Tajikistan: Team Leader/Evaluation Methods Specialist – Rule of Law/Law Enforcement Capacity Building

Development and Training Services, Inc. (dTS) is seeking a Team Leader for a short term performance evaluation for the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL.) The Team Leader will provide technical and program leadership in this proposed project to conduct a performance evaluation of their programs in Tajikistan in two areas: 1) Law Enforcement Reform and Capacity Building (LERCB) and 2) Rule of Law. Responsibilities will include:
• Provide technical oversight and quality assurance for the project.
• Lead implementation of the entire project, including work planning, technical delivery, and project reporting.
• Provide field based technical leadership in implementing evaluations by designing evaluations with sampling and data collection methods, work planning, technical delivery and project reporting, and quality assurance.
• Keep the home office staff informed of status of project and major deliverables on a regular basis.
• Maintain communications with the COR as well as other DoS representatives as needed.
Qualifications and Education Requirement:
• A Master’s degree and at least 15 years’ relevant experience conducting evaluations for law enforcement, rule of law and/or justice sector reform projects, preferably targeting a country in the former Soviet Union, or a similarly challenging program environment;
• Professional experience in the former Soviet Union;
• Demonstrated success in administering successful technical assistance projects and effectively manage evaluation teams of international and local staff;
• Excellent research, writing, analytical, and presentation skills;
• Fluency in English and Russian and/or Tajik speaking and reading skills at or equivalent to the Foreign Service Institute (FSI) proficiency level of 3 or higher;
• No staff members of the evaluation team are to be directly involved in the implementation of INL’s law enforcement or rule of law activities in Tajikistan;
• The ability to obtain and maintain a US security clearance is required;those who already have a clearance are preferred.
