Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based (Zaatari, Cyber City and King Abdullah Park camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid). Through 4 Women Centers in Zaatari camp, The Women’s Protection and Empowerment (WPE) team is implementing comprehensive GBV prevention and response programming with funding from UNFPA, including specialized case management, psychosocial support and reproductive health counseling services in addition to women driven recreational and youth centered activities.

SCOPE OF WORK:

The WPE Coordinator will be responsible for the day to day management of WPE programs, provision of technical support, donor compliance and contribute to the development of WPE programming in Jordan. The position directly supervises two field-based WPE Managers. Working under the supervision of the Deputy Director of Programs and technical guidance of the WPE Advisor, the WPE Coordinator is based in Amman with frequent and regular travel to program sites in northern Jordan and potentially elsewhere as programs expand.

RESPONSIBILITIES:

Technical Quality

* Provide clear technical support, supervision and guidance to the WPE team.

* Ensure staff adhere to GBV best-practice and professional standards and principles through technical support and trainings.

* Identify technical gaps in the program and devise solutions to meet those gaps, including modifying existing training resources and identifying short-term consultants.

* Develop targeted, tailored capacity building plans for WPE staff and partners, ensuring that training and capacity building meet the respective needs of WPE and partners and reflects their respective priorities.

* Support collaboration of WPE programming across other IRC sectors including Economic Recovery and Development, Child Protection and Health.

Monitoring & Evaluation

* Working closely with the the WPE Program Managers, support the development and implemention of ethical and safe monitoring and evaluations systems, including program monitoring tools and the utilization of the GBVIMS.

* Oversee and ensure analysis of results are conducted and guide WPE staff to use these results to enhance program effectiveness and quality.

Staff Supervision & Development

* Technically supervise WPE Managers based in northern Jordan and work closely with Field Coordinator who directly supervises the WPE Managers

* Build team cohesion, promoting a strong team spirit and ensuring appropriate sharing of resources, best practices and lessons learned between urban- and camp-based programs.

* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

* Oversee jointly with the Field Coordinator timely completion and submission of monthly timesheets, probations reviews and annual performance reviews

* Assist with the recruitment of WPE staff, in coordination with HR and field based managers.

* Provide technical performance management (setting of objectives, appraisals and development plans) to staff.

* Based on as sessments of staffing skills gaps, develop a capacity building plan for WPE staff.

* Overall responsibility for staff work plans, and training/development activities.

Grant Monitoring

* Assist the WPE management team in the assurance of donor compliance, including appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

* Support the submission of timely, accurate and well written donor reports and other reporting requirements for all WPE programming in Jordan.

* Working closely with the WPE Advisor, contribute to the development of new business concepts for the expansion of WPE programming in Jordan.

Other

* Work with the WPE management team to identify and cultivate local partners, and explore opportunities for programmatic collaboration.

Professional Standards

* All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

* Advanced degree in Social Work, Women’s Studies, or other related field.

* Minimum of 3 years professional experience in implementation of emergency GBV programming.

* Proven experience working in emergency contexts.

* Proven experience supervising and providing case management services and support.

* Prior international experience working in emergency settings or insecure environments; regional or in-country experience preferred.

* Strong program/technical and budget management skills.

* Solid experience with planning, reporting, monitoring and evaluation skills.

* Thorough understanding of gender-based violence response protocols and service provision.

* Strong written and oral communication skills, effective in representation and liaison with external parties.

* Must be capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.

* Proven track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and able to handle pressure with professional grace.

* Fluency in English required, Arabic an asset
