Brief description of mission or/and project for which the staff is required:

People in Need is a Czech non-governmental organization that provides relief aid and development assistance, while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in Central/Eastern Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Georgia since 2005 and has offices in Tbilisi and Kutaisi. For more information please see: http://www.clovekvtisni.cz/en/humanitary-aid/country/georgiaPeople in Need is currently planning the European Union-funded project “Enhancing Small Farmers’ Cooperation and Productivity in Imereti and Racha Regions”. In partnership with the leading Georgian partners, the project is planned to be implemented in Imereti and Racha regions of western Georgia. Within the framework of the project, People in Need and partners will aim to reduce rural poverty in western Georgia. Via the development of agricultural cooperatives, the project targets semi-commercial small farmers as well as agribusiness and rural entrepreneurs in order to increase their productivity and income as members of business-oriented groups such as cooperatives and associations. People in Need is recruiting a Project Manager to be responsible for overall project and financial management of the project and to provide support to the team through coordination of project implementation, program monitoring and liaison with donors, partners and stakeholders. The project is planned to begin in January 2014 and the duration is 3.5 years.

Responsibilities:

• responsible for overall project management including project administration, finance/budget management, monitoring/evaluation, staff management, advocacy and reporting• supervise the organization and facilitation of all project activities implemented by the project team and Georgian partners • provide technical expertise in the area of agriculture and rural development to ensure project activities are implemented according to international best practices• conduct regular field visits to monitor field activities and draft monitoring reports • in coordination with the Country Director, serve as the main contact person for donors, local stakeholders, government authorities and media• responsible for all donor reporting, coordination with the European Commission and external communication of the project

Description of requirements:

• university degree in Agriculture, Agro Economics, Business, Management, International Development or related studies; Advanced degree preferred • extensive experience in agriculture, business and rural development, preferably experience in the cooperative development sector• 3 - 5 years’ experience in management positions in developing countries; demonstrated ability to manage large grants, including project design, budget preparation, expenditure tracking, monitoring and evaluation and reporting• experience managing large European Union-funded projects• solid leadership and staff management skills, with a record of managing large, diverse teams and contributing to the capacity building to staff• knowledge and understanding of advocacy, participatory policy development and community-driven development practices. • experience in the Caucasus region or CIS countries is highly desirable• fluency in written and spoken English required, working knowledge of Russian and/or Georgian language highly desirable.
