The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs NRC has closely monitored the situation of displaced in Yemen and initiated its intervention in Yemen in late 2009. Two initial assessments were conducted in December 2009 and February/March 2010. The assessments indicated a need for NRC programmes and the humanitarian space to implement them. NRC therefore submitted a registration application to the Ministry of Planning and International Cooperation (MoPIC) on 24 February 2010 and in January 2012 NRC signed a MOU with the Government of Yemen (GoY) allowing NRC to start providing humanitarian assistance to refugees and IDPs in the country. The MoU reflects the very good working relationship NRC has established with GoY. In the first half of 2012 NRC established presence in Sanaa and conducted further programme assessments.

Already in May 2012 NRC distributed NFI kits to IDPs in Aden. This rapid response has further improved NRC’s relations with GoY, in particular regional authorities as well as the Aden IDP Committee. At present NRC is implementing, through local partners, transitional shelters, WASH, education, Food Security and Livelihoods along with distribution of NFI. NRC has a geographical coverage of three governorates in the south; Aden, Abyan and Lahj, where there is a high presence of IDPs, returnees and refugees, with an office in Aden. In the northern governorates, NRC’s presence is in Hajja Governorate where the IDPs fleeing the conflict in Sa’ada and Al Jawaf Governorates have sought refuge. A satellite office has been set up at Haradh.

NRC works closely with the Government, UN, NGOs and target groups directly involving them in planning and implementation process. Recruitment of national staff is ongoing as per the recently approved organizational structure. A country strategy for 2013-2014 and a plan of action for 2014 has also been developed.

The WASH Project Manager (WASH PM) is responsible for the overall planning and implementation of the NRC WASH Projects in Yemen in close collaboration with the Shelter, Education and Food Security and Livelihoods project Managers. The WASH PM shall work under the guidance of the Program Director to fulfil the objectives of the NRC as stated in the Programme Principles, the Country Strategy, Project Proposals and budget.

Job description
Develop, coordinate and manage WASH project in line with proposals, strategies and donor requirements.
Manage, train and develop the WASH team
Ensure high technical quality and transparent processes
Adherence to WASH tools and handbooks and other NRC policies
Represent NRC WASH in internal and external forums
Responsible for project documentation
Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
Transparent and cost efficient procurement of goods
Promote the rights of IDPs/returnees and explore and asses new and better ways to assist

Specific tasks are:
Plan and organize WASH assessments and ensure that findings are analysed, recorded, reported and communicated to key stakeholders to facilitate the coordination of the WASH response. If appropriate, contribute to follow up assessments to consolidate data from the initial assessment.
Leading in the analysis of the WASH needs in NRC areas of operation in Yemen, providing adequate and informed perspectives to the Program Director and Area Manager to modify the NRC response.
Based on the broad framework determined by the needs assessments and the regional WASH strategy, develop NRC Yemen WASH strategy, which is needs based, integrated with other programme components and which understands and is responsive to specific gender needs and other critical factors affecting vulnerability and participation

Qualifications
Minimum 3 years of experience from working as a Project Manager in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical WASH expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver’s license
