Scope of work

Under the supervision of UN Women’s Strategic Planning and Coordination Specialist and in close collaboration with the Gender Equality and Women’s Empowerment Section, Social Development Division of ESCAP.

  • Develop methodology for review and provide technical inputs to the initial draft Regional Report on the 20-year implementation of the BPfA, through analysis of national BPfA +20 Review Reports and other sources of information.
  • Coordinate, analyse and collate inputs from UN Women and UN colleagues (through the UN Thematic Working Group on Gender Equality and Empowerment of Women, TWG-GEEW) for input into the regional report
  • Include UN Women’s priorities and key messages for the achievement of gender equality, women’s rights and women’s empowerment related to the Post 2015 development framework and sustainable development goals in the draft regional report
  • Triangulate regional findings with UN Women’s global analysis and report, in order to support prioritization of focus;
  • Identify key messages on priorities emerging from the analysis which could be extracted to support briefing materials for delegations to the Asian and Pacific Conference on Gender Equality and Women’s Empowerment: Beijing+20 Review (November 2014)
  • Develop approach and map the positions of relevant governments in relation to key GEEW issues, for consideration at regional and global fora.

IV. Expected Deliverables

  • An inception report, highlighting timelines, proposed methodology for both the analysis and inputs to the regional report and the position-mapping
  • A final compiled document reflecting evidence- based analysis and inputs to the regional report, reflecting UN Women’s global priorities and key messages as described above
  • Key messages in priority areas emerging from the analysis
  • A document, mapping the positions of relevant governments on key issues pertaining to gender equality and women’s empowerment

V. Duration of Assignment and Organizational Arrangements

It is expected that the level of effort required would be equivalent to 30 working days. The consultant will be expected to work from home, with at least weekly joint teleconferences with UN Women and ESCAP staff.

The consultant may also be requested to hold a teleconference with UN Colleagues represented in the TWG-GEEW.

UN Women will facilitate contact with UN Women’s headquarters in relation to the BPfA reporting process.
