AKDN agencies, UN agencies and other NGOs. Develop partnerships including grant/funding agreements with donors.
- Human Resources: Effectively manage the human resources of FOCUS Tajikistan according to the approved personnel policies and procedures that are consistent with applicable laws and regulations.
QUALIFICATIONS AND EXPERTISE:
- Advanced degree in business or international development.
- At least ten years of work experience in a management position including experience as a senior leader within a corporate, government or non-governmental. Experience in development or disaster management will be an asset.
- Strong leadership skills and a demonstrated track-record of effective team leadership and achieving results working with a range of stakeholders in a complex and challenging environment.
- Strong strategic thinking, planning and execution skills.
- Excellent project/program management skills including financial management.
- Excellent organizational, management and follow through skills.
- Strong networking/collaboration skills.
- Experience working in cross-cultural environments.
- Strong interpersonal skills particularly in negotiation and issue management.
- Strong writing and oral communications skills and an ability to clearly and concisely present complex topics and issues to specialists and non- specialists alike.
- Ability to communicate in English, Tajik and Russian.
